Stevens Point Sees Minor Change in Unemployment Rate
December 2006

The unemployment rate for the City of Stevens Point increased 0.3 percentage points from October 2006 to November 2006 according to the most recent figures released from the Wisconsin Department of Workforce Development (DWD) on Wednesday, December 27. The unemployment rate for the City of Stevens Point in October was 4.1%. The rate for November is 4.3%, which is down from November 2005 when the rate was 4.4%.

The DWD ranks 28 municipalities in the state, with the lowest unemployment rate being ranked 28 and the highest being ranked 1. Stevens Point's October 2006 unemployment rate ranked 16 of the 28 municipalities ranked in the report, making it the thirteenth lowest rate out of the municipalities ranked. With the minor 0.3 percentage point increase in last month's rate, the City of Stevens Point improved to 17, making it the twelfth lowest out of the municipalities ranked.

Stevens Point Wastewater Treatment Receives Excellent Reviews
December 2006

After its 2006 annual inspections, the City of Stevens Point Wastewater Treatment department has received excellent reviews from the Wisconsin Department of Natural Resources. In their summary of the review, DNR staff said that the city does "an excellent job of running the plant and maintaining equipment and buildings," and that city staff are "very creative in coming up with ways to optimize treatment, reduce operating costs, and save energy."

The DNR inspector reported that the facility's staff does an excellent job with record-keeping and analysis, attending training, and taking a very proactive approach to treatment by regularly updating lab practices. When issues arise, she said, the staff takes thorough corrective measures and keeps good documentation of their actions. She states that she found "no deficiencies" in the wastewater treatment plant's operation, and that "there were no improvements needed at the facility." "In fact," she said, "I plan to nominate the Stevens Point Lab for the 2007 Lab of the Year award."

Director Kim Halverson says that an inspection report listing "no deficiencies found" is "unheard of" in the industry. Mayor Wescott commends Kim and her staff for continually doing a fantastic job.

Christmas Tree Safety

It's the holiday season and time to find just the right Christmas tree. Look for one that's fresh and green. The needles should bend and not snap between your fingers. At home, find a cool spot for your tree, away from heater vents and the fireplace. A dry tree is a serious fire hazard, so water your tree often. MSTC Students Help Control Oak Wilt
December 2006

Mid-State Technical College urban forestry students will be removing dead oak trees for the City of Stevens Point as part of their class work. The students will receive valuable hands-on experience, and the city will save time and money on trees it otherwise would have had to remove. The city is very fortunate to have two nationally accredited urban forestry programs, at MSTC and UWSP, to work with. Projects like this are a "win-win" situation for both parties.

Most of the tree removals will take place in the Yulga Disc Golf Course and various city-owned lots in the Whitetail Subdivision on Friday, December 15.

The oak trees being removed died from a disease called oak wilt. Simply cutting down oak wilt-diseased trees will not halt the spread of the disease to neighboring healthy oak trees, but is part of an overall oak wilt control management plan the city is working on. Not only is winter a good time to remove trees killed by oak wilt, it is also the recommended time to prune oak trees. Overall, winter is the one of the best times to prune any tree.

City has Firewood Available
December 2006

The City of Stevens Point Forestry Department has opened up a specific site for firewood gathering. Once the area is cleared out of downed wood, the area will be closed. The city needs the area to be cleared out for management purposes, so this may be a one time event. This is a specific site with well-marked borders. Cutting trees on city property is otherwise prohibited. For more information, call the City Forester at 346-1532.

Park Board Meeting on Community TV
December 2006

The December 6 Board of Park Commissioners meeting, where the board discussed the possibility of building a skateboard park in Goerke Park, is scheduled to be seen on Community Television, Channel 3, at the following times: Friday, December 8 at 9:00 p.m.; and Saturday, December 9 at 3:00 p.m. and again at 8:30 p.m. The meeting, featuring a brief report from the Skate Park committee and testimony by area residents, is just under two hours long. The 18th annual Christmas Parade that was held in historic downtown Stevens Point on November 16 is scheduled to be seen on Community Television, cable channel 3, on Thursday, November 23 at 1:00 p.m., Friday, November 24 at 9:00 p.m., and Saturday, November 25 at 9:00 a.m., 3:00 p.m., and 8:30 p.m.

There will be several City of Stevens Point governmental meetings on Monday, November 20, including Transportation Advisory Committee for ADA, Special Personnel Committee, Special Common Council, and Common Council.

The
Special Common Council meeting will include a public hearing on the general local municipal budget for 2007, a resolution adopting the budget, and a resolution appropriating necessary funds for the city for 2007 and levying the tax rate for 2006. See a list of all the agendas.

County Board Meeting on Community TV

The November 9 Portage County Board of Supervisors meeting is scheduled to play on Community Television, cable channel three, this weekend at the following times: Friday evening at 9:00; Saturday afternoon at 3:00; and Saturday evening at 8:30.

The meeting includes a presentation regarding the possible pros and cons of downsizing the number of County Board Supervisors, and includes the presentation of the proposed 2007 county budget by Portage County Executive Mark Maslowski and Finance Director Bo DeDeker.

Honoring Veterans, Soldiers in Stevens Point
November 2006

A ceremony in observance of Veterans Day will be held at CenterPoint MarketPlace from 10:30 - 11:00 a.m. on Friday, November 10. State Representative Louis Molepske, County Executive Mark Maslowski, Stevens Point Mayor Gary Wescott, and Major Thompson of the UWSP Military Science Program are scheduled speakers. Portage County Veterans Service Officer Michael Clements will be the emcee. Local veterans groups, the Gold Star Mothers, and the general public will be in attendance.

At
1:00 p.m. on Friday, join us at the Noel Group Hangar at the Stevens Point Municipal Airport to welcome home C Battery of the Army National Guard's 1st Battalion, 120th Field Artillery. This event, also emceed by the Portage County Veterans Service Officer, will include a flag pole dedication, playing of the National Anthem, and guest speakers. Guests of honor will be the members of the 1-120th, who would appreciate your participation.

Agreement Reached on Bus Service to Crossroads Commons
October 2006

The City of Stevens Point and the Village of Plover have reached an intergovernmental agreement to extend City Bus service to Crossroads Commons beginning November 1, 2006. There will be a drop-off location near Interstate 39 and County Highway HH, and a loop will be added through the development with stops near Best Buy, Wal-Mart, Lowe's, and Kohl's stores.

To finance the service, the Village of Plover will pay the City of Stevens Point $3,171 for the remainder of 2006 and $17,518 for the 2007 calendar year.

Buses will travel to Crossroads Commons every Monday through Friday, and Saturdays when UWSP is in full session.

EMS Study, Ambulance Service Discussed on Community TV

Mayor Gary Wescott recently recorded a new episode of his "Community Focus" television program, and it is currently airing on Community Television, cable channel 3.

In this episode, Mayor Wescott presents information about the Emergency Medical Services Master Plan that the City of Stevens Point and Portage County recently received, he talks about the EMS contract between the city and the county, and provides insight into the city's response to recent recommendations made by the county regarding changes to the current EMS service.

"Triviatown" Named Official Movie of Stevens Point
October 2006

"Triviatown: A Little Movie about the World's Largest Trivia Contest" is a 93 minute documentary on the contest held annually in Stevens Point for the past 37 years. The documentary has won "Best Documentary" at the Westchester Film Festival in New York, and was also voted "Best Film" at the Wisconsin Film Festival, both held earlier this year.

Triviatown was declared "the official movie of the City of Stevens Point, Wisconsin" by Mayor Wescott on October 27.

The City Clerk's office, located at 1515 Strongs Avenue, is extending its office hours for those who wish to register or vote absentee. Use the Strongs Avenue or north-west Arlington Place entrances to city hall.

EMS Master Plan developed from EMS Study
October 2006

Portage County and the City of Stevens Point recently conducted a comprehensive study of community's needs for an ambulance treatment-transport service, paramedical based, with support of First Responders and/or EMS non-treatment-transport personnel.

ESCi consultants conducted the study and, from the data collected, developed an Emergency Medical Services Master Plan for Portage County and the City of Stevens Point. In addition to assessing future needs specific to resource deployment, staffing, and operational policies, the 207 page master plan reviews and analyzes current deployment of emergency medical resources within Portage County.

Absentee Ballots, Sample Ballots Now Available
October 2006

Absentee ballots are now available at the City Clerk's office, 1515 Strongs Ave., and city residents who will be unable to go to the polls on November 7 may vote now at the Clerk's office. Upon receipt of a written request with the voter's signature on it, the Clerk can also mail ballots to persons who are unable to come to city hall. Requests for ballots sent by mail must be received by the Clerk's office no later than November 2.

Personal Savings: Stevens Point Ranks 84th in Nation

A.G. Edwards developed its Nest Egg Index to assess and compare the relative strength of the nation's cities and states in building and nurturing their nest eggs of financial and retirement assets. The 2006 A.G. Edwards Nest Egg Index ranks the top 500 performing markets based on their residents' personal savings and investing behavior.

The Nest Egg Index looks at the 934 core-based statistical areas defined by the U.S. Census Bureau. It examines 12 categories that influence personal savings categories, including savings and investing propensity; 401(k) and pension plan penetration; home ownership and home values; mortgage and personal debt levels; net worth; household incomes; cost of living; and employment rates.

Of 500 cities listed in the Index, Stevens Point ranked in the top 17 percentile at number 84.

County, City Conduct EMS Study
October 2006

Portage County and the City of Stevens Point are conducting a comprehensive study of community needs for an ambulance treatment-transport service, paramedical based, with support of First Responders and/or EMS non-treatment-transport personnel. This study will also include an assessment of the current fire-based paramedic treatment-transport service, and will include considerations/options for making high quality and cost effective EMS services available to all Portage County residents. The county and city sought statements of qualifications from firms interested in being considered and evaluated for the project, and Emergency Services Consulting, Inc. (ESCi) of Wilsonville, OR was the successful bidder and is hard at work developing the required documents.

City Awarded Grant for Bicycle Trail Under I-39
October 2006

The State of Wisconsin has awarded a grant to the City of Stevens Point for a requested bicycle trail under Interstate 39. The award is for $120,000 or 80% of the project cost, whichever is less.

The Portage County Board of Supervisors has passed a resolution to pay for half of the local share of the project's cost - up to $15,000. Bicycle enthusiasts committed to raise the other half. The city's share of the project has been to do the grant application and the engineering.

The trail, scheduled to be a 2008 - 2009 project, will run under I-39 alongside the railroad tracks between the City industrial park on the west side and the County industrial park on the east side of I-39.

The trail is one of 28 projects awarded grants throughout the state. 143 eligible projects requested over $60 million dollars. The state had $9.8 million in federal highway enhancement funds to work with.

Second Downtown Mural Dedication October 7
October 2006

First there was the idea, then the funds were raised, the scaffolding went up, the mural was painted, and finally the scaffolding came down. Now it's time to celebrate.

On Saturday, October 7, 2006, at high Noon, the Mural Committee will dedicate the second mural, titled "Market Square," in the Square during downtown Stevens Point's Harvest Fest.

Come down to the square, just like they did in 1910, for a good old-fashioned festive Stevens Point celebration at the third Annual "Dozynki" (Polish Thanksgiving) Harvest Fest and help us dedicate the new mural.

Help Us Remove Invasive Plants
September 2006

An invasive plant removal is scheduled to be held in Iverson Park on Saturday, September 23, from 9:00 am to 1:00 pm, and volunteers are needed to help. Volunteers and staff will meet at the Boy Scout Lodge parking lot in Iverson Park (at the bottom of the hill near the Hillcrest Avenue entrance). Please bring a pair of work gloves.

Unemployment Rate Declines for Stevens Point
September 2006

The unemployment rate for the City of Stevens Point dropped 0.6% from June 2006 to July 2006, according to the most recent figures released from the Wisconsin Department of Workforce Development (DWD). The unemployment rate for the City of Stevens Point in June, 2006 was 6.4%. The rate for July, 2006 was 5.8%, which was up from July, 2005 when the rate was 5.6%. Stevens Point's June 2006 unemployment rate ranked 6th highest of the 28 municipalities ranked in the report. The 0.6% drop in last month's rate dropped Stevens Point to number 12, which was the single largest drop of any municipality over the same time period.

Drive Carefully in School Zones
September 2006

School is back in session and students are back on the streets, so please drive extra carefully and obey the 15 mph speed limit in and around school zones. Drivers must learn to expect unexpected moves from children on foot and on bikes in order to avoid accidents.

Parents, please take time to remind your children about how to safely cross streets on their way to and from school. Walk or bike with them the first few days. Remind them not to accept rides from strangers, and to lock their bicycle at school.

Oak Wilt Control Demonstration
August 2006

Oak wilt is a fungus that kills countless mature oak trees every year. The initial cause of infection is beetles carrying the disease to fresh cuts or breaks on the tree. Once the first tree is infected, the disease moves very readily from tree to tree through interconnected roots. By cutting the roots between trees, and treating oaks with a fungicide to prevent infection, oak wilt pockets can be contained. As oak wilt continues to spread through area neighborhoods, basic knowledge and awareness of the disease will help residents preserve their valuable landscape trees.

On
Wednesday, September 6, between 10:00 am and 12:00 pm, on the southeast corner of Black Bear Trail and Whitetail Drive, the City of Stevens Point Forestry Department will be demonstrating methods of controlling oak wilt, including trenching to sever roots around an oak wilt pocket and injection treatments to prevent infection of adjacent oaks.

Representatives from First Choice Tree Care and the City of Stevens Point Forestry Department will be on hand to provide information and answer questions. Residents with oaks on their property, residents planning to build on properties with oaks, and contractors working around oak trees are encouraged to stop by. Anyone interested in learning about oak wilt is welcome to attend.

City Seeks Civil Engineer
August 2006

The City of Stevens Point is accepting applications for a full-time Civil Engineer. Employee is responsible for developing, designing, coordinating, reviewing and evaluating projects for the Engineering Division of the City Public Works Department.

Qualifications include, but are not limited to, a BS degree in civil engineering with three years of increasingly responsible professional civil engineering experience, preferably in public works design and construction.

WISTAX's MunicipalFacts06 Available
August 2006

The WISTAX's MunicipalFacts06, a yearly publication that details financial data for 228 municipalities with populations between 2,000 and 150,000, has been released. The publication includes information on property values, spending, debt, state aid, and income. The City of Stevens Point is grouped with 23 other municipalities around the state that have populations between 15,000 and 30,000, making it possible to compare municipalities throughout the state.

According to the report, the City of Stevens Point spent $531.90 per capita on basic spending. Basic spending includes spending for general government, street maintenance, law enforcement, and fire-ambulance. Compared to the other 227 municipalities around the state, Stevens Point ranked 55th in 2004, while ranking 127th over a decade span from 1994-2004.

Tree Mulch Saves Moisture and Trees
August 2006

Applying mulch around a tree is one of the most beneficial things you can do for it. Mulches are materials, such as wood chips, shredded bark and lava rock, that are placed over the soil surface to help conserve moisture, improve soil conditions, and protect the tree.

Apply a layer of mulch 3 - 4 inches deep and as broadly as practical around the tree. Mulch out to the outermost reaches of the branches of younger trees. Keep the mulch 3-6 inches away from the trunk of the tree to help limit rodents from feeding on the bark and prevent bark rot on the tree. Avoid piling on too much mulch and creating "mulch volcanoes" around your trees.

If you keep the tree watered, a layer of mulch will help retain moisture. Mulch can also improve soil structure and aeration, keep roots cool in summer and insulated in winter, and help retard weed growth. By limiting weed growth around the base of the tree, you limit the chances of weed whackers and/or lawnmowers damaging the bark and opening the tree to decay, insects, and disease. Repeated injuries from these tools can completely girdle a tree and kill it.

Rep. Molepske Holding Office Hours on Stevens Point Buses Today
August 2006

Rep. Louis J. Molepske, Jr. (D-Stevens Point), in cooperation with the Stevens Point Transit, will hold district office hours while riding two bus routes on Wednesday, August 23.

He will first ride the "City Bus" Northpoint Drive/County Market route which will depart at 2:15 p.m. from the Downtown Transit Center. From there he will take the Rice Street/Dixon Street bus route at 2:45 p.m., ending back at the Downtown Transfer Center at 3:15 p.m. where Rep. Molepske will be available for additional questions and conversation.

Rep. Molepske chose to hold office hours on the bus to highlight the importance and need for public transportation due to rising energy costs. One of his initiatives in the next legislative session is to find ways to improve mass transit in central Wisconsin and across the state. Rep. Molepske looks forward to visiting one-on-one with constituents while riding the bus and at the Downtown Transfer Center.

Stevens Point Flight Instructors Place Third in Air Race
August 2006

Wanda Zuege and John Thompson, flight instructors at the Stevens Point Municipal Airport, raced a Piper Cherokee 1,800 miles across Kansas, Colorado, South Dakota, Montana, Minnesota and home to Stevens Point, Wisconsin. The "Cherokee Chariot" had a top speed of 125 mph and raced against 11 other airplanes with top speeds ranging from 156 mph to 297 mph.

The racing goal is not to arrive at the finish first, but to average the highest speed above the plane's top speed. Pilots must meticulously plan their routes to take advantage of weather and wind speeds and avoid straying off course.

Third place netted the team $1,200 and a trophy that can be seen at the Stevens Point Airport terminal. They were also recognized by Plane and Pilot Magazine as the 2006 Best Placing Rookie Race Team and by the New Piper Aircraft for Best in Piper Fleet for the highest scoring team flying a Piper airplane.

West Nile Virus found in Dead Birds in Portage County
August 2006

The Portage County Health Department reports one dead crow and one dead blue jay found in Portage County on July 23 and July 24, 2006 have tested positive for West Nile virus. These are the first birds testing positive for West Nile virus in Portage County since surveillance for the mosquito-transmitted virus began May 1. "The positive birds mean that residents of Portage County need to be more vigilant in their personal protective measures to prevent mosquito bites," Faye Tetzloff, Health Officer, said. West Nile Virus is spread to humans through the bite of an infected mosquito, which gets the virus by feeding on infected birds. "Portage County residents should take some simple steps to protect themselves against mosquito bites," Tetzloff said.

The Health Department recommends the following: 1. Maintain window screens in good repair to decrease indoor contact with mosquitoes. 2. Avoid being outside during times of high mosquito activity, specifically around dawn and dusk. 3. Wear light colored protective clothing such as long pants, loose-fitting long-sleeved shirts, and tuck pants in socks when outdoors. 4. When outdoors, use an effective mosquito repellent containing an active ingredient registered by the EPA, such as DEET, picaridin, or oil of lemon eucalyptus. 5. Reduce potential breeding grounds for mosquitoes by removing containers, old tires, and other objects where water can collect and mosquitoes can lay eggs. Change water in a bird baths daily.

City Bus has Bold New Look

Residents of Stevens Point may notice something unusual about some city buses. At least one of the buses is now sporting graphically appealing vinyl wraps. The wraps were developed by Marshfield Clinic and Ministry Health Care to increase the public's awareness of their joint heart care program.

Residents have become familiar with panel advertising in smaller areas on the back ends and sides of local buses, but these wraps are much larger, covering most of the buses’ exteriors with graphics. The wraps, and similar ones being revealed in Wausau at the same time, are the first of their kind in the area.

Susan Lemke, General Manager of Stevens Point Transit, said, "These brand new bus wraps will not only bring advertising revenue to supplement our budget, but also help to create new partnerships with local businesses."

Final Tax Installment Due by Monday, July 31

Taxpayers who have chosen to pay their real estate taxes by using the installment option must have their final installment paid by July 31. If you mail your payment, mail early to ensure the postmark is on or before the payment due date. Your payment will be considered timely if it has a postmark date on or before the payment due date (postage meter stamp date does not count) and it is received within 5 business days.

A night deposit box is located at the Strongs Avenue entrance of the City Hall building. Any payments placed in the night depository before 7:30 a.m. will be processed on that day. Please Water your Street Trees

The City of Stevens Point Urban Forestry Department asks city residents to remember to water the street trees in front of your homes when you are watering the trees on your property. During dry times like those we presently are experiencing, this is especially important for recently-planted trees.

Soak the soil beneath the tree, out to the outermost ends of the branches, for an hour or so every week. On smaller, younger trees, you may not have to water as long, but you may have to water more often during hot weeks. Give the soil time to dry out a little before watering again.

Applying mulch such as wood chips, shredded bark, and lava rock around your trees is also recommended to help conserve moisture, improve soil conditions, and even protect your trees. A layer of mulch 3 to 4 inches deep should be applied as broadly as practical around each tree. Try to mulch out to the outermost reaches of the branches of younger trees. Keep the mulch 3-6 inches away from the trunk of the tree, as this will help prevent bark rot and rodent damage.

Fourth of July Parade and Fireworks on Community TV

The parade videotaped in downtown Stevens Point on the Fourth of July, 2006, is scheduled to be seen on Community Television, channel 3, this weekend at the following times:

Friday at 10:00 p.m., Saturday at 9:00 a.m., 4:00 p.m., and 9:30 p.m.

The parade will be immediately followed by the 2006 Riverfront Rendezvous Fireworks display, and the two of them together are just under one hour long.

Water and Wastewater Departments Earn Exemplary Marks from DNR
July 2006

In the 2006 Sanitary Survey report from Glenn Falkowski PE, Environmental Engineer for the Wisconsin DNR, the City of Stevens Point Water Department was granted an outstanding performance waiver because the department has demonstrated an ability to operate and maintain their water system in an exemplary fashion. No deficiencies were found in the recent inspection done by Mr. Falkowski. The waiver means the Water Department will not have to be reviewed again until the year 2011.

Wastewater Department received all A's, the best grade possible, for influent flow and loadings, effluent quality, biosolids quality and management, staffing, operator certification, financial management and collection systems on the annual compliance maintenance report filed with the Wisconsin DNR as per Wisconsin Administrative Code NR208.

Stevens Point's Molepske Named Legislator of the Year

Rep. Louis J. Molepske, Jr. received the Legislator of the Year Award from the Wisconsin Register of Deeds Association on June 15 in Mosinee for his diligent effort in helping the association draft and pass the Register of Deeds Privacy Act (Wisconsin Act 139).

Important Information about Fireworks

The Stevens Point Police Department would like to help ensure safety during 4th of July celebrations by reminding the public of the laws regulating fireworks.

Under Wisconsin law, there are two types of fireworks; “Permit required “ and “Non-permit required”. Non-permit required fireworks include the following: Caps, toy snakes, sparklers (up to 36 inches in length), party poppers, snaps, smoke devices, and cylinder or cone fountains that emit showers of sparks.

Other items, such as firecrackers, bottle rockets, roman candles, etc. require a permit. In other words, any item that explodes or leaves the ground is illegal without a permit.

Japanese Tree Lilacs Blooming
July 2006

The white flowering trees along Stanley Street are Japanese tree lilacs. The city has planted about 250 Japanese tree lilacs in city rights-of-way, and they're coming into full bloom now. It is a great street tree, and is a perfect tree for planting near overhead utility lines, because at maturity the tree should not grow tall enough to require pruning to provide clearance for the utility lines.

A demonstration planting of other low-growing trees, called "
Right Tree, Right Place," is located in the 1400 block of Water Street, just south of the Clark Street Bridge along the Green Circle Trail. This planting is a great resource and was created by the Stevens Point Forestry Department in cooperation with Wisconsin Public Service and UWSP.

Unemployment Rates Decline for Stevens Point
June 2006

The unemployment rate for the City of Stevens Point dropped 1.6% from March 2006 to April 2006 according to the most recent figures released from the Wisconsin Department of Workforce Development (DWD).

The unemployment rate for the City of Stevens Point in March 2006 was 7.5%. The rate for April 2006 was 5.9%, which was also down from April 2005 when the rate was 6.1%.

US Highway 10 Expansion Project Update
June 2006

The Wisconsin Department of Transportation (WisDOT) has begun the initial phase of a 190 million dollar multi-phase project that is scheduled for completion in 2012. WisDOT is expanding 31 miles of US 10 between I-39 north of Stevens Point to Wis. Hwy. 13 near Marshfield. The new four-lane highway will bypass the communities of Junction City, Milladore, Blenker and Auburndale.

The project will remove US 10 from downtown Stevens Point west of I-39.

Triage Tuesday: Using Realistic Training Every Day

If you or family members have a traumatic injury here in Portage County and are brought to a local hospital by ambulance, or air lifted to a trauma center, you may be wearing a tag! This would be a "triage tag" primarily used in mass casualty incidents (MCI).

Beginning May 23, 2006, the Stevens Point
Fire Department / Portage County EMS will be initiating a new program called "Triage Tuesday". The goal of our project is to use triage tags on a given day, in conjunction with START (Simple Triage And Rapid Treatment) triaging skills, to enhance competency and capability of both EMS and hospitals in managing trauma victims during real time incidents. Minimum Wage to Increase June 1, 2006

As part of Governor Doyle's Grow Wisconsin initiative, the Wisconsin minimum wage will increase to $6.50 an hour for adults and $5.90 an hour for minors on June 1, 2006. The increase on June 1, 2006 will complete the final phase of the two-phase increase.

The first increase was on June 1, 2005 when the minimum was raised for the first time in seven years from $5.15 an hour to $5.70 an hour. The completion of the two-phase increase is expected to benefit an estimated 200,000 low wage earners in Wisconsin. In addition, Wisconsin's new minimum wage rules also contain various specialized pay rates for different types of work.

Bike Path Under I-39
May 2006

A bike path to connect with the Green Circle Trail and stretch under Interstate 39 near Joerns Drive has been planned for construction in 2008. The path will connect the Stevens Point Industrial Park and the Portage County Business Park. There has been much growth of commercial and residential development in the area, and the connection will allow for safe transport under Interstate 39 for pedestrians and bikers.

The city
engineering department is finalizing the design for the path, and it is estimated that total costs will be around $144,000. The city and Portage County have applied for a grant from the Wisconsin Department of Transportation in hopes of covering about 80 percent of the proposed costs. Portage County will also provide $15,000 in funding, and it is hoped that private fundraising and other grants will pay for the rest. The city will help inspect and maintain the proposed trail.

State Spending Measure Defeated by Senate
May 2006

Members of the Wisconsin State Assembly voted down one form of the Taxpayer Protection Amendment on Thursday, April 27, then approved an alternative version in the early morning hours Friday, April 28 by a vote of 50-48.

However, that measure was defeated by the Senate later on Friday, April 28.

Assembly Joint Resolution 77 would have placed a constitutional limit on state spending. It would have limited the growth of the state government's general fund, the single largest account, to 90% of the average growth in personal income over the previous three years.

Case of Mumps Confirmed in Portage County

According to the Portage County Public Health Department, Wisconsin is experiencing an outbreak of Mumps. At least one confirmed case of Mumps has been reported in Portage, Marathon, Waupaca and Wood Counties. If your child has not been immunized against Mumps, please consider having them vaccinated at this time. Immunizations are available through your doctor or health department.

Mumps is a viral infection that can cause swelling of the salivary glands. Mumps can affect any person of any age who has not had the disease or been immunized against it. Mumps vaccine is included in the MMR (measles-mumps-rubella) immunization. One MMR provides 80% protection against Mumps. The second MMR provides 90% protection.

Bike to Work May 13 - 19

Because May has been designated as National Bike Month since 1942 by the League of American Bicyclists, and the third week in May is Bike Week, Mayor Gary Wescott has proclaimed May 13 - 19 "Bike to Work Week," and Friday, May 19 as "Bike to Work Day" in Stevens Point.

Bicyclists employ a clean, quiet, and energy-efficient mode of transportation, and bicycling is a healthy form of exercise and can help to incorporate physical activity into the daily routine. More use of the bicycle for transportation can improve the quality of life in Stevens Point, and bicycling is an excellent way to visit Stevens Point's historic neighborhoods,
parks, and scenic areas.

Many of Stevens Point's residents and visitors use bicycles for travel, pleasure, or as part of their work every day, and bicycles are used by the Stevens Point
Police Department as part of their official duties. Under city regulations, bicycles are vehicles and by state law bicyclists enjoy all the rights and privileges of motorists to use the public roads unhindered from harassment, but also have the same responsibilities as motorists - such as being licensed, stopping at stop signs, using turn signals, and using lights at night. TIF Districts Promotes Development
May 2006

The City of Stevens Point has taken an aggressive approach towards economic development and redevelopment throughout the entire community, and has seen tremendous growth and revitalization within the last year, setting a single year record in the amount of building permits issued - over $44,400,000.

The City of Stevens Point has used tax incremental financing, TIF, to assist with rehabilitation of older properties on the Division Street corridor. Developers have been renovating current buildings there and attracting new businesses to fill vacant properties.

Major projects include: renovating the former Holiday Inn, now Country Springs; the near $5 million reconstruction of the Klasinski Clinic and Boush Eye Center; $4 million worth of improvements to the North Point Shopping Center; and the re-construction of the former Olympic restaurant which will now welcome three new businesses to the community - Noodles and Company, Starbucks, and Cold Stone Creamery.

In the upcoming months, the city will embark on a possible future TIF district for its historic downtown. Creating a TIF district downtown will greatly enhance the city's potential to attract new businesses and work with current owners in order for our downtown to continue compete regionally.

South Side Fire Station Sold
April 2006

On April 24, Mayor Gary Wescott and the Portage County Historical Society signed the final agreement approving the sale of the South side fire station located at 1949 Strongs Avenue. The building is the oldest municipal structure left from the 19th century.

The Portage County Historical Society purchased the fire station from the City of Stevens Point in order to preserve the structure and hopes to renovate it into a museum. In return for the city's selling the building, the Portage County Historical Society agrees to take full control of the building.

The sale of the fire station was approved by the City of Stevens Point Finance Committee on
March 13 and then by the Common Council on March 20. The city thanks the Portage County Historical Society for making this possible.

Smoke-Free Workplace Ordinance in Effect
April 2006

A smoke-free workplace ordinance went info effect in the City of Stevens Point on April 1, 2006. The ordinance prohibits smoking in enclosed public places and places of employment unless granted an exemption. This includes all private offices, work areas, restrooms, employee lounges, and all other indoor areas of an enclosed workplace.

Employers in this city are responsible for adopting, implementing and making known to all employees a smoke-free policy, and must supply a copy of the smoking policy upon request to any existing or prospective employee.

This smoke-free workplace ordinance also requires that such establishments have proper signage to advise the public of their smoke-free environment. Employers who need signage for their business may contact the Portage County
Health Department at 345-5958. A limited number of signs are available. Employers who have questions or need clarification about the ordinance may contact the Stevens Point City Clerk at 346-1572, or the Portage County Health Officer at 345-5745.

Violation of the Month - Improper Bicycle Operation
April 2006

The Stevens Point Police Department is stepping up enforcement of bicycle violations during the month of April. Bicyclists are required to follow the rules of the road just as are drivers of other vehicles. The most common violations we see involving bicycles are: bicycles operated at night without a light; failure to stop at stop signs; and riding double on a bike designed for one person. We will concentrate on these violations because they put bicyclists at greater risk of an accident.

We also remind motorists to be watchful for bicycles. A number of accidents occur when a bicyclist has the right of way and a driver makes a turn or proceeds from a stop sign into the path of an oncoming bicycle. Bicyclists not only have the same responsibilities as motorists, but also the same rights, and are entitled to the same considerations.

The City of Stevens Point requires that all bikes using the roadways be registered. Registration can be done at the service window of the Stevens Point Police Department. The cost is $3 and the registration is non-expiring.

The Police Department also encourages the use of safety equipment by all bicyclists. Head injuries from crashes and falls are common to bicycle riders and a well designed helmet, properly fitted, can prevent a major life-altering injury. Another piece of safety equipment that should be considered are bike gloves. When a rider falls, they most often use their hands as a first line of defense, and the gloves will prevent a bad case of road rash to your hands.

Snow Removal Reminder
February 2006

For the safety of all in our community who use sidewalks in the Winter, home owners and building occupants are responsible for removing snow and ice from the sidewalk in front of their house or building within 24 hours of the end of any snowfall, except in those areas where there is no boulevard, in which case snow must be removed within 48 hours. If it is not removed by you, the city may have it removed by a contractor and will add the bill to your property taxes. Do NOT throw snow into the street without specific permission from the Public Works Director. Throwing snow into the street can cause unsafe driving conditions, and city plows and other vehicles can push the snow right back onto your sidewalk when they pass, so throw the snow toward the side of the sidewalk that's away from the street. The Stevens Point Area League of Women Voters hosted a public forum on Thursday, February 2, at Sentry Theater for candidates running for Portage County Executive. The two-and-one-half hour forum is scheduled to play on Community Television, channel 3, Monday, February 13 at 3:00 p.m. An informative program titled, "Responsibilities of a County Executive," is scheduled to be seen on channel 3 Monday, February 13 at 9:00 a.m. A public forum featuring school board candidates, to be recorded on February 16 at St. Paul's United Methodist Church, is scheduled to be seen on channel 3 at the following times: Saturday, February 18 at 3:00 p.m. and 8:30 p.m., and Monday, February 20 at 9:00 a.m. The League of Women Voters and the City of Stevens Point encourage everyone to attend these forums, watch them on TV, and cast an informed vote on February 21. State's Tax Reputation "a Hoax"
February 2006

The Capitol Times newspaper reported on December 7 that Wisconsin's reputation of having high taxes "is a hoax that's being used to justify efforts to downsize state and local government," according to a study released that same day. The Times said, "The study by the Milwaukee-based Institute for Wisconsin's Future argues that the tax burden in the Badger State is just about on par with other states if such government-related costs as license fees and other service charges are taken into account." Snow Emergency Declared
February 2006

A Snow Emergency will be in effect in the City of Stevens Point beginning at 6:00 p.m. on Thursday, February 16, and shall remain in effect until 8:00 a.m. on Friday, February 17. No person may park, stop, or leave any vehicle upon the streets or any portions of the streets in the city during the snow emergency. Any vehicles in violation will be ticketed and towed by the police department. The Police Department asks for your cooperation to allow the Street Department the opportunity to clear city streets of the recently fallen snow.

The School Board Candidates Public Forum scheduled to be held Thursday, February 16 at St. Paul's United Methodist Church has been canceled because of the weather. Please plan to attend the League's next forum for the General Election Candidates - six candidates for the Stevens Point Area Public School Board, and two candidates for the Portage County Executive - on Tuesday, March 14 at 6:00 p.m. at the Portage County Main Branch Library in Stevens Point.
