Police and Fire Commission Meeting Minutes
January 12, 1999
4:30 p.m.

The meeting convened at 4:30 p.m. at the Stevens Point Police Department dispatch center. Roll call was taken.

Roll Call Commissioners Boylan, Fandre, Judy, Meyer and Taylor

Also Present Police Chief Carpenter, Fire Chief Ugorek, Mayor Gary Wescott, Alderperson Barr, Lt. Brian Kudronowicz, Captain Evan Hansen - Portage County Sheriff's Department and Dr. Randy Wojciehoski - EMS Medical Director

Presentation of the procedures utilized to dispatch ambulance services

Lt. Brian Kudronowicz gave a presentation regarding the operation of the new communications center equipment and procedures for dispatching ambulances for the Fire Department.

Reconvene (approximately 4:55 p.m.)

The meeting reconvened at approximately 4:55 p.m. at the Portage County Annex, Conference Room 3, 1462 Strongs Avenue.

Approval of Minutes

Commissioner Fandre moved, seconded by Commissioner Taylor, to approve the minutes of the December 15, 1998 meeting.

Ayes, all; nays, none. Motion carried.

Confirmation of Bills

Commissioner Meyer moved, seconded by Commissioner Fandre, to accept the confirmation of the December 1998 bills.

Ayes, all; nays, none. Motion carried.

Fire Chief's Report

Effective December 28, 1998 the Fire Department started paramedic service. There are two paramedic units being operated.
Chief Ugorek is waiting for the results from the state on the individual who has applied for duty disability. Chief Ugorek contacted the state on Monday and was informed all the necessary paperwork has been submitted. The person handling the case will be reviewing the paperwork this week or next week.
Portage County Public Protection Committee wants to schedule a meeting with the Stevens Point firefighters to discuss the ambulance billing contract. No meeting date has been set.
Commissioner Meyer moved, seconded by Commissioner Boylan, to approve two cash donations in the amount of $30.00. Ayes, all; nays, none. Motion carried.
Chief Ugorek will contact Sharin Bowen and offer the old aerial ladder to the Nicaraguan government. The Mayor concurred.

Commissioner Taylor moved, seconded by Commissioner Fandre, to approve the Fire Chief's report for December, 1998.

Ayes, all; nays, none. Motion carried.

Police Chief's Report

The Stevens Point Police Department will be administering the MEG drug enforcement grant for Wood, Waushara, Portage and Waupaca Counties. The grant is in the amount of $226,306.00 and is used for manpower and equipment strictly for the MEG unit operations.
The Department applied for a party patrol grant. The local match to the Department would be $1,092.00. Waiting for approval.
Crash Free Week is January 11 - 15, 1999. The Department works with local insurance agencies to promote public awareness to the importance of safe driving. An award of $10.00 is given by the insurance company to individuals viewed by officers as driving safely (i.e. properly changing lanes, using turn signals).
The Department is in the process of arranging the testing for six finalists for the two part-time LTE dispatcher positions. The full-time dispatcher applications are due by
January 13, 1999.
The police officer recruitment update time line was discussed. At February's commission meeting March dates will be selected to interview police officer applicants.
The Chief briefed the Commission on the Police School Liaison grant update. The President will send a letter to Superintendent Babcock expressing a need for Stevens Point Area School District funding.
A discussion was held regarding the operational and capital budgets.

Commissioner Boylan moved, seconded by Commissioner Taylor, to accept the Police Chief's report for December, 1998.

Ayes, all; nays, none. Motion carried.

Adjourn into CLOSED SESSION pursuant to secs. 19.85(1)(c) and (e),Wis. Stats. for purposes of: (5:55 p.m.)
(a) Report on Labor Negotiations
(b) Recommendation of probationary police officer to regular police officer status
(c) Review the Chiefs annual evaluations

Commissioner Meyer moved, seconded by Commissioner Boylan, to adjourn into CLOSED SESSION.

Roll Call: Ayes: Commissioners Boylan, Fandre, Judy, Meyer and Taylor.
Nays: None. Motion carried.

Reconvene into OPEN SESSION for possible action on Item Number 9(b) (6:33 p.m.)

Commissioner Taylor moved, seconded by Commissioner Boylan, to reconvene into OPEN SESSION for possible action on Item Number 9(b).

Roll Call: Ayes: Commissioners Boylan, Fandre, Judy, Meyer, and Taylor
Nays: None. Motion carried.

Commissioner Boylan moved, seconded by Commissioner Taylor, to approve Officer Joe Quisler to regular officer status upon the successful completion of his probationary period.

Ayes, all; nays, none. Motion carried.
