Discussion, with possible action, on a request
for a Leave of Absence by a Fire Department Employee
Commissioner Fandre moved, seconded by Commissioner Taylor, to approve a 90 day leave of absence, without pay,
for a Fire Department employee.
Ayes, all; nays, none. Motion carried.
Discussion of Fire Department Employee Scott
Rifleman's grievance on lead paramedic position
There was a discussion regarding the lead paramedic assignment. The assignment schedule will be reviewed and any
changes made will be implemented appropriately.
Approval of Minutes
Commissioner Fandre moved, seconded by Commissioner Boylan, to approve the minutes of the February 9, 1999 meeting.
Ayes, all; nays, none. Motion carried.
Confirmation of Bills
Commissioner Boylan moved, seconded by Commissioner Taylor, to accept the confirmation of the February 1999 bills.
Ayes, all; nays, none. Motion carried.
Fire Chief's Report
Chief Ugorek reported the Fire Department, with other local emergency response teams, was incorrectly dispatched
to the Stevens Point Municipal Airport on Sunday, March 7, 1999. The Portage County Dispatch Center called out
local emergency response units advising that a passenger plane was attempting to land and could not deploy its
landing gear. The emergency response teams anticipated a crash landing if the gear would not go down. The plane
landed in Mosinee, where it was scheduled to land, without incident. The Chief was disturbed that the ambulance
service was not properly advised of the true situation. The request made from the Central Wisconsin Airport, which
was to dispatch one ambulance to that airport and needed as part of the response plan, was never dispatched because
the F.D. was never properly advised.
Confidential Secretary Lorna Whalen's mother passed away. The funeral will be held in Appleton on Thursday, March
11, 1999.
The two employees who did not pass the first test for the paramedic national registry retook the test. One employee
passed and one did not.
President Judy stated that the bill description from the City Treasurer's office will be an acceptable report for
the Commission and the Commission realizes there may be a month lag time in reporting.
Commissioner Taylor moved, seconded by Commissioner Boylan, to approve the Fire Chief's report for February, 1999.
Ayes, all; nays, none. Motion carried.
Police Chief's Report
Chief Carpenter discussed the monthly budget summary, UCR report and traffic bureau report.
Commissioner Boylan moved, seconded by Commissioner Taylor, to accept the Police Chief's report for February, 1999.
Ayes, all; nays, none. Motion carried.
Adjourn into CLOSED SESSION pursuant to secs.
19.85(1)(c) and (e),Wis. Stats. for the following: (4:35 p.m.)
(a) Discussion of Fire Department grievances.
(b) Consideration of promotion to the rank of Sergeant within the Police Department.
(c) Police officer applicant interviews.
Commissioner Taylor moved, seconded by Commissioner Boylan, to adjourn into CLOSED SESSION.
Roll Call: Ayes: Commissioners Boylan, Fandre, Judy, Meyer and Taylor.
Nays: None. Motion carried.
Reconvene into OPEN SESSION for possible
action on Item Numbers 9(a),(b) and (c): (7:15 p.m.)
Commissioner Taylor moved, seconded by Commissioner Boylan, to reconvene into OPEN SESSION for possible action
on Item Numbers 9(a), (b) and (c).
Roll Call: Ayes: Commissioners Boylan, Fandre, Judy, Meyer, and Taylor
Nays: None. Motion carried.
Commissioner Fandre moved, seconded by Commissioner Taylor, to approve Officer Scott J. Lang to the position of
probationary Police Sergeant.
Ayes, all; nays, none. Motion carried.
