2. Salute to the flag and prayer.
Mayor Wescott stated at this time of the year, we are mindful of the bounty of our great country. We are grateful
for the continued opportunity to serve as elected officials or hired governmental officials working on behalf of
the residents of our city.
3. Approval of the minutes of the Special
Common Council meeting of September 20, 1999, and the minutes of the Regular Common Council meeting of September
20, 1999.
Ald. Rackow moved, Ald. Walther seconded, to approve the special council minutes of September 20, 1999, and the
regular council minutes of September 20, 1999.
Roll Call: Ayes all.
Nays none. Motion carried.

5. Plan Commission meeting of October 4,
1999.
Ald. Kedrowski moved, Ald. Phillips seconded, for approval of the Plan Commission minutes of October 4, 1999, with
item #4 pulled for further discussion.
Roll Call: Ayes all.
Nays none. Motion carried.
Ald. Kedrowski expressed his concerns with the driveway on Woodland Street that is closest to Brilowski Road.
Ald. Kedrowski moved, Ald. Perlak seconded, to approve the elimination of the driveway on Woodland Street just
east of Brilowski Road when the need for signal lights are warranted at this intersection, at no cost to the city.
Director Gardner stated he was not sure if Ald. Kedrowski would want the elimination of the driveway only contingent
upon having traffic signals at Brilowski Road and Woodland Street. If the alderman's concern is when vehicles going
eastbound on Woodland Street would stop and make a left turn into the parking area, the alderman may have that
concern even if traffic signals are installed.
Ald. Kedrowski said the easily definable is the traffic signal lights.
Director Gardner said this intersection does not meet the separation that the Department of Transportation looks
at for efficiency of separation of traffic signals so traffic signals at this intersection may not be installed.
It will depend on the volume of traffic.
Ald. Kedrowski looks at Woodland Street as a frontage road.
Director Gardner said this would be the major access to Brilowski Road from that development area.
Mayor Wescott said the developer is not aware of the motion presented this evening. Should this issue be returned
to the Plan Commission next month to allow notice to the developer?
Director Gardner stated the developer was in attendance at the Plan Commission meeting when Ald. Kedrowski's concern
was addressed but are not aware of the motion made tonight.
Ald. Kedrowski said the developer is aware of his concern.

Ald. Nealis abstained. Motion carried.
6. Ordinance - William L. Yudchitz Annexation
- Second Street North at DuBay Avenue.
Ald. Niedbalski moved, Ald. Aldinger seconded, for adoption of the ordinance.
Roll Call: Ayes: Ald. Sevenich, Walther, Pazdernik, Perlak, Kedrowski, Barr, Rackow, Aldinger, Nealis, Phillips,
Niedbalski.
Nays: None. Motion carried.
7. Public hearing on amending the Zoning
Ordinance classifying property at Second Street North at DuBay Avenue as "M-1" Light Industrial Zoning,
was declared open by the Mayor.
As no one wished to speak, the Mayor declared the public hearing closed.
8. Ordinance on the above.
Ald. Kedrowski moved, Ald. Pazdernik seconded, for adoption of the ordinance.
Ald. Kedrowski asked if this area has sewer and water?
Mayor Wescott answered, no.
Ald. Kedrowski asked if this area would be limited for industrial use without water and sewer?
Mayor Wescott noted at this time, this area is developed.
Roll Call: Ayes: Ald. Niedbalski, Phillips, Nealis, Aldinger, Rackow, Barr, Kedrowski, Perlak, Pazdernik, Walther,
Sevenich.
Nays: None. Motion carried.
9. Resolution - rename streets located west
of Wisconsin River.
Mary Klesmith, 848 Oak Ridge Lane, asked why the residents were not notified of the renaming of their streets to
include the prefix "West"?
Ald. Nealis stated he received telephone calls from Mrs. Klesmith and some of the neighbors as to why they were
not notified of the renaming of the street.
Ald. Nealis moved, Ald. Niedbalski seconded, to postpone the adoption of the resolution until next month to allow
time to notify the affected residents.
Director Gardner said city staff had checked with the Postmaster and this change would not require an address change.
Mayor Wescott asked if the postal service would deliver mail to these residents even without the "West"
included in the address?
Director Gardner answered, yes.

10. Resolution - name street between Main
Street and Pinecrest Avenue as Wilshire Boulevard.
Ald. Rackow moved, Ald. Sevenich seconded, for adoption of the resolution.
Roll Call: Ayes: Ald. Niedbalski, Phillips, Nealis, Aldinger, Rackow, Barr, Kedrowski, Perlak, Pazdernik, Walther,
Sevenich.
Nays: None. Motion carried.
11. Public hearing - Vacation of a Portion
of U.S. Highway 10 East between Amber Avenue and Badger Avenue, was declared open by the Mayor.
As no one wished to speak, the public hearing was declared closed.
12. Resolution on the above.
Ald. Aldinger moved, Ald. Kedrowski seconded, for adoption of the resolution.

Ald. Nealis abstained. Motion carried.
13. Public Protection Committee meeting of
October 11, 1999.
Brad Vollendorf, appellant, would like to appeal the recommended rejection for his operator's license because of
his underage drinking violations. He lived in the dorms at that time and has since matured. Mr. Vollendorf has
been living on his own for the past two years without getting into trouble.
Kevin Spaay, owner of Ella's Restaurant, was not aware of Brad's underage drinking violations. If Brad's application
for an operator's license is denied, he is limited to the number of times he can work because he has to work with
a licensed bartender at all times. Mr. Spaay stated in his 25 years of business, he has never had an employee denied
a license. How much time is needed before a license would be granted?
Ald. Perlak explained there are situations where people who have committed more serious crimes than Mr. Vollendorf,
are able to tend bar.
Captain Daubert stated the Police Department's concern is the number of violations dating back in 1995, 1996, 1997
and 1998. In 1999, Mr. Vollendorf also has two pending charges in Rusk County as a result of a party.
Ald. Niedbalski did not recall the pending charges in Rusk County being mentioned at the Public Protection Committee
meeting.
Captain Daubert stated the pending charges in Rusk County were not presented at the Public Protection Committee
meeting because this information was not necessary at that time.
Ald. Niedbalski asked if this is new news?
Captain Daubert stated, no.
Ald. Niedbalski said he was almost ready to approve the operator's license for Mr. Vollendorf until the additional
pending charges were presented. Mr. Vollendorf will not be without a job since he can still work with a licensed
bartender.
Ald. Niedbalski moved, Ald. Walther seconded, for approval of the Public Protection Committee minutes of October
11, 1999, as presented.

14. Ordinance -Amending Section 12.14 - Intoxicating
Liquor and Fermented Malt Beverage.
City Attorney Molepske stated the amendment to section 12.14 - Intoxicating Liquor and Fermented Malt Beverage
is only a change of one word. This was most likely a typographical error from two or three years ago.
Ald. Rackow moved, Ald. Aldinger seconded, for adoption of the ordinance - Amending Section 12.14 - Intoxicating
Liquor and Fermented Malt Beverage.

15. Personnel Committee meeting of October
11, 1999.
Ald. Rackow moved, Ald. Barr seconded, for approval of the Personnel Committee minutes of October 11, 1999, with
item #1 pulled for further discussion.

Ald. Rackow moved, Ald. Barr seconded, to return item #1 - Request to refill vacancy - Assessor's Office to the
Personnel Committee and Finance Committee to rework the job description and the position to remain vacant until
the process is completed.

Ald. Niedbalski moved, Ald. Sevenich seconded, for approval of the preliminary resolution.

Comptroller-Treasurer's report - August
1999.
Police and Fire Commission minutes of October 12, 1999.
The approval of the Rules and Regulations for the Police Department as amended is contingent upon the approval
from City Attorney Molepske.
Ald. Perlak moved, Ald. Barr seconded, to accept the reports and place them on file.

Ald. Kedrowski said the City of Stevens Point is working with the City of Eau Claire to exchange parts from their
train with parts from our train, at no cost to the city.
