Police and Fire Commission Meeting Minutes
February 9, 1999
4:30 p.m.

Roll Call Commissioners Boylan, Fandre, Judy, Meyer and Taylor

Also Present Police Chief Carpenter, Fire Chief Ugorek, Mayor Gary Wescott, Alderperson Barr

People to be heard and announcements

On February 16, 1999 at 9:30 a.m. cake and coffee will be served in Conference Room A to celebrate Records Clerk Kathy Kostuch's retirement after 24 years of service.

On March 5, 1999 coffee and cake will be served in Conference Room A to celebrate Police Sergeant Rick Timm's retirement.

Chief Carpenter briefed the Commission on the Police School Liaison grant. At Monday's School Board Meeting the Board voted 5 to 4 in favor of splitting the required grant matching funds for the two police school liaison positions at the junior high schools. Commissioner Judy commended Chief Carpenter for his presentation to the School Board on Monday night.

Approval of Minutes

Commissioner Taylor moved, seconded by Commissioner Fandre, to approve the minutes of the January 12, 1999 meeting.

Ayes, all; nays, none. Motion carried.

Confirmation of Bills

Commissioner Taylor moved, seconded by Commissioner Fandre, to accept the confirmation of the January 1999 bills.

Ayes, all; nays, none. Motion carried.

Fire Chief's Report

Chief Ugorek is still waiting for the results from the state on the individual who has applied for duty disability. A short discussion followed.
One of the Deputy Chiefs had surgery on his hand and has been off of work for four to five weeks. He is now back to work and doing fine.
There have been two mailings to solicit money for the air boat. To date the donations received total approximately $1,500.00.

Commissioner Fandre moved, seconded by Commissioner Boylan, to approve the Fire Chief's report for January, 1999.

Ayes, all; nays, none. Motion carried.

Donations - Police Department

Commissioner Taylor moved, seconded by Commissioner Boylan, to approve the following donations:

18 large pizzas from Dominos Pizza for the cadet sledding party on 2-16-99 (the Department must purchase 10 large pizzas);
10 cases of coke products from Coca-Cola Bottling Company for the cadet sledding party on 2-16-99;
50 large pizzas from Dominos Pizza for the end of the year cadet party (the Department must purchase 50 large pizzas)

Ayes, all; nays, none. Motion carried.

Request to Revise Stevens Point Police and Fire Commission Administrative Policy 1.04 to include use of property

Commissioner Fandre moved, seconded by Commissioner Taylor, to revise the Stevens Point Police and Fire Commission Administrative Policy 1.04 as presented. The Commission unanimously agreed that the Police and Fire Commission Administrative Policies should be consistent with city administrative policies unless there is an exception necessary concerning policies, rules and regulations governing the Police and Fire Departments.

Ayes, all; nays, none. Motion carried.

Police Chief's Report

Chief Carpenter distributed a handout entitled "Portage County Crime Victim Information". This handout is given to a crime victim. The handout explains the victim's rights and benefits and how a victim can pursue their benefits.
The Police Department is working to correct the design defect which is causing the Ford Crown Victoria vehicles to lose their hubcaps.
The two LTE civilian dispatchers will begin employment with the Department in the very near future since union contract language has been worked out.
Testing is complete for the full-time dispatcher vacancy. There are three applicants who must undergo one final interview before the position is filled.
The Commission will interview police officer applicants on March 9, 1999 beginning at 4:30 p.m.
The Stevens Point Police Department has signed a contract to lease two Harley Davidson Motorcycles from Wausau Harley Davidson for the cost of $1.00 each for the year.
Chief Carpenter is working to redo the monthly statistical UCR report provided to the Commission so it presents data in a more understandable fashion.
The Commission approved the Chief's request to proceed to progressively and aggressively act to fill the upcoming vacancies and openings for sworn personnel to include the posting of any promotional opportunities which are scheduled to occur within the next six months.
The Chief briefed the Commission on a series of recent incidents including armed robbery, pipe bomb, gun shots and video gambling.
Chief Carpenter reported that he has talked with UWSP Vice Chancellor Greg Diemer, who suffered a loss of consciousness while visiting Minnesota. A police officer utilized a defibrillator to shock Greg's heart to resuscitate him. Greg will work with local police and the Portage County EMS Advisory Committee to encourage our legislators in Madison to change the existing law as to enable a more comprehensive use of defibrillators by police in Wisconsin.

Commissioner Fandre moved, seconded by Commissioner Boylan, to accept the Police Chief's report for January, 1999.

Ayes, all; nays, none. Motion carried.

Adjourn into CLOSED SESSION pursuant to secs. 19.85(1)(c),Wis. Stats. for purposes of: (5:50 p.m.)
(a) Review of the chiefs annual evaluations
(b) Recommendation of probationary police officer to regular police officer status

Commissioner Taylor moved, seconded by Commissioner Boylan, to adjourn into CLOSED SESSION.

Roll Call: Ayes: Commissioners Boylan, Fandre, Judy, Meyer and Taylor.
Nays: None. Motion carried.

Reconvene into OPEN SESSION for possible action on Item Number 9(b) (6:42 p.m.)

Commissioner Taylor moved, seconded by Commissioner Fandre, to reconvene into OPEN SESSION for possible action on Item Number 9(b).

Roll Call: Ayes: Commissioners Boylan, Fandre, Judy, Meyer, and Taylor
Nays: None. Motion carried.

Commissioner Boylan moved, seconded by Commissioner Taylor, to approve Officer Greg Bean to regular officer status upon the successful completion of his probationary period.

Ayes, all; nays, none. Motion carried.
