PUBLIC PROTECTION COMMITTEE MEETING

1. License list.

Ald. Phillips moved, Ald. Walther seconded, to approve the new operator, renewal operator, and transfer of “Class B” beer and liquor license.

Ayes, all, nays, none. Motion carried.

2. WIC Food Program at the Stevens Point Farmer's Market.

This item has been deferred until next month's Public Protection committee meeting due to a family emergency on the part of the person doing the presentation.

3. A. Water Street closing - United Way - August 20 and 21, 1999.

Police Captain Dowling said the Police Department has no objection on closing one block of Water Street as outlined in their request. The Captain would like the sponsoring organization to have an alternative location at this time next year. Chairman Niedbalski suggested that the organizer of this event develop a contingency plan for next year's event.

Ald. Walther moved, Ald. Sevenich seconded, to approve the request to close one block of Water Street in front of the Stevens Point Brewery.

Ayes, all, nays, none. Motion carried.

B. Extend Class “B” Beer premises - Stevens Point Brewery.

This has been going on for a number of years and there is no problem, the Captain said.

Ald. Nealis moved, Ald. Sevenich seconded, to approve the extension of Class “B” premises for the Stevens Point Brewery.

Ayes, all, nays, none. Motion carried.

4. Request for beer - Goerke Field - Spud Bowl - September 25, 1999.

There is no change from past years and no problems occurred last year.

Ald. Nealis moved, Ald. Sevenich seconded, to approve the request for beer at Goerke Field for the Spud Bowl, for Saturday, September 25, 1999.

Ayes, all, nays, none. Motion carried.

5. Crosby Avenue closing - no parking zones - Riverfront Rendezvous - July 2 - 4, 1999.

The requested street closing is similar to the request received last year.

Ald. Phillips moved, Ald. Nealis seconded, to approve the closing of Crosby Avenue for Riverfront Rendezvous, from Friday, July 2 to Sunday, July 4, 1999.

Ayes, all, nays, none. Motion carried.

6. Request to extend licensed premises - Hilltop Pub & Grill Restaurant - August 2, 1999.

Mike Mitchell, General Manager, Hilltop Pub & Grill Restaurant, 4901 Main Street, stated they have been doing this customer appreciation day for the past fourteen years. A lot of families come to this event to listen to the 60s band. Mr. Mitchell said they have a very good working relationship with the people that run the motel next door and these people are aware of the musical entertainment that the restaurant is planning for the night of August 2, 1999. Music will be allowed until 11:00 P.M. only. Captain Dowling said the Police Department sees no problem and recommends that the music promptly stop at 11:00 P.M.

Ald. Phillips moved, Ald. Sevenich seconded, for approval of the request to extend the licensed premises for the Hilltop Pub and Grill Restaurant on Monday, August 2, 1999.

Ayes, all, nays, none. Motion carried.

7. Request to extend licensed premises - Joe Mama's Catering for the final day of Crazy Days Sidewalk Sale and Downtown Street Festival - July 14, 1999.

Trish Bey, One Stop Sport Shop, 1024 Main Street, appeared on behalf of the Association of Downtown Businesses. She said the reason for asking to have the beer garden is to bring different entertainment groups to enhance Crazy Days. The beer garden is necessary to pay for the bands that will be playing that afternoon. They plan on hiring a security company to handle the security for that day. The beer garden will be open from 3:00 P.M. and will end promptly at 9:00 P.M.

Ald. Kedrowski said the City is doing a lot for the people downtown. There are other events that have the potential to be dangerous but they are managed well. He suggests giving this group a chance this year. If they do not adhere to the City policies, then the Committee could say no to them next year.

Captain Dowling stated the Police Department gets a little touchy when it comes to events on the square. The Police Department stands against the proposal but if the Common Council approves it, the Captain recommends that the sponsoring organization have one uniformed off-duty contractual pay police officer as well as private security. In the absence of private security,
Captain Dowling recommends hiring another uniformed off-duty contractual pay police officer.
Since this is the first time it is being done, it is hard to predict what type of or how large the crowd is going to be there. Without information on fencing and security, the Captain said the Police Department is uncomfortable recommending anything.

Ald. Phillips asked what kind of preparation has been done as far as fencing? Ms. Bey said fencing will be similar to that of the Riverfront Rendezvous where the contained area will be fenced in. Joe Elia of Joe Mama's Catering will be responsible for putting up and taking down the fence.

Ald. Phillips asked how they are planning to disperse the crowd? Ms. Bey said they could stop serving alcohol at 8:45 P.M. and the band will continue to play until 9:00 P.M. Clean-up will follow immediately.

Chairman Niedbalski asked why only one establishment is sponsoring the event? He would also like to know if this event will benefit the other proprietors in the area? Ms. Bey stated that in order for the Association of Downtown Businesses to be able to serve beer, somebody has to request to extend their licensed premises. Mr. Elia (Joe Mama's) came forward and said he will do it.

Ald. Rackow suggested that an announcement be made fifteen minutes before 9:0 0 P.M. that alcohol will no longer be served. Regular rules regarding serving and consumption of alcohol will be enforced at 9:00 P.M.

Ald. Perlak voiced his concern about why just one establishment is being allowed to distribute beer. What happens to the other establishments in the area where people might buy a beer and bring it outside? Ms. Bey said the security would take care of the alderpersons' concern. Patrons in each of the other establishments in the area will be asked not to step outside the bars with their drinks. Ms. Bey added that she would ask the other bar operators in the area to put up a sign saying that patrons cannot take their drinks outside the bar.

Ald. Phillips moved, Ald. Walther seconded, to allow the extension of premises for Joe Mama's Catering for the final day of Crazy Days Sidewalk Sale and Downtown Street Festival on July 14, 1999; that drinking be allowed within the confines of the beer garden only; that the sponsoring organization work closely with the Police Department on security, and the serving of alcohol stop at 8:30 P.M.

Nays: Alderperson Sevenich. Motion carried.

8. Request to extend licensed premises - Partner's Pub - October 9, 1999.

Jeff Moffat, Partner's Pub, 2600 Stanley Street, distributed a copy of the map showing the area of the proposed premises extension. The entire highlighted area will be fenced in. There will be four or five entrances and exits. He is currently working with the Police Department as far as security. He has a verbal commitment with Sentinel Security to have three, four, or five of their people doing security for the establishment that day. Members of the security company are coming later this week to make an evaluation of the premises and situation. In addition, Mr. Moffat stated he will have ten to twelve other security people from Mike Barnes Security checking the entrances and exits, acting like bouncers. Mr. Moffat is asking for single fencing instead of the double fencing. The area to be fenced in is approximately 1200 feet. He stated double fencing the area would be a massive job for a 7-hour celebration. He feels there are enough security people to cover the perimeter so people are not handing over or jumping over the fence. Mr. Moffat will go along with the Police Department's recommendation of using either one or two uniformed off-duty contractual pay police officer(s).

Captain Dowling said Mr. Moffat has given the Police Department a lot of input and the event is well planned. There is no need for double fencing due to the large number of security people that the establishment is planning to employ for the event, the Captain said.

Ald. Sevenich moved, Ald. Phillips seconded, for approval to extend the licensed premises for Partner's Pub on Saturday, October 9, 1999.

Ayes, all, nays, none. Motion carried.

9. Request sale of food - ShopKo parking lot - 3 on 3 Tournament - July 31 and August 1, 1999.

George Seyfarth, General Manager, CenterPoint MarketPlace, 1201 Third Court, said this is the fourth year of the 3 on 3 tournament and there have been no problems with licensing the event. There are approximately 200 teams and expected attendance is between 1500 and 2000 people.

Captain Dowling said this has been done in the past and the Police Department does not have any problem with it.

Ald. Phillips moved, Ald. Walther seconded, to approve the sale of food at the ShopKo parking lot for the 3 on 3 tournament.

Ayes, all, nays, none. Motion carried.

10. Installation of street lights - Whitetail Subdivision.

Ald. Walther moved, Ald. Phillips seconded, to approve the installation of four street lights described as follows: (1) SW corner of Torun and Whitetail, (2) SE corner of Whitetail and Black Bear, (3) SW corner of Black Bear and Hummingbird, and (4) SW corner of Black Bear and Chickadee.

Alderperson Aldinger said she received seven requests from the residents of Whitetail Subdivision. There are nineteen homes in this subdivision and the majority of the residents requested the streetlights.

Ayes, all, nays, none. Motion carried.

11. Inspection Report.

Ald. Phillips moved, Ald. Sevenich seconded, to approve the Inspection report and place it on file.

Ayes, all, nays, none. Motion carried.
