1. Request(s) for out-of-state travel.

- Park & Recreation Director
Personnel Specialist Jakusz stated per City Administrative
Policy No. 3.05, Department Heads that know of upcoming out-of-state travel are required to bring the request before
the Personnel Committee for approval in August prior to the budget year they intend to travel.
Ald. Sevenich moved, Ald. Filipiak seconded, for approval of the requests for out-of-state travel for City Assessor
Kuehn and Park and Recreation Director Schrader.
Ayes, all; nays, none. Motion carried.
2. Discussion and possible action on amendments
to City Administrative Policy(s):
- 1.01 - Administrative Policy Manual
- 2.01 - Personnel and Payroll Records
- 5.01 - Adoption and Amendments
Policy No. 1.01 - Administrative Policy Manual
Personnel Specialist Jakusz reviewed the proposed amendments to Policy No. 1.01 - Administrative Policy Manual.
The Personnel Specialist and Chairman Rackow agree item 2C of Policy No. 1.01 should remain in the policy.
Ald. Sevenich asked what a limited employee is?
Personnel Specialist Jakusz replied the proper term is limited term employee. A limited term employee would be
a person hired to fill in for an employee on leave of absence, summer help, etc.
Ald. Seiser moved, Ald. Moore seconded, to recommend approval of the amendments to Policy No. 1.01 - Administrative
Policy Manual with the contents of item 2C. including the word term added as the last sentence of item 2A. of Policy
No. 1.01.
Mayor Wescott asked why did the City Attorney recommend deleting item 2C. from Policy No. 1.01?
Personnel Specialist Jakusz believes it was a recommendation she had made. Initially, the Personnel Specialist
felt it was covered under item 2A. of Policy No. 1.01 but now feels it is important to keep item 2C. in the policy
because many questions come up with regard to the hours of work for limited term employees.
Ayes, all; nays, none. Motion carried.
Policy No. 2.01 - Personnel and Payroll Records
Personnel Specialist Jakusz said the majority of amendments to Policy No. 2.01 - Personnel and Payroll Records
are mainly clean up.
Ald. Sevenich moved, Ald. Rackow seconded, to recommend approval of the amendments to Policy No. 2.01 - Personnel
and Payroll Records as presented.
Ayes, all; nays, none. Motion carried.
Policy No. 5.01 - Adoption and Amendments
Ald. Rackow moved, Ald. Moore seconded, to recommend approval of Policy No. 5.01 - Adoption and Amendments as presented.
Ayes, all; nays, none. Motion carried.
3. Adjourn into closed session pursuant to
Wisconsin Statute 19.85(1)(b) and (f) to hear the following grievance:
AFSCME Local 309 Grievance T-1-01 (Transit)
AFSCME Local 309 Grievance T-1-01 (Transit) was withdrawn.
4. Reconvene into open session (approximately
20 minutes after adjourning into closed session) for possible action on the above grievance.
5. Adjournment - 7:10 P.M.
