BOARD OF PUBLIC WORKS MEETING MINUTES
MONDAY, SEPTEMBER 13, 1999 - 6:35 P.M.
PORTAGE COUNTY COURTHOUSE ANNEX-1462 STRONGS AVENUE

PRESENT: Mayor Wescott, C/T Schlice; Alderpersons Barr, Kedrowski, Nealis, Perlak

1. PARKING METER REPORT (ATTACHMENT-AGENDA PACKET)

Mayor Wescott presented the August 1999 Parking Meter Report.

C/T Schlice moved, seconded by Alderperson Barr to accept the August 1999 Parking Meter Report and place it on file.

Ayes - all; Nays - none; Motion carried.

2. AIRPORT ACTIVITY REPORT (JULY & AUGUST 1999) (ATTACHMENT-AGENDA PACKET)

Mayor Wescott presented the July and August 1999 Airport Activity Report. He noted the portion on airport noise concerns and said he would be bringing some of these suggestions back to the Board.

Director Van Alstine said the list of individuals using the airport was not included because of technical difficulties and hopefully it will be included with the next report.

Alderperson Perlak moved, seconded by C/T Schlice to accept the July and August 1999 Airport Activity Report and place it on file.

Alderperson Rackow said there seemed to be a lot of lightening strikes and he wondered if there was anything we could do about it such as lightening rods.

Director Van Alstine said there is a height restriction and said the lightening seems to strike water ponding on the runway. He also said a university study is being conducted on lightening strikes at airports.

Discussion followed on where lightening strikes and why and if anything can be done to prevent damage by installing some sort of lightening rods within the height restrictions. Director Van Alstine said we could try.

Additional discussion took place on if our airport was receiving more lightening strikes than others and if they were increasing and also if we are insured. Design Engineer Yauch said we hadn’t had much damage over the last 15 years. Director Van Alstine said studies are being done to find out why some airports receive more lightening damage than others and he said we do have insurance.

The Mayor said these suggestions are worth checking out and he called for a voice vote on the motion.

3. CONSIDERATION OF BIDS (ATTACHMENT)

#14-99 - 1999 TRAFFIC SIGNAL EQUIPMENT INSTALLATION PROJECT

Director Van Alstine said the low bid was from Merkel Electric from Marshfield and he recommended approval.

Alderperson Phillips asked why there was such a difference, do they all get the same specs?

Director Van Alstine said they all receive the same specification packets and there is no way to really know why the bids were so far apart, he could only guess that one contractor was busy and one was not.

C/T Schlice moved, seconded by Alderperson Kedrowski to accept the low bid from Merkel Electric of Marshfield in the amount of $20,400.00 for the 1999 Traffic Signal Equipment Installation Project.

4. RECONSIDERATION OF QUOTES (ATTACHMENT)

LIGHTING - HIGHWAY 10 PROJECT - PHASE 1

Director Van Alstine said the recommendation would be to purchase the poles and transformer bases from W.A. Roosevelt for their low quote of $47,702.00. He said their quote on the luminaires and lamps did not meet our approved equal.

He recommended the luminaires and lamps be purchased from Crescent Electric for their low quote of $10,965.24.

Alderperson Nealis asked why the quote from Roosevelt was not an approved equal? Director Van Alstine said they tried to substitute equipment that did not meet our specifications.

Alderperson Kedrowski asked who pays for these, the DOT or the City? Director Van Alstine said we pay 25% of a 75%-25% split. They are allowing us to determine what we purchase and they will reimburse us.

Alderperson Kedrowski moved, seconded by Alderperson Nealis to approve the low quotes as follows:
Poles and Transformer Bases - W.A. Roosevelt out of Plover in the amount of $47,702.00.
Luminaires and Lamps - Crescent Electric out of Wisconsin Rapids in the amount of $10,965.24

Ayes - all; Nays - none; Motion carried.

5. REVISION - 1999 SIDEWALK REPAIR ORDERS (ATTACHMENT-AGENDA PACKET)

Director Van Alstine said a there was a minor error in street addresses on the original notifications and that we should delete 414-416 West Street (North) and add 414 West Street.

Alderperson Barr moved, seconded by Alderperson Perlak to approve the revision in the 1999 Sidewalk Repair Orders.

Ayes - all; Nays - none; Motion carried.

6. TEMPORARY ORDER - INSTALLATION OF STOP SIGNS-

A. WATER STREET/COUNTY “HH” (ATTACHMENT-AGENDA PACKET)
B. HIGHWAY 10/COUNTY “P” (ATTACHMENT)

Mayor Wescott said these are temporary orders and need to be on the next Council meeting after being issued.

Director Van Alstine said these orders are in effect until the signals are in place.

C/T Schlice moved, seconded by Alderperson Kedrowski to approve the temporary orders to install stop signs at: A) Water Street/County “HH” and B) Highway 10/County “P”.

Ayes - all; Nays - none; Motion carried.

7. SUPERINTENDENT OF SERVICES REPORT (ATTACHMENT-AGENDA PACKET)

Superintendent Krieski said in addition to his report blacktopping should take place on Heffron tomorrow and on Thursday the Worzalla Parking Lot and Jefferson Street. Later this month North Point will be done and the milling and blacktopping on the Michigan Avenue intersection. He said remaining projects are Michigan/Jefferson and the two alleys.

He added everything is going pretty well considering the problems caused by late contractors and the weather.

Alderperson Perlak moved, seconded by Mayor Wescott to approve the August 1999 Superintendent of Services Report and place it on file.

8. DIRECTOR’S REPORT (ATTACHMENT-AGENDA PACKET)

Director Van Alstine said we are watching the Highway 10/”P” project closely, traffic is now using the half with the new concrete and they hope to have the second half of the concrete done by the end of the month.

He reported we hit rock about 16 feet from the river on West River Drive and it’s going slow, they went 96 feet on their best day and that the project totals about 3,000 feet.

Alderperson Nealis asked if they are blasting and Director Van Alstine said they blast in series about three times a day.

Alderperson Phillips asked if anything is being done on the Michigan Avenue underpass, he indicated he was not comfortable starting other projects when this one needs to be done.

Director Van Alstine said it is on the list, we have removed what we think caused the problem and we will use an acid cleaning procedure and then slab-jacking. He pointed out we had four additional sewer jobs to do this year.

Mayor Wescott moved, seconded by C/T Schlice to approve the August 1999 Director’s Report and place it on file.
