The following report is a highlight of current/anticipated activities in the Department of Public Works. If there are any questions, please let me know.

1. Stevens Point Airport

• Airport Fuel Remediation. The fuel remediation work at the airport continues to operate in a "non-emergency" mode. The consultant is finalizing the final remediation plan and developing a guarantee for the final costs involved. We are meeting Friday, August 5th to review the final plan and cost guarantee.
• Airport Fuel Dispensers. Northwest Petroleum is installing the card readers this month.
• Planned Airport Improvements. The FAA has notified the ILS project for public comment. This is apparently a sign that they are moving forward with the project. We still expect installation in 2006. The architect for the design of the airport terminal is working on plans for some alternatives regarding the terminal improvements. We expect to have more to report at the next meeting.
• Airport Management and Operations. We have completed the process of studying the alternatives for managing and operating the municipal airport. Over 300 requests for proposals were sent out and resulted in receiving several proposals. The mayor's ad hoc airport advisory committee has completed the interviews with the parties that have submitted proposals. A request for additional information was sent out to those who submitted the proposals most closely meeting the needs of the airport with the most advantageous pricing. The committee recommends that the city continue to manage and operate the airport, at least through 2007. The recommendation from the committee was to hire a "contractor" to provide the airport manager and support personnel. 300 requests were sent out. Two responses were received; one from Rivercities Aviation (Michael Pinney, the current manager) and one from an individual. The Rivercities Aviation proposal was the only proposal meeting the requirements of the request and was also lower in cost by $35,815 for the proposed period. It is recommended that the city enter into an agreement with Rivercities Aviation for the balance of 2005 (September through December) and 2006 and 2007. The total cost of services is $238,560. The city would retain all income from fuels and hangar rentals as well as miscellaneous income. The contracted services are estimated to save the city approximately $12,000 per year. In addition, the mayor received a considerable number of letters supporting Rivercities Aviation (Michael Pinney, the current manager). We are asking for approval of the attached agreement.

2. Engineering

• Whitetail Trail Subdivision. The final lift is expected to be placed shortly after the utility work is completed for the entire subdivision.
• Asbestos Proposals. We are meeting with the consultant this week to initiate the asbestos study.
• 2005 Sidewalk Repair Orders. This is our annual program of identifying sidewalks in need of repair. Sidewalks that are not repaired will be added to the list for next spring. Property owners are responsible for the cost.
• Traffic Study TS-05-01. Engineering and Police Dept. have evaluated truck routes in the areas shown on the attached maps. Our recommendation is to:

1. Add Wilshire Blvd./Pinecrest from Main Street southbound to Jefferson Street and Jefferson Street in the 3500 block.
2. Add Indiana Avenue between Wayne Street and Dixon Street; Wayne Street between Indiana Avenue and the city limits and Dixon Street between Indiana Avenue and the city limits.
3. While trucks are automatically allowed to travel from a truck route to a point of delivery without the local streets being designated as truck routes; this action confines them to the designated truck route.

• SB51 The South Business 51 project is pretty close to being on schedule (about one week behind). Nearly all of the main line pavement has been poured; most of the utility lines have been completed and some of the brick has been installed. Completion is expected to be around the end of August.

3. Streets

• Country Club Drive. Street crews worked with American Asphalt to complete improvements to Country Club Drive. Repair work and grinding was accomplished by our street crews followed by an application of Black Knight Armor.
• Jefferson Street. Jefferson Street work began this week. American Asphalt is milling two inches off the surface. Street crews will be repairing and rebuilding approximately sixty manholes. A two inch asphalt overlay will finish up the repairs. The eastern portion of Jefferson Street where there is no curb and gutter will receive pavement repairs and Black Knight Armor. The project is expected to be completed in about three weeks.
• Other street work. Other work continues as crews try to do normal maintenance such as pot hole filling, catch basin repair, grass cutting, storm damage, garbage and recycling, painting and sign work, pit operations, street sweeping, shouldering, banners, flags and barricades, sewer maintenance and other related work.

4. Other Items.

• Disposal of abandoned railroad cars. There are two abandoned railroad cars on tracks on Krembs Avenue in the east side of the Industrial Park. Inquires have been made as to the ownership of the railroad cars. No one has claimed them to date. There has been interest expressed in salvaging these railroad cars. It is our recommendation to authorize disposing of these railroad cars and rails. An ad would be placed in a suitable publication for proposals to salvage them. The City Comptroller would review the proposals and accept the proposal most favorable to the city.
• Southside Business District Banner Project. The Southside Business District has proposed to finance the installation of banners along the south side business area in areas as indicated on the attached map. The banners would be located on WPS poles by city crews. The district plans on adding additional banners as funds are raised and may add holiday banners at a later date. It is recommended to approve the project. It should be noted that WPS has a limit of an 18 inch by 45 inch banner. This has been indicated to be acceptable to the Business District.
• Request to place a dumpster in city right of way. Graffiti's is requesting to place dumpsters in city right of way adjacent to Dive Point. As indicated on the aerial photo, this is currently a loading zone. The owners of Dive Point are not in favor of granting this request. John Gardner, Brent Curless and I have reviewed the request, visited the site and discussed alternatives. We do not believe that approving this request is in the best interest of the city and recommend against it. Graffiti's should consider other alternatives. We have identified a number of alternatives which include the following:

1. Share space with "Bruisers" ( our understanding of the original plan)
2. Lease space from the "Journal" adjacent to Graffiti's.
3. Lease space from an adjacent landowner.
4. Trade or lease space from city leased spaces.
5. Make use of storage space in front of building currently used for a garbage can and grill.
