The following report is a highlight of current/anticipated
activities in the Department of Public Works. If there are any questions, please let me know.
1. Stevens Point Airport
Airport Fuel Remediation. The fuel remediation work at the airport continues to operate in
a "non-emergency" mode. The remediation system is in "winter mode". In the spring, the final
remediation plan will be put in place.
Airport Fuel Dispensers. Northwest Petroleum is expected to install the card readers as soon
as weather permits.
Planned Airport Improvements. We had the first "working meeting with the parties interested
in the airport improvements and will continue moving forward with the projects. Approximately 20 people participated
in the meeting.
Airport Management and Operations. Management and operation of the airport continue to run
smoothly.
Airport RFP.
The pre-proposal meeting was held at the airport. There were several manager/operators present. The proposals are
due March 31st.
Jet Refueler. We
have received a quote from Texaco Aviation to lease purchase or purchase a 3000 gallon refueler mounted on a 1995
Ford F700 chassis. The lease rate is $1,239.43 per month for 60 months with a $1.00 buyout option. The direct purchase
price is $62,000. The city has been renting two trucks, one for jet fuel and one for 100 octane low lead. With
the installation of the fueling facility, the 100 octane low lead truck is no longer needed and has been returned.
It is important to the airport operations to continue to have a jet refueler truck in order to decrease the potential
liability of damaging expensive jet aircraft by towing, to minimize the time required by airport personnel to refuel,
and to increase jet fuel sales since most jet owners would rather not have their airplanes towed any more than
necessary. The cost of the lease would ultimately be absorbed into airport operations, regardless of who would
operate or manage the airport. In this case, the lease is believed to be a better alternative.
Utility Easement for airport hangars. Wisconsin Public Service has requested a utility easement
at the airport to serve the private hangars. I have checked with the Wisconsin Bureau of Aeronautics to see if
this is permitted. As long as the purpose of the easement is to serve an airport need; it is permissible. We have
also reviewed the placement of the easement for potential conflict and find it to be satisfactory. Approval of
the easement is recommended.
2. Engineering
Bid #04-04; West Side Force Main Installation
Project. No change in status from last month.
This project is still on hold, pending additional evaluation of alternatives based on what Stora Enso's plans are
for relocating their effluent line and other alternatives.
Whitetail Trail Subdivision. The pre-construction meeting is scheduled for March 10th.
Bid #04-05; Patching Contract. Bids are due March 10th. This contract is to patch utility
openings and other spot patches. This is usually a "break-even" program.
Quote #08-05 Street Lighting Equipment for South
Business 51 Project. Quotes are due Thursday,
March 10, 2005 for equipment for the street lights to be installed under the state construction project. The state
will reimburse the city for the cost of about 20 of the street lights as part of the project. As was accomplished
on the Highway 10 projects, we will be replacing approximately 29 luminaries with 39 luminaries with lower watt
lights. The result will be a more uniformly lit roadway with lower maintenance costs. Approval is recommended.
2005 Photogrammetric Survey Proposal. We have requested and received a proposal for photogrammetric
services from Aero-Metric Inc. to develop true digital aerial photography and to develop complete digital orthophotos
with contours and terrain modeling which would include mapping of all recognizable physical features such as buildings,
roads, sidewalks, trees, manholes, catch basins, fire hydrants, street lights, power poles, and traffic signals.
While the cost to complete the entire project has not yet been programmed, it is advisable to at least complete
the flight, acquiring the digital date required to perform the remaining work. The cost of the flight and work
for the first phase is $14,850 and is explained in the attached proposal. There are currently funds in the budget
for this work. The cost associated with the complete project would be and additional $275,000. Aero-Metric was
chosen to provide these services because they are the only firm in the Midwest and one of two firms in the country
that have a digital mapping camera, which will result in a better product. We have worked with them in the past
and found them to provide professional service and a high quality product. The resulting digital data will be incorporated
into the city's GIS system and used extensively by Police, Fire, Engineering, Streets, Inspection, and Water Departments.
It is anticipated that the water fund would partially fund the expense of developing this tool. I have samples
of the products in my office which I would be happy to go over with anyone interested.
3. Streets and Other
Street Dept. Patrol Trucks. We have received quotations for three Street Department Patrol
Trucks. Three quotes were received as indicated on the memo from Dennis Laidlaw, Fleet Maintenance Supervisor.
I concur with Dennis' recommendation to purchase the three International model 7400 trucks for $314,764.00 from
Mid-State Truck Service, Inc.
Parks Dept. Dump Truck. We received quotations from five vendors for the Parks Department
Dump Truck. I concur with Dennis' recommendation as indicated in his memo to purchase the International 7300 model
from Mid-State Truck Service, Inc. for $55,152.00; with rigging by Central Wisconsin Body and Hoist.
