2. Salute to the flag and Mayor’s opening
remarks.
Mayor Wescott stated it is the responsibility of the government to protect its citizens. It is important to report
to the citizens of Stevens Point and members of the City Council that we live in a safe community. Our community
is protected by dedicated professionals who have dedicated long hours to evaluating the emergency resources, protocols
and procedures that are available to them. The City of Stevens Point has implemented a higher level of readiness.
The community should remain calm. Fear is your worst enemy. If you see something suspicious, report it to the authorities.
The Mayor is proud of those in the emergency services network for their tremendous commitment.
Mayor Wescott announced a Community Hopes and Concerns Workshop is scheduled at 7:00 p.m. on October 24, 2001,
at the Senior High School.
Mayor Wescott welcomed back Comptroller/Treasurer Schlice after his recent eye surgery.
3. Approval of minutes of the Regular Common
Council meeting of September 17, 2001.
Ald. Rackow moved, Ald. Molski seconded, for approval of the Regular Common Council minutes of September 17, 2001.
Roll Call: Ayes all.
Nays none. Motion carried.
4. *Persons who wish to address the mayor
and council on specific agenda items other than a "Public Hearing" must register their request at this
time. Those who wish to address the Common Council during a "Public Hearing" are not required to identify
themselves until the "Public Hearing" is declared open by the Mayor.
None.
5. Public Hearing - Law Enforcement Block
Grant Funds, was declared open by the Mayor.
As no one wished to speak, the Mayor declared the public hearing closed.
6. Resolution - approval by Mayor and Common
Council of the application for Law Enforcement Block Grant Funds.
Ald. Seiser moved, Ald. Walther seconded, for adoption of the resolution.
Roll Call: Ayes: Ald. Sevenich, Walther, Filipiak, Seiser, Sowieja, Barr, Rackow, Molski, Phillips, Moore.
Nays: None. Motion carried.
7. Plan Commission meeting of October 1,
2001.
Ald. Rackow moved, Ald. Seiser seconded, for approval of the Plan Commission minutes of October 1, 2001.
Roll Call: Ayes all.
Nays none. Motion carried.
8. Public Hearing - request of Portage County
Youth on Ice to construct a Hockey/Sports Complex at the northeast corner of Sandpiper Drive and Badger Avenue
as a conditional use, was declared open by the Mayor.
As no one wished to speak, the Mayor declared the public hearing closed.
9. Resolution on the above.
Ald. Walther moved, Ald. Sowieja seconded, for adoption of the resolution.
Roll Call: Ayes: Ald. Moore, Phillips, Molski, Rackow, Barr, Sowieja, Seiser, Filipiak, Walther, Sevenich.
Nays: None. Motion carried.
10. Public Hearing - request of Portage County
for a temporary parking lot for the vacant lot south of the Law Enforcement Center as a conditional use, was declared
open by the Mayor.
Ald. Seiser feels the proposal to use this area for a temporary parking lot is inappropriate. The alderperson hopes
someday the use for this land will be well planned out.
Mayor Wescott declared the public hearing closed.

Ald. Sevenich moved, Ald. Barr seconded, for adoption of the resolution.

12. Ordinance - Annexation - Weronke property
at 315 Wood Lane.
Ald. Molski moved, Ald. Moore seconded, for adoption of the ordinance.
Roll Call: Ayes: Ald. Moore, Phillips, Molski, Rackow, Barr, Sowieja, Seiser, Filipiak, Walther, Sevenich.
Nays: None. Motion carried.
13. Public Hearing - amending the Zoning
Ordinance which would classify 315 Wood Lane as "R-2" Single Family Zoning, was declared open by the
Mayor.
As no one wished to speak, the Mayor declared the public hearing closed.

Ald. Molski moved, Ald. Phillips seconded, for adoption of the ordinance.

15. Personnel Committee meeting of October
8, 2001.
Ald. Rackow moved, Ald. Sevenich seconded, for approval of the Personnel Committee minutes of October 8, 2001,
with item #3 pulled for further discussion.
Roll Call: Ayes: Ald. Sevenich, Walther, Filipiak, Seiser, Sowieja, Barr, Rackow, Molski, Phillips, Moore.
Nays: None. Motion carried.
Ald. Rackow moved, Ald. Barr seconded, for approval of item #3, with the amendment regarding the Records Administrator
and Personnel Specialist. A copy of those amendments is attached. An additional amendment is the recommendation
is to reclassify this position to Grade V at a rate between the minimum rate (instead of start) and the mid-point
rate (instead of five-year step).
Ald. Rackow said reclassification requests are made to ask for a review of duties that are required for a specific
job description. It is the responsibility of the Personnel Committee and Common Council to focus on the job description/duties
and not the individual currently holding the position.

16. Board of Public Works meeting of October
8, 2001.
Ald. Seiser moved, Ald. Rackow seconded, for approval of the Board of Public Works minutes of October 8, 2001,
with item #2, #3, and #6 pulled for further discussion.
Roll Call: Ayes: Ald. Sevenich, Walther, Filipiak, Seiser, Sowieja, Barr, Rackow, Molski, Phillips, Moore.
Nays: None. Motion carried.
Item #2 - Consideration of Bids: #22-01 City Garage Salt Shed Addition
Ald. Seiser does not think the size of the city facilities at Bukolt Park should be expanded. The alderperson would
like to start thinking about moving the city garage out of Bukolt Park. This area should be used for park activities.
Mayor Wescott stated the City just completed the long term capital projects strategic plan. The plans do not include
the desire to move the Streets Department out of Bukolt Park. With the proposed request, the Streets Department
would cover an area that they are already using. The Streets Department is not moving further into the park. Keep
in mind the significant costs that are likely to be incurred with the consideration to move the Streets Department
to a new location.
Ald. Sevenich thinks the storage shed project is a good idea to protect the products that are being stored there.
Ald. Sevenich moved, Ald. Molski seconded, to accept the bid from E.B. Sommers of Stevens Point in the amount of
$62,468.00 for the City Garage Salt Shed addition.
Ald. Seiser noted during the process of writing down future needs for the City of Stevens Point, she suggested
moving the city garage out of Bukolt Park.
Roll Call: Ayes: Ald. Moore, Phillips, Molski, Rackow, Barr, Sowieja, Filipiak, Walther, Sevenich.
Nays: Ald. Seiser.

Item #3 - Permission to build a 39-foot driveway at 5533 Walter Street
Ald. Rackow moved, Ald. Walther seconded, for approval of item #3 - Recommended permission to build a 29-foot driveway
at 5533 Walter Street with the addition this approval expire July 31, 2002, unless the driveway is constructed
prior to that date.
Roll Call: Ayes all.
Nays none. Motion carried.
Item #6 - Ordinance permitting golf carts on right-of-way - Eagle Point Subdivision and Reserve Street
Ald. Seiser is concerned about having a special lane for golf carts that can also be used by bicyclists and pedestrians
expands the width of the road creating too much asphalt.
Ald. Barr moved, Ald. Sowieja seconded, to approve item #6, as presented in the Board of Public Works minutes of
October 8, 2001.
Ald. Filipiak would encourage the Board of Public Works to be as expedient accepting any future proposed bike lanes
as they have with the golf cart lane.
Roll Call: Ayes: Ald. Sevenich, Walther, Filipiak, Sowieja, Barr, Rackow, Molski, Phillips, Moore.
Nays: Ald. Seiser.

17. Preliminary Resolution - Frontage Road/Motel
Project - 300 block of Division Street North.
Ald. Seiser moved, Ald. Filipiak seconded, for adoption of the preliminary resolution.
Ald. Seiser asked what is preliminary about this resolution?
City Attorney Molepske said initially a resolution is introduced. The Clerk sends out notices to the affected people.
The City would then have a final resolution after the general public who are affected by the resolution have an
opportunity to speak.
Mayor Wescott said the preliminary resolution begins the public phase of letting the people know what is coming.

Nays: None. Motion carried.
Ald. Moore abstained.
18. Ordinance - Traffic:
9.06(a) 700. Repeal Stop Sign - North and south
on Birchwood Avenue at the intersection with Oakwood Avenue.
9.06(a) 731. Install Stop Signs - East and west on Oakwood Avenue at Birchwood Avenue.
Create No Parking During School Hours Zones -
9.05(i) 19. South side of Oak Street from Wyatt
Avenue to a point 100 feet east.
9.05(i) 20. East side of Wyatt Avenue from Oak Street to Center Street.
Ald. Sevenich moved, Ald. Filipiak seconded, for adoption of the ordinance.

19. Special Board of Public Works meeting
of October 15, 2001.
Clerk Zdroik read the minutes of the Special Board of Public Works meeting of October 15, 2001.
Ald. Molski moved, Ald. Moore seconded, for approval of the Special Board of Public Works minutes of October 15,
2001.
Roll Call: Ayes: Ald. Sevenich, Walther, Filipiak, Seiser, Sowieja, Barr, Rackow, Molski, Phillips, Moore.
Nays: None. Motion carried.
20. Finance Committee meeting of October
8, 2001.
Ald. Barr moved, Ald. Phillips seconded, for approval of the Finance Committee minutes of October 8, 2001.

Nays: None. Motion carried.
21. Public Protection Committee meeting of
October 8, 2001.
Ald. Phillips moved, Ald. Seiser seconded, for approval of the Public Protection Committee minutes of October 8,
2001, with the recommended rejection of operator’s/bartender’s license for Angela J. Rupp pulled for further discussion.
Roll Call: Ayes all.
Nays none. Motion carried.
Ald. Phillips moved, Ald. Filipiak seconded, to postpone action on the operator’s/bartender’s license for Angela
J. Rupp until the November Public Protection Committee meeting.
Ald. Filipiak said at the Public Protection Committee meeting, Ms. Rupp mentioned the District Attorney would have
a report by next month’s Public Protection Committee meeting.

22. Board of Water and Sewage Commissioners
meeting of October 8, 2001.
Ald. Rackow moved, Ald. Molski seconded, for approval of the Board of Water and Sewage Commissioners minutes of
October 8, 2001.

Ald. Rackow moved, Ald. Walther seconded, for approval of the Telecommunications Commission minutes of September
19, 2001.

24. Police and Fire Commission meeting of
October 9, 2001.
Ald. Barr moved, Ald. Seiser seconded, to accept the Police and Fire Commission minutes of October 9, 2001, and
place them on file.
