Police and Fire Commission Meeting Minutes
November 9, 1999
4:30 p.m.

Roll Call Commissioners Boylan, Fandre, Judy, Meyer and Taylor.

Present Captain Linda Daubert, Deputy Chief Eugene Szymkowiak, Mayor Wescott, Alderperson Barr, Rocky Bumgarner - Mayor's Assistant, Len Feldkamp - President/Stevens Point Fire Fighters IAFF Local 484

People to be heard and announcements

None.

Approval of Minutes

Commissioner Boylan moved, seconded by Commissioner Taylor, to approve the minutes of the October 12, 1999 meeting.

Ayes, all; nays, none. Motion carried.

Confirmation of Bills

Commissioner Boylan moved, seconded by Commissioner Fandre, to accept the confirmation of the October 1999 bills.

Ayes, all; nays, none. Motion carried.

Discussion of Channels of Communication

Commissioner Meyer moved, seconded by Commissioner Taylor, to approve the Chain of Command Directive with two minor grammatical corrections.

Ayes, all; nays, none. Motion carried.

Fire Chief's Report

In Chief Ugorek's absence Deputy Chief Szymkowiak reported:

• The operational and capital budgets were discussed.
• The fire fighter who was on extended sick leave is back to work and appears to be doing fine.
• There was a discussion regarding the new format for Deputy Chief Szymkowiak's report to the Commission. Some suggestions were made as to the contents of the report.

Commissioner Taylor moved, seconded by Commissioner Boylan, to approve the Fire Chief's report for October 1999.

Ayes, all; nays, none. Motion Carried.

Review, with possible action, on amending the Rules and Regulations for the Police Department

Commissioner Fandre moved, seconded by Commissioner Taylor, to approve the Rules and Regulations as presented.

Ayes, all; nays, none. Motion carried.

Request for Police Department employee to attend out of state training

Commissioner Fandre moved, seconded by Commissioner Meyer, to approve the request for
Lt. Kudronowicz to attend Multi-Hazard Safety Programs for Schools training in Baltimore, Maryland on January 24 - 28, 2000.

Ayes, all; nays, none. Motion carried.

Police Chief's Report

In Chief Carpenter's absence Captain Daubert reported:

• The monthly statistical report was reviewed and discussed.
• The operational and capital budgets were reviewed and discussed.
• At the December meeting the number of police officer finalists will be known. The Department is working on background investigations and conducting FTO ride-alongs. Interview dates will be selected for the finalists at the December Commission meeting. An eligibility list will be established as there are no current vacancies.
• Motor vehicle traffic law enforcement efforts continue. Motor vehicle accident numbers have decreased, which shows effective patrol deployment tactics.

Commissioner Fandre moved, seconded by Commissioner Taylor, to approve the Police Chief's report for October 1999.

Ayes, all; nays, none. Motion carried.

Adjourn into Closed Session (5:10 p.m.)

Adjourn into closed session pursuant to secs. 19.85(1)(c), Wis. Stats. for the following:

(a) Recommendation of probationary Police Sergeant to regular status.
(b) The annual performance review of the Police and Fire Chiefs.

Commissioner Boylan moved, seconded by Commissioner Fandre, to adjourn into closed session.

Roll Call: Ayes: Commissioners Boylan, Fandre, Judy, Meyer and Taylor.
Nays: None. Motion carried.

Reconvene into Open Session (5:30 p.m.)

Commissioner Taylor moved, seconded by Commissioner Boylan, to reconvene into open session.
Roll Call: Ayes: Commissioners Boylan, Fandre, Judy, Meyer and Taylor
Nays: None. Motion carried.

Commissioner Boylan moved, seconded by Commissioner Taylor, to approve the recommendation of probationary Police Sergeant Scott Lang to regular status effective the completion of his probationary period.

Ayes, all; nays, none. Motion carried.

The Commission noted the evaluations for the Police Chief and Fire Chief would be completed prior to the December Commission meeting.

Adjournment

The meeting adjourned at 5:32 p.m.
