Board of Park Commissioners
November 3, 1999
1. Roll Call
Present - Aldinger, Freckmann, Glodosky, McDonald,
Phillips, Sachs, Somers, Nealis
Absent Excused - Nash, Okonek
Absent Unexcused - West
Also Present - Walter Leppen, Sam Molski, Joe Baldarotta, Susan Kampmeier
2. Approval of the September 1, 1999 Minutes
Motion was made by Somers, seconded by Phillips
to approve the Minutes of the September 1, 1999 Minutes.
Ayes; all, Nays; none. Motion carried.
3. Request to Cancel Friday Night Public
Skating Sessions at Willett Arena (P.C.Y.O.I.)
Walter Leppen explained to the Board that there
is a crunch on ice time. He specified that because of a new girls team, more ice time is needed and felt that the
low numbers for public skating, should justify the request. He felt more revenue would be obtained by them buying
the ice ($500.00 public skating, $1,250.00 plus employee wages of $600.00 P.C.Y.O.I.)
Schrader stated that if they did cancel Friday night Public skating, who would get the ice time as other groups
would also want that time slot? He also said that no one uses the rink from 5:30am to 7:00am or after 10:00pm and
perhaps some practices could be done at that time. He feels that the Public is supporting the Arena and some time
has to be allocated to them.
McDonald stated that she realizes there is a great need for ice time but feels that we do need time open for public
skating. She asked if he knows when the second sheet of ice is going down in Parkland, and Leppen stated that next
month they will be announcing the spokesperson for the fundraising, details, etc.
Motion was made by Phillips, seconded by Aldinger to not cancel the Friday night Public Skating Session per staffs
request.

Motion carried
4. Discussion and Possible Recommendation
on Naming of Parks/Facilities
Schrader stated that he contacted 15 Park Directors
and only 5 had a policy on the naming of Parks. Discussion followed on the drafted policy.
Somers had the following corrections, additions.
- #3. Under Responsibility, scratch subject to the Common Council’s approval.
- #4. Under Objectives and Goals - A. change the word must to should and cross off uncontroversial. B. cross off
“if possible” and change word “or” to of facilities. Schrader added the following: C. add after “a name as being
a part of that donation” or when a living person makes a substantial commitment of time and effort to improve the
quality of life in the community.
- #13. Under Groundbreaking and Dedication, add web site
McDonald had the following edits;
- #6. Under Selection Criteria - E. Persons Name take out “war” in number 3 and 4.
-#10. Under Renaming - Scratch number 3.
Nealis stated that he didn’t feel that the donating of money should play a factor in the naming of a Park.
Motion was made by Somers, seconded by Sachs to approve the Public Park and facility Naming Policy with the corrections
stated above.
Ayes; all, Nays; none. Motion carried.
5. Approval of Seasonal Part-time Pay Scale
Motion was made by Somers, seconded by Aldinger
to approve the 2000 pay rate schedule which would be an increase of .30/hour.
Ayes all, Nays; none. Motion carried.
6. Request to Sell Food in Bukolt Park Lodge
for University Hockey Steak Fest (UWSP Blue Line Club)
Sam Molski (Board Member for Blue Line Club) requested
to rent the lodge at Bukolt Park on August 5, 2000 for a steak fest for Hockey Alumni and fans.
Schrader stated that we have approved fund raisers such as Brat Fest and annual Democratic Party picnic in the
past, and once approved (with no problems) only staff approval is necessary the following years.
Motion was made by Nealis, seconded by Phillips to approve the request to hold a Steak Fest in Bukolt Park for
the UWSP Blue Line Club.
Ayes; all, Nays; none. Motion carried.
7. Director's Report
- The Nancy Kerrigan event drew 1100 spectators
with room for 400 more. Excellent show with a profit of $4000-$5000 for the Arena which was guaranteed. Promoters
were happy with facility and plan more shows in the future.
- A large Xmas tree from Rhinelander, which is going to the capital building in DC, will be passing through Stevens
Point. On November 17th at 2:30 at Pfiffner Park, the tree can be viewed and a card can be signed.
- Goerke Park stadium is hosting a lot of playoff games with possibly two more in the near future.
8. Adjournment
There being no other business to come before the Commissioners, motion was made by Somers, seconded by Phillips to adjourn at 8:00p.m.
