Police and Fire Commission Meeting Minutes
October 12, 1999
4:30 p.m.

Roll Call Commissioners Boylan, Fandre, Judy, Meyer and Taylor.

Also
Present Police Chief Carpenter, Fire Chief Ugorek, Mayor Wescott, Alderperson Barr, Rocky Bumgarner, Len Feldkamp - SPFD

People to be heard and announcements

Rocky Bumgarner commended and thanked the Police Chief and Fire Chief for a job well done at the Y2K forum that was recently held at the Public Library.

Approval of Minutes

Commissioner Fandre moved, seconded by Commissioner Boylan, to approve the minutes of the September 14, 1999 meeting.

Ayes, all; nays, none. Motion carried.

Confirmation of Bills

Commissioner Boylan moved, seconded by Commissioner Taylor, to accept the confirmation of the September 1999 bills.

Ayes, all; nays, none. Motion carried.

Discussion of Channels of Communication

Some changes to the draft Directive were suggested . The item will appear on the November agenda for action.

Fire Chief's Report

Chief Ugorek reported:
• The operational and capital budgets were discussed.
• The fire fighter who is on extended sick leave is currently participating in a physical therapy work hardening program. He will see his doctor today and the Chief should know soon when the fire fighter can return to work.
• The Fire Marshall ruled the fire at 900 Park Street as "undetermined".
• One of the fire trucks recently participated in the "Silent Night Parade" held in Wisconsin Rapids. Two fire fighters and Chief Ugorek attended.

Commissioner Fandre moved, seconded by Commissioner Meyer, to approve the Fire Chief's report for September 1999.

Ayes, all; nays, none. Motion Carried.

Review, with possible action, on amending the Rules and Regulations for the Police Department

Commissioner Fandre moved, seconded by Commissioner Taylor, to approve the Rules and Regulations as amended pending approval of the document by City Attorney Louis Molepske.

Ayes, all; nays, none. Motion carried.

Police Chief's Report

Chief Carpenter reported:
• The monthly statistical report was reviewed and discussed.
• The operational and capital budgets were reviewed and discussed.
• Department level police officer interviews are being conducted on October 11, 13, 15 and 19, 1999.
• Defibrillator, CPR and first aid training sessions are scheduled for Police Department personnel in January - February, 2000 through Mid-State Technical College in Wisconsin Rapids.
• Officers Gumney and Uitenbroek have successfully completed their FTO training. Officer Cornils will begin her shadow period on Thursday.
• The Chief inquired as to the funding source of the Defibrillator units needed as part of the county-wide EMS project. The Chief was advised to submit a request to the Mayor and Comptroller for the cost of the units which are projected at approximately $2,400.00 each.
• Two separate police squad car accidents occurred in the month of September. One accident involved an intoxicated driver causing a rear-end accident by striking a marked squad car. The other accident involved a driver backing into a marked police vehicle in municipal lot #7. In both cases the police officers were not at fault and it is expected that the opposing insurance companies are responsible for damage to the squads.
• The Chief distributed a copy of the UCR report which provides basic information on crime and arrests during the first six months of 1999.

Commissioner Boylan moved, seconded by Commissioner Fandre, to approve the Police Chief's report for September 1999.

Ayes, all; nays, none. Motion carried.
