1. License list.
Ald. Nealis moved, Ald. Phillips seconded, to approve the new operator, taxicab driver’s, manager’s, and transfer
of “Class B” combination liquor change of agent licenses.
Ayes, all; nays, none. Motion carried.
Recommended rejection of operator’s license.
Jamie Koehler was present. Back in November 1998, Ms. Koehler’s application was rejected due to two underage alcohol
convictions which she failed to list in her application. She came before the Public Protection Committee and the
Common Council in December 1998 and was
rejected. She was advised that she could reapply for an operator/bartender’s license again six months after the
Council’s rejection. In August 1999, her application was rejected again.
Police Captain Dowling said the violations are less than five years and the Police Department recommends rejection
of the application for an operator/bartender’s license for Ms. Koehler.
Ald. Phillips moved, Ald. Walther seconded, that Jamie Koehler be granted an operator/bartender’s license.
Ayes, all; nays, none. Motion carried.
David Raflik was present. The Police Department recommended Mr. Raflik’s application for an operator/bartender’s
license be rejected because of three OWI convictions dating back in 1993, 1995 and 1998. Mr. Raflik said he served
all the time, paid all the fines and has gone to counseling. At one time, he was a bartender for another establishment
in the City but his license expired when he left town. He decided to work at Archie’s on a fill-in basis, once
or twice a month. Mr. Raflik stated he takes his bartending responsibility seriously. He is not proud of what he
did and something he was ashamed of. He is appearing before the committee to ask for reconsideration of the rejection
of his application.
Archie Hansen, owner of Archie’s, 2317 Division Street, appeared to offer credibility for David Raflik. Mr. Hansen
noted that Mr. Raflik is a very efficient, honest and trustworthy bartender who is very well liked by the people
who come to his establishment.
Captain Dowling said the three OWI convictions in a five-year period indicates to the Police Department that Mr.
Raflik has a problem with alcohol and that will be substantially related to the license for which he has applied.
Ald. Nealis asked if it is possible to grant a conditional license. The City Attorney said it is not possible to
grant a conditional license because the statute provides for a license to expire at a certain time.
Ald. Barr asked if there was an applicant who appealed his/her rejection, was granted a license and the committee
regretted its action?
Chairman Niedbalski said he does not know of any situation since he has been the chairman of the Public Protection
committee.
Ald. Kedrowski noted that the Police Department has a good policy. Mr. Raflik just about a year ago had an OWI
conviction and then with the other two, which are also alcoholic related convictions, makes the alderman feel uncomfortable.
Ald. Barr said it takes some character to come in front of the committee to admit to the convictions and ask for
a reconsideration of the rejection.
Ald. Nealis moved, Ald. Phillips seconded, to grant the operator/bartender’s license for David A. Raflik.
Ayes, all; nays, none. Motion carried.
Thomas Bannach did not appear.
Ald. Phillips moved, Ald. Walther seconded, to deny the operator/bartender’s license for Thomas E. Bannach.
Ayes, all; nays, none. Motion carried.
Kristina Boelter did not appear.
Ald. Walther moved, Ald. Sevenich seconded, to deny the operator/bartender’s license for Kristina M. Boelter.
Ayes, all; nays, none. Motion carried.
2. Request for truck cruise - Truckin’ Buddies
Club - August 12, 2000.
Barb Strong, Truckin’ Buddies Club President, said the club has already done seven truck shows and the two last
shows were for the benefit of the Portage County Humane Society. In talking to the club members and to some people
from the Humane Society, we decided to do a truck cruise in Stevens Point on Saturday, August 12, 2000, Ms. Strong
said. Two route options have been provided with the request.
Captain Dowling said the Police Department does not have a problem with this request. As has been done in the past,
the Police Deparment is asking the club to provide the necessary volunteers
to staff the intersections. Captain Dowling made the club members aware that Clark Street would be torn up about
the date of the parade due to construction and suggested that Ms. Strong come back in the spring of 2000 to work
with Director Van Alstine on the parade route.
Ald. Rackow said he prefers Route #2. When the HOG held a rally in Stevens Point a couple years ago, they used
this route and it worked out well.
Just for a precaution, Ald. Phillips warned the truck cruise organizers about the railroad crossing on Water Street.
The Alderman feels the Michigan Avenue underpass is a better choice.
Ald. Phillips moved, Ald. Nealis seconded, to approve the request of Truckin’ Buddies Club for a truck cruise on
Saturday, August 12, 2000.
Mayor Wescott stated the intersection of Clark and Division Streets will be under construction and suggested the
Truckin’ Buddies Club work closely with the Police and Streets Departments.
Ayes, all, nays, none. Motion carried.
3. Ordinance - Bond Schedule - Truancy.
Ald. Sevenich moved, Ald. Walther seconded, to approve the Ordinance on Bond Schedule on Truancy.
Ald. Phillips questioned where the amounts came from and what happens to the money collected from the fine.
City Attorney Molepske said if the fines were what the County was charging and what the judges suggested without
court costs. The third offense, mandatory court appearance, consists of seven or eight remedies. They are punitive
type measures.
Fines collected go to the General Fund, Comptroller/Treasurer Schlice said.

4. Amendment to City Electrical Code.
Director Gardner stated the change involves the elimination of local tests for journeyman and master electricians
which are now done in the state level. This amendment updates our current ordinance.
Ald. Nealis moved, Ald. Phillips seconded, for approval of the amendment to the City Electrical Code.
Ayes, all; nays, none. Motion carried.
5. Inspection Report.
Ald. Sevenich moved, Ald. Walther seconded, to accept the Inspection Report and place it on file.
Ayes, all, nays, none. Motion carried.
