1. Request to refill upcoming retirement
vacancy - Parks Department.
Due to a retirement by a Parks Department employee effective June 4, 1999, Director of Parks and Recreation Department
Tom Schrader is requesting permission to fill the vacant position.
Ald. Phillips moved, Ald. Walther seconded, to refill the upcoming vacant position in the Parks Department.
Ayes, all; nays, none. Motion carried.
2. Request to refill vacancy - Police Department.
With the transfer of a dispatcher from the Police Dispatch Center to the Records Bureau, there currently is a vacancy
for a full-time civilian dispatcher. Police Chief Carpenter is requesting permission to fill the vacancy.
Ald. Aldinger moved, Ald. Barr seconded, to refill the vacancy for a full-time civilian dispatcher.
Ayes, all; nays, none. Motion carried.
3. Discussion and possible action on Military
Leave Policy.
The Personnel Committee discussed the revision of the Military Leave Policy some time in December 1998. Personnel
Specialist Jakusz sought input from department heads to make certain that the department's needs are met. The Personnel
Specialist contacted the Ombudsman serving the Employer Support of the Guard and Reserve to make sure our policy
meets the technical requirements. The policy was further reviewed and it was determined that the new policy is
much more detailed than the current one.
Ald. Barr moved, Ald. Aldinger seconded, for approval of the Military Leave Policy.
Ayes, all; nays, none. Motion carried.
4. Adjourn into closed session pursuant to
Wisconsin Statutes 19.85(1)(e) to discuss the status of labor negotiations.
Ald. Phillips moved, Ald. Barr seconded, to adjourn into closed session.
Roll Call: Ayes: Chairman Rackow, Alderpersons Aldinger, Barr, Phillips, Walther
Nays: None. Motion carried.
5. Reconvene into open session for action
on tentative agreement with Police.
Ald. Barr moved, Ald. Walther seconded, to reconvene into open session for action on tentative agreement with Police.
Roll Call: Ayes: Chairman Rackow, Alderpersons Aldinger, Barr, Phillips, Walther
Nays: None. Motion carried.
Ald. Barr moved, Ald. Aldinger seconded, that the Personnel Committee recommend to the Common Council approval
of the bargaining contract with the Police union.
Ayes: Chairman Rackow, Alderpersons Aldinger, Barr, Walther
Nays: Alderperson Phillips. Motion carried.
