BOARD OF PUBLIC WORKS MEETING
MINUTES
MONDAY, JUNE 14, 1999 - 6:30 P.M.

1. PARKING METER REPORT (ATTACHMENT-AGENDA
PACKET)
Mayor Wescott presented the May 1999 Parking Meter Report.
C/T Schlice moved, seconded by Alderperson Perlak to accept the May 1999 Parking Meter Report and place it on file.
Ayes - all; Nays - none; Motion carried.
2. TRAFFIC STUDIES (ATTACHMENT-AGENDA PACKET)
Mayor Wescott presented the following Traffic Studies saying they were recommended by Director of Public Works
Van Alstine and Traffic Coordinator Sergeant Carlson.
A. 99-05-A INSTALL STOP SIGNS NORTH AND SOUTH ON WEST RIVER DRIVE AT THE INTERSECTION WITH HIGHWAY HH
Alderperson Kedrowski moved, seconded by Alderperson Nealis to approve the request to install stop signs north
and south on West River Drive at the intersection with Highway HH as shown on Traffic Study #99-05-A.
Ayes - all; Nays - none; Motion carried.
B. 99-05-B INSTALL STOP SIGNS NORTHBOUND AND SOUTHBOUND ON WHITING AVENUE AT THE INTERSECTION WITH HIGHWAY HH
Alderperson Aldinger moved, seconded by Alderperson Nealis to approve the request to install stop signs northbound
and southbound on Whiting Avenue at the intersection with Highway HH as shown on Traffic Study #99-05-B.
Ayes - all; Nays - none; Motion carried.
C. 99-05-C INSTALL STOP SIGNS WESTBOUND ON EAGLE SUMMIT DRIVE AT THE INTERSECTION WITH NORTH RESERVE
Director Van Alstine said North Reserve Drive should be shown as Reserve Street North (amended drawing attached).
Alderperson Kedrowski moved, seconded by C/T Schlice to approve the request to install stop signs westbound on
Eagle Summit at the intersection with Reserve Street North as shown on the amended drawing for Traffic Study #99-05-C.
Ayes - all; Nays - none; Motion carried.
D. 99-05-D INSTALL STOP SIGNS NORTH AND SOUTHBOUND ON SECOND STREET AT THE INTERSECTION WITH MARIA DRIVE
Alderperson Perlak said he approved of this recommendation for safety reasons because of the schools and also because
the vehicles in the parking lots for the restaurant and taverns in the area cause vision obstructions.
Alderperson Perlak moved, seconded by Alderperson Aldinger to install stop signs north and southbound on Second
Street at the intersection with Maria Drive as shown on Traffic Study #99-05-D.
Alderperson Niedbalski pointed out that the traffic from the grade school and the high school do not overlap and
he felt the stop signs would slow traffic too much. He said he would like to see documentation showing the number
of accidents that have occurred there over the last five years.
Mayor Wescott said we would have that available for the Council meeting.
Discussion followed, Alderperson Phillips said he too would like to know if accidents were a problem there and
he really didn't want to see four stop signs.
Alderperson Kedrowski said he felt additional stop signs would be a good thing.
Mayor Wescott said if this recommendation is approved at Council he would like to see some additional emphasis
on the new stop signs, such as colorful flags, to enhance their visibility to motorists. He called for a voice
vote on the motion.

E. 99-05-E CREATE A NO PARKING ZONE ON THE NORTH SIDE OF FOURTH AVENUE WEST OF SECOND STREET - ALSO CREATE A DISABLED
DROP OFF AREA WEST OF THIS NEW NO PARKING ZONE.
Mayor Wescott said this had been a request from the Church.
Director Van Alstine said the Church changed their disability entrance and this recommendation would go along with
it.
Mayor Wescott moved, seconded by Alderperson Perlak to approve the request to create a no parking zone on the north
side of Fourth Avenue west of Second Street and also create a disabled drop-off area west of this new no parking
zone as shown on Traffic Study #99-05-E.
Ayes - all; Nays - none; Motion carried.
F. 99-06-A INSTALL TRAFFIC SIGNALS AT THE INTERSECTION OF CHURCH STREET AND NEBEL STREET
G. 99-06-B INSTALL TRAFFIC SIGNALS AT THE INTERSECTION
OF WATER STREET AND HIGHWAY HH
Mayor Wescott said these two items would be acted on at the same time, they were both part of the HH project. The
County pays for the signals but since they are in the City, the City must pass the ordinance.
Alderperson Kedrowski asked if they were part of the original plans, all warrants met, and would be paid for by
the County?
Director Van Alstine said it was part of the project, but the cost was actually split by the County and the State.
Alderperson Phillips asked about the signals proposed for Michigan and Church.
Director Van Alstine said he was waiting for the report from the State recommending closing Michigan Avenue into
Shopko and moving those signals.
Discussion followed on the number of signals in that vicinity. Alderperson Kedrowski said after all the approvals
are in we will have two signalized intersections in that area, he said he thought the plan had a strong safety
value.
Mayor Wescott said both are recommended by the State.
Alderperson Nealis moved, seconded by Alderperson Kedrowski to approve the recommendations to install traffic signals
at the intersection of Church Street and Nebel Street and also to install traffic signals at the intersection of
Water Street and Highway HH as shown on Traffic Studies #99-06-A and #99-06-B.
Ayes - all; Nays - none; Motion carried.
3. SUPERINTENDENT OF SERVICES' REPORT (ATTACHMENT-AGENDA
PACKET)
Superintendent Krieski presented his May 1999 report and said it had been a busy month-the blacktopping projects
are well underway; they are also taking care of the leaf bags; the sweepers are out at night; and the painters
are out daily.
Alderperson Kedrowski asked what item 4-b meant?
Director Van Alstine said that was root cutting.
Alderperson Rackow asked if item 1-e was part of what the Airport Manager wanted taken care of?
Superintendent Krieski said it was.
Alderperson Perlak moved, seconded by Alderperson Aldinger to accept the May 1999 Superintendent of Services Report
and place it on file.

4. DIRECTOR'S REPORT (ATTACHMENT-AGENDA PACKET)
Director Van Alstine presented his May 1999 report and said it has also been a busy month for the Engineering Department,
we have two sewer installation projects taking place, Worzalla Parking Lot and Brilowski Road. We will have six
sets of traffic signals this year, we will be opening bids in August.
He said the Telephone Park Project will go to Plan Commission next month, Director Schrader and Forester Simmons
are doing an in-field design to determine a way to save the maximum amount of trees, he said it looks like it will
work on paper.
Alderperson Kedrowski asked if the televising in his report was the same as the root cutting in the Superintendent's
report?
Director Van Alstine said we hire a someone to televise because we do not have that much televising done.
Alderperson Phillips asked what was decided regarding the street across from the Worzalla parking lot?
Director Van Alstine said there had been two alternatives, one to move the road west on Texas and the other to
move it east on relocated Pinecrest, and the Pinecrest alternative was the one decided upon. He said they are doing
the appraisals and should acquire the property this month.
Alderperson Aldinger moved, seconded by Mayor Wescott to accept the May 1999 Director's Report and place it on
file.
