Presentation of grievance regarding the assignment of acting sergeants within the Police Department

Chief Carpenter presented the grievance and data in support of the Department’s position. Gary Wisbrocker represented the police union and presented data in support of the union’s position.

Approval of Minutes

Commissioner Taylor moved, seconded by Commissioner Boylan, to approve the minutes of the September 11th 2001 meeting.

Confirmation of Bills

Commissioner Meyer moved, seconded by Commissioner Boylan, to approve the confirmation of the September 2001 bills.

Review, with possible action, concerning the police officer hiring eligibility list and recruitment, and manpower shortage due to military activation orders for two sworn personnel

Commissioner Meyer moved, seconded by Commissioner Boylan, to start a new recruitment process to establish an eligibility list that would supplement the existing eligibility list.

Review, with possible action, strategic planning initiative for Police Department.

Chief Carpenter will contact Russell Consulting and attempt to schedule the Service to make a presentation at the regular November 13, 2001, Commission meeting.

Review, with possible action, regarding recodification of the Administrative Procedures of the Police and Fire Commission

Tabled until the November 13th meeting.

Commissioner Meyer moved, seconded by Commissioner Boylan, that President Judy will correspond in writing to the S.P.P.O.O union to deny the acting sergeants assignment grievance and to articulate the reasons for denial.

Fire Chief’s Report

Chief Barnes reported:

• Monthly statistical reports were discussed.
• Operational and capital budgets were reviewed.
• The Chief briefed the Commission on the status of the turnout gear grant and future federal grants.
• The Fire Department has applied for a DNR grant for a new skid load and various small equipment parts in the amount of $5,893.00.
• Entry level firefighter applications are being accepted until October 17th 2001.
• The Chief distributed a copy of the annual DOC 2% fire dues inspection report.
• The Fire Department has participated in, or will participate in, the following events due to the September 11th terrorist attacks:
  • Firefighters Skibba, Flanigan, Taylor, Davis, Baganz and Aldrich participated in Channel 7's fund-raising telethon on September 19th 2001.
  • The Chief participated in "Pennies for Heroes" at Kwik Trip on September 25th, 2001.
  • Fire Department personnel will participate in "celebrity baggers" at County Market on October 13th, 2001.
  • Fire Department personnel voluntarily participated in homecoming opening ceremonies at SPASH and Pacelli High Schools.
• A fire prevention presentation was given to the Central Wisconsin Apartment Managers Association.
• Activities scheduled for fire prevention week include:
  • twelve (12) tours of the fire station
  • fifteen (15) school fire drills
  • the Silent Night parade will be held on Thursday, October 11th in Wisconsin Rapids
  • engine 608 and A-609 will appear at celebrity bagging at County Market on October 13th
• Renovations are under way at the Fire Department. These include:
  • installing two door openers
  • painting the front apparatus doors of Station 1
  • repairing leaking pipes and showers
  • repairing broken glass shower doors
  • tuck pointing brickwork and cement caps
  • replacing carpeting
  • replacing worn asbestos tile floors in the kitchen
  • replacing worn furnace
  • caulking the exteriors of the windows
• The Chief provided Roger Bullis, Trustee for the Village of Plover, with requested information concerning estimated personnel costs associated with running a paramedic program.
• Due to visual obstruction for citizens of Stevens Point and for the Fire Department the large pine tree in front of Station 1 will be removed and used as the City’s Christmas tree this year.
• ISO is coming to Stevens Point in November for an update. The Chief would like to present an ISO educational workshop at the November 13th Commission meeting.

Police Chief’s Report

Chief Carpenter reported:

• Monthly statistical report was discussed.
• Operational and capital budgets were reviewed.
• Police personnel will attend the Wisconsin Public Safety Memorial and Recognition Service to be held October 11th, 2001 at 6:00 p.m. in Wisconsin Rapids.
• Attorney General Doyle announced the formation of a Domestic Security Unit which will aid local law enforcement and serve as an intelligence center. The unit will help coordinate the efforts of Wisconsin law enforcement agencies working against domestic terrorism.
• The Police Department is working with city government and airport and water department managers to build community awareness concerning domestic security.

Commissioner Boylan moved, seconded by Commissioner Taylor, to approve the Police Chief’s report for September 2001.
