PUBLIC PROTECTION COMMITTEE MEETING
Monday, October 11, 1999 - 6:00 P. M.
City Water Department - 300 Bliss Avenue


Present: Chairman Niedbalski, Alderpersons Sevenich, Walther, Nealis, Phillips

1. License list.

Ald. Sevenich moved, Ald. Walther seconded, to approve the new operator, taxicab driver’s, and transfer of “Class B” combination liquor license.

Ayes, all; nays, none. Motion carried.

Recommended rejection of operator’s (bartender’s) license.

Thomas R. Goretski was not present.

Ald. Phillips moved, Ald. Nealis seconded, to deny the operator’s (bartender’s) license for Thomas R. Goretski.

Ayes, all; nays, none. Motion carried.

Brad J. Vollendorf was present.

Mr. Vollendorf stated his three underage drinking violations were committed between 1996 and 1998. He is of legal age now and needs the job to pay for his schooling. He also worked as a custodian for the public schools but the job was terminated. Mr. Vollendorf said he is currently working with a licensed bartender but he does not get as many hours as he would like.

Captain Daubert said the Police Department’s concern is the number of Mr. Vollendorf’s violations dating back in 1995, 1996, 1997 and 1998. Since these violations were committed year after year and there is no clean time, the Police Department recommended rejection of Mr. Vollendorf’s application for operator’s (bartender’s) license.

Ald. Phillips moved, Ald. Walther seconded, to deny the operator’s (bartender’s) license for Brad J. Vollendorf.

Chairman Niedbalski advised Mr. Vollendorf to reapply after six months.

Ald. Sevenich stated she would like to give individuals another chance.

Ayes, all; nays, none. Motion carried.

Amanda J. Rabuck was present.

Ms. Rabuck stated she had two underage drinking violations in 1996 and 1998 and two minor transporting alcohol violations. The only explanation she has is poor judgment on her part which is not an excuse. She is working two days a week with a licensed bartender and would like more hours as she needs the money for her schooling. She also has another part time job with the university.

Captain Daubert noted that the violation committed in 1996 was not listed on the application. In 1998, Ms. Rabuck had a conviction in January and two more convictions towards the end of 1998. These multiple violations come into play in the Police Department’s recommendation to reject the application.

Ald. Sevenich moved, Ald. Walther seconded, to reject Amanda Rabuck’s application for an operator’s (bartender’s) license.

Chairman Niedbalski advised Ms. Rabuck to reapply after six months.

Ayes, all; nays, none. Motion carried.

2. Community Christmas parade request - November 19, 1999.

Ald. Phillips moved, Ald. Sevenich seconded, to approve the Community Christmas parade request for Friday, November 19, 1999.

Captain Daubert said there was no problem last year and the Police Department recommends approval of the event.

Ayes, all; nays, none. Motion carried.

3. Inspection Report.

Ald. Nealis moved, Ald. Phillips seconded, to accept the Inspection Report and place it on file.

Ayes, all; nays, none. Motion carried.

4. Adjournment - 6:15 P.M.
