1. Request to refill a vacancy - Assessor’s
Office.
In a memo addressed to Mayor Wescott, Assessor Kuehn is requesting permission to fill the vacant Administrative
Assistant position in the Assessor’s Office. The position became vacant as a result of the hiring of Sharon Patoka
to the Deputy Assessor position. Mrs. Patoka held the Administrative Assistant position before becoming the Deputy
Assessor.
This request has been approved by Mayor Wescott and is in the budget.
Ald. Filipiak moved, Ald. Moore seconded, to approve the request to fill the vacant Administrative Assistant position
in the Assessor’s Office.
Ayes, all; nays, none. Motion carried.
2. Update on progress of Preferred Provider
Organization (PPO).
The PPO plan for non-represented employees was approved by the Personnel Committee and the Common Council at their
meetings in January 2001. One of the conditions when this plan was approved was that the Personnel Committee review
and update the progress at its November 2001, meeting. The plan is being implemented as a "silent PPO"
for the non-represented employees and for the bargaining units that have settled their contracts, i.e. Police Department,
Fire Department and Water Department.
Personnel Specialist Jakusz reported that the plan is doing very well with a 86.2% utilization rate and a dollar
savings of $10,550. The period covered by this report is from March 1, 2001, through September 30, 2001. She added
that one claim which did not make the cutoff date, netted a $7,000 savings. To date, the City has reimbursed two
non-represented employees a total of $166 for claims incurred outside of the network.
Specialist Jakusz further recommends to the Personnel Committee that the progress be reviewed annually.
Ald. Seiser moved, Ald. Filipiak seconded, to continue the program for non-represented employees with a review
of progress in 2002.
Ayes, all; nays, none. Motion carried.
3. Consideration of pay adjustment to 2001
increase and 2002 increase for non-represented employees.
Ald. Moore moved, Ald. Sevenich seconded, to approve the 2001 pay adjustment increase of .4% and the 2002 pay increase
of 3.4% for non-represented employees.
Ayes, all; nays, none. Motion carried.
4. Adjourn into closed session (approximately
7:40 P.M.) pursuant to Wisconsin Statute 1985(1)(b) and (f) to hear the following grievances:
Parks Grievance 2-01
Streets Grievance - Funeral Leave
and (e) for an update on bargaining
Ald. Filipiak moved, Ald. Moore seconded, to adjourn into closed session.

Nays: None. Motion carried.
5. Reconvene into open session (approximately
30 minutes after adjourning into closed session) for action on the above grievances.
Ald. Filipiak moved, Chairman Rackow seconded, to reconvene into open session.

Nays: None. Motion carried.
Ald. Sevenich moved, Ald. Filipiak seconded, to deny Parks Department grievance 2-01.
Ayes: Chairman Rackow, Alderpersons Sevenich, Filipiak, Moore.
Nays: Alderperson Seiser. Motion carried.
Ald. Moore moved, Ald. Seiser seconded, to deny the Streets Department grievance on funeral leave.
Ayes, all; nays, none. Motion carried.
