The following report is a highlight of current/anticipated activities in the Department of Public Works. If there are any questions, please let me know.

1. Stevens Point Airport

• Airport Fuel Remediation. The fuel remediation work at the airport continues to operate in a "non-emergency" mode. The consultant is finalizing the final remediation plan and developing a guarantee for the final costs involved.
• Airport Fuel Dispensers. Northwest Petroleum is expected to install the card readers within the next few months.
• Planned Airport Improvements. Nothing new to report.
• Airport Management and Operations. Management and operation of the airport continue to run smoothly.
• Airport RFP. Nothing new to report

2. Engineering

• Bid #05-05: 2005 Bituminous Surfacing Project. This is the annual contract for asphalt construction. This year the main project will be paving the streets in the new Whitetail Trail Subdivision.
• Whitetail Trail Subdivision. Construction is proceeding nicely. Some streets have been graveled and graded, ready for asphalt. About half of the sewer and water is complete.
• Bid #06-05: Curb, Gutter and Sidewalk Repair Project. This is the annual contract for removal and replacement of curb & gutter and sidewalk throughout the city.
• Bid #10-05: Goerke Park Tennis Court Resurfacing Project. This is a contract to resurface the Goerke Park Tennis Courts with a color treated surface. Parks Department will manage this project.
• Consideration of installation of Sanitary Sewer Force Main and Water Main to be located on the Stora Enso Utility Bridge. With the advent of the CN RR increasing speeds of their through trains, and the resulting vibrations of the black bridge crossing the Wisconsin River; the hangers supporting the pipes hung from the bridge have been failing at an alarming rate. The city has been working with Stora Enso in studying alternatives to increase the reliability of the facilities crossing the river. The environmental impact of broken effluent lines spilling into the river is something no one wants to see. A number of alternatives were investigated, including running the pipes along the dam and leaving them attached to the black bridge. The best alternative was to construct a new, separate bridge for the utility pipes. Stora Enso has taken the lead in this project. We are working on an agreement to cover all aspects of the project, but have tentatively agreed to the following:

a. The city would pay for the engineering and construction of the city owned pipes on the new utility bridge.

b. The city would pay Stora Enso for the cost of over sizing the bridge to accommodate the city's pipes.

c. The estimated cost of the sanitary sewer force main portion of the project would be approximately $260,325.

d. The estimated cost of the water main portion of the project would be approximately $465,575.

e. The agreement would cover costs associated with maintenance and operation of the bridge. It is anticipated that this cost would be relatively small with the anticipated life of the structure to be likely over 100 years.

Staff recommends approving the project, including the expenditure of $32,000 for engineering (with Marathon Engineers) to be split between the sewer project and the water project. Marathon Engineers were hired by Stora Enso to design the utility bridge and the Stora Enso effluent line. Using them to engineer this project will save money in avoiding duplication of services and is the only option in meeting the time restrictions.

This is a summary of costs. Funding issues are scheduled to be addressed by the Finance Committee. We have received the final offer from Stora Enso on the total cost to the city which will include an annual license/maintenance fee of $1,000 per year plus a 50/50 share of maintenance expenditures over $5,000.

3. Streets and Other

• Street Department Operations. Street Department operations have switched from winter activities back to maintenance programs. Crack sealing, patching, shouldering and other seasonal operations have been initiated. The department is also involved in building removal for the South Business 51 project as well as a building for the Park Department.
• Street Sweepers. The street sweeper restoration has been completed but one of the sweepers was hit by a vehicle causing severe damage. We were able to rent a sweeper and get back on track. We are still waiting for the estimate. The driver causing the accident was uninsured.
• South Business 51 Project. Construction is under-way. The contractor seems to be moving along quite well so far. Police have been monitoring the traffic, which seems to be moving through the project satisfactorily.
