Request for Proposal for Consultant for National Register of Historic Places Nomination

The City of Stevens Point is requesting proposals from a consultant team to prepare a National Register of Historic Places (NRHP) Nomination for a residential historic district, the Clark Street -Main Street Residential Historic District (District).

The District was identified in the 2011 Intensive Architectural / Historical Survey as being eligible for listing on the NRHP. Furthermore, the survey indicates that the District is believed to be of architectural significance under NRHP Criterion C.

The District contains approximately 125 properties, of which the majority are residential in nature. The City also has a locally designated historic district (Clark Street Historic District), encompassing approximately 36 properties along Clark Street, most of which are included in the nomination to the NRHP.

Some benefits to district nomination to the NRHP include:

1. Eligibility for property owners to apply for state and federal income Tax Credits for rehabilitating properties
2. Eligibility for property owners to apply for federal grants when available
3. Eligibility to use the state’s Historic Building Code, which may facilitate rehabilitation
4. Qualification for state and federal charitable income tax deductions for the donation of historic preservation easements
5. Eligibility for official State Register of Historic Places plaques
6. Preservation of local community culture and character
7. Improvement and expansion of Economic Development & Tourism (for example: through the creation of walking tour brochures within the district) 
8. Improved neighborhood aesthetics and pride, which can potentially lead to improved property values, along with other factors.

The deadline for submitting responses to the RFP is December 22, 2017.
