Police and Fire Commission Meeting Minutes
May 11, 1999

Fire Chief Fournier of the Park Ridge Fire Department.
Approval of Minutes
Commissioner Fandre moved, seconded by Commissioner Taylor, to approve the minutes of the April 13 and April 19,
1999 meetings.
Ayes, all; nays, none. Motion carried.
Fire Engine Ambulance Assist to Park Ridge
The Village of Park Ridge Fire Chief Elmer Fournier approached the Commission requesting the assistance of the
Stevens Point Fire Department for life threatening calls (EMS) that occur in the Village of Park Ridge.
Fire Chief Fournier reported the Village of Park Ridge does not have the trained emergency medical services personnel
and he doesn't feel it would be feasible to start a first responder program.
Chief Ugorek reported the Stevens Point Fire Department responds to approximately 15 to 17 calls per year in Park
Ridge. There was a discussion of an annual stipend which would be based on the number of runs within the last five
years.
Commissioner Taylor moved, seconded by Commissioner Boylan, to allow Chief Ugorek and Chief Fournier to draft a
proposed mutual aid contract for approval through the proper channels.
Ayes, all; nays, none. Motion carried.
Confirmation of Bills
Commissioner Fandre moved, seconded by Commissioner Boylan, to accept the confirmation of the April 1999 bills.
Ayes, all; nays, none. Motion carried.

Police Department Police Officer Recruitment
Time Line
Chief Carpenter discussed the police officer recruitment time line. To date, the advertising of the job announcement
is complete.
The proposed Application for Employment and Supplement Information forms were reviewed. There was a short discussion
regarding the two forms with several suggestions by commissioners in regard to content.
Commissioner Taylor moved, seconded by Commissioner Boylan, to approve the acceptance of the two forms with a few
minor content changes as recommended.
Ayes, all; nays, none. Motion carried.
Police Chief's Report
Chief Carpenter reported:
The Chief made a correction regarding the Traffic Bureau report. The report incorrectly reads zero (0) bicycle
violation arrests and six (6) warnings for bicycle violations. The report should indicate one (1) bicycle arrest
and eight (8) warnings for bicycle violations. Bicycle enforcement actions will increase as the weather improves
and the bike patrol becomes more active.
The Chief distributed a memo he wrote to Jon Van Alstine, at the direction of the commission, regarding the stop
line set back concept' at intersections.
Chief Carpenter distributed a copy of an Open Letter written by the Steering Committee thanking various departments,
to include the Police Department, for contributing to the success of the Cultural Festival held on April 24.
On June 6 the Stevens Point Airport will host an open house. Police and Fire personnel will be present.
The Department was contacted by missing person, Ryan Matteson, today clearing the case.
There is still no word on Jeff Geesey of Plover who was reported as a missing person from UW-LaCrosse.
Overtime night parking for summer months. The Board of Public Works turned down Alderman Kedrowski's request
to suspend overtime night parking regulations in the City for the months of June, July and August, 1999. The Police
Chief will direct personnel to allow permission for multiple nights in lieu of one night at a time. The phone numbers
of the owners of vehicles will be recorded so that vehicles can be moved if road maintenance is an issue.
School security issues. The Police Department management team continues to work with school principals to develop
school response plans for threats or acts of violence to include bomb threats/acts. The Chief has requested to
be invited to a school administrators meeting to attempt to offer police assistance in planning and coordination.
To date, the SPASH PSL position has been very effective in assisting.
Planning and action continue for PSL(s) at Ben Franklin and P.J. Jacobs to set up training and special assignment
work days. The officers will get to know school staff and their respective school prior to the end of this spring
semester. Principals Pecha and Idsvoog have been very cooperative and progressive.
The Chief briefed the Commission on two recent vehicle pursuits.
Stevens Point will host the Special Olympics on June 11, 12 and 13.
The Chief will be posting a vacant sergeant's position in the near future.
The Chief discussed personnel assignments which will take effect June 13, 1999.
Commissioner Fandre moved, seconded by Commissioner Boylan, to accept the Police Chief's report for April, 1999.

Fire Chief's Report
Chief Ugorek reported:
There is a new ambulance billing provider for the county. Midwest Billing, located in Cedarburg, Wisconsin, will
now do the billing for ambulance services.
Chief Ugorek has been working with a committee from his Department to look at several different fire trucks.
The committee has two manufacturers they are looking at. By the end of the month the committee will have made their
decision and will bring the decision before the Police and Fire Commission for approval.
There is one individual off on an extended sick leave. Currently, the individual is in treatment. If surgery
is required the Department is looking at an extended sick leave of four to five months.
An offer has been made to the next candidate on the eligibility list. Prior to the medical exam the individual
had just had surgery and therefore was not able to pass the medical exam. The second person on the list has taken
the medical exam and the Chief is awaiting those results. The Chief is hoping to have a new employee on line by
the end of the month.
Commissioner Boylan moved, seconded by Commissioner Taylor, to approve the Fire Chief's report for April, 1999.

Rescue Air Boat Agreement between Portage
County and Stevens Point
The Commission reviewed the proposed Mutual Use Agreement between the City and County. Based on input from Alderperson
Mike Phillips and other discussions the Commission voted to have the contract reworked to address the issues of
maintenance funding and overtime. Chief Ugorek will redo the contract and run it through the appropriate channel.
Adjourn into CLOSED SESSION pursuant to secs.
19.85(1)(c) and (e),Wis. Stats. for the following: (6:10 p.m.)
(a) Recommendation of probationary Police Captain to regular status.
(b) Update on Fire Department labor contract issues.
Commissioner Taylor moved, seconded by Commissioner Meyer, to adjourn into CLOSED SESSION.

Commissioner Boylan moved, seconded by Commissioner Fandre, to approve the recommendation of police Captain James
Dowling to regular status.
