MINUTES
MONDAY, OCTOBER 11, 1999 - 6:35 P.M.

1. PARKING METER REPORT (ATTACHMENT-AGENDA
PACKET)
Mayor Wescott presented the September 1999 Parking Meter Report.
C/T Schlice moved, seconded by Alderperson Aldinger to accept the September 1999 Parking Meter Report and place
it on file.
Ayes - all; Nays - none; Motion carried.
2. CONSIDERATION OF BIDS (ATTACHED)
#12-99 WORZALLA PUBLISHING CONCRETE AND SIGNALIZATION
PROJECT-PHASE 3
A. DIVISION A - CONCRETE
Mayor Wescott said the only bid received was from Chippewa Concrete of Chippewa Falls in the amount of $58,163.00.
He said there were fifteen Invitations to Bid sent out, one contractor purchased plans and specifications and there
was one bid.
Design Engineer Yauch said we didn’t receive many bids on these items because this is the time of the year when
most contractors are busy.
Alderperson Kedrowski asked if they had worked for us in the past.
Design Engineer Yauch said they are working on the Highway 10 project and he recommended approval.
Alderperson Barr moved, seconded by Alderperson Aldinger to approve the bid received from Chippewa Concrete of
Chippewa Falls in the amount of $58,163.00 for Division A of Project Number 12-99.
Alderperson Phillips questioned if this was the contractor having so much trouble with compation?
Design Engineer Yauch said to the best of his knowledge that was a contractor working on a different portion of
the project.
The Mayor called for a voice vote on the motion.
Ayes - all; Nays - none; Motion carried.
B. DIVISION B - BITUMINOUS CONCRETE
Mayor Wescott said the only bid received was from American Asphalt in the amount of $35,100.00. He said there were
six Invitations to Bid sent out, one contractor purchased plans and specifications and there was one bidder.
Design Engineer Yauch said there is only one major paving contractor in this area and that is American Asphalt.
C/T Schlice moved, seconded by Alderperson Perlak to approve the bid received from American Asphalt of Mosinee
in the amount of $35,100.00 for Division B of Project Number 12-99.
Ayes - all; Nays - none; Motion carried.
C. TOPSOIL, SEEDING AND FERTILIZE
Mayor Wescott said the only bid received was from Shulfer Enterprises of Plover in the amount of $3,101.55. He
noted sixteen Invitations to Bid were sent out, two contractors purchased plans and specifications and there was
one bidder.
Alderperson Aldinger moved, seconded by Alderperson Barr to approve the bid received from Shulfer Enterprises of
Plover in the amount of $3,101.55 for Division C of Project Number 12-99.
Ayes - all; Nays - none; Motion carried.
D. TRAFFIC SIGNAL INSTALLATION
Mayor Wescott said there were two bids received on this portion, the low bidder being Van Ert Electric of Wausau
in the amount of $22,428.00. He noted four Invitations to Bid were sent out, two contractors purchased plans and
specifications and there were two bids.
Design Engineer Yauch said Van Ert Electric has worked for us in the past and he recommended approval.
Alderperson Kedrowski asked if these bids were within the estimate?
Design Engineer Yauch said he and C/T Schlice had gone over Director Van Alstine’s notes on the estimate and it
appears that we are within the budgeted amount.
Alderperson Nealis moved, seconded by Mayor Wescott to approve the low bid received from Van Ert Electric in the
amount of $22,428.00.
Ayes - all; Nays - none; Motion carried.
3. TRAFFIC STUDY NO. 99-09-A
INSTALL STOP SIGN - SOUTHBOUND ON PINECREST AVENUE
AT THE INTERSECTION WITH WILSHIRE BOULEVARD (ATTACHMENT-AGENDA PACKET)
Mayor Wescott said the traffic study diagram was part of the packet and should be self explanatory.
Alderperson Kedrowski moved, seconded by Alderperson Aldinger to approve the installation of a stop sign southbound
on Pinecrest Avenue at the intersection with Wilshire Boulevard.
Ayes - all; Nays - none; Motion carried.
4. AIRPORT OPERATIONS AND MANAGEMENT SEMINAR
- NOVEMBER 11-12, 1999 (ATTACHMENT-AGENDA PACKET)
The Mayor said this is an informational item to inform the Board and Council of this seminar.
Alderperson Rackow said he had attended these seminars in the past and feels they are worth going to. He said he
would be unable to attend this one but he hoped that at least one Council member would do so.
Mayor Wescott said if more information is needed they should contact the Engineering Department.
5. SUPERINTENDENT OF SERVICES' REPORT (ATTACHMENT-AGENDA
PACKET)
Fleet Maintenance Supervisor Schiefelbein presented the Superintendent’s Report and said he would try to answer
any questions.
The Mayor asked for an update on Jefferson and Michigan and how long the project was supposed to take?
Fleet Maintenance Supervisor Schiefelbein said a full crew is out and they are now in the process of removing the
driveway aprons.
Captain Daubert said she believed the completion time was four to six weeks.
Alderperson Kedrowski asked what light fixtures were replaced?
Fleet Maintenance Supervisor Schiefelbein said they replaced some old lighting that did not work well anymore with
some new more cost-efficient fixtures.
Alderperson Perlak moved, seconded by Mayor Wescott to accept the September 1999 Superintendent of Service’s Report
and place it on file.
Ayes - all; Nays - none; Motion carried.
6. DIRECTOR’S REPORT (ATTACHMENT-AGENDA PACKET)
Design Engineer Yauch presented the Director’s Report and said he would try to answer any questions.
Alderperson Nealis asked if we would be finished with the work on Riverview before winter?
Design Engineer Yauch said he understood Director Van Alstine’s plan was to shut the contractor down at some point
so there would still be enough time to pave before winter. The contractor would have to finish next year. He said
granite and rock have caused delays.
C/T Schlice moved, seconded by Mayor Wescott to accept the September 1999 Director’s Report and place it on file.
