Presentation of grievance regarding the assignment
of acting sergeants within the Police Department
Chief Carpenter presented the grievance and data in support of the Department’s position. Gary Wisbrocker represented
the police union and presented data in support of the union’s position.
Approval of Minutes
Commissioner Taylor moved, seconded by Commissioner Boylan, to approve the minutes of the September 11th 2001 meeting.
Ayes, all; nays, none. Motion carried.
Confirmation of Bills
Commissioner Meyer moved, seconded by Commissioner Boylan, to approve the confirmation of the September 2001 bills.
Ayes, all; nays, none. Motion carried.
Review, with possible action, concerning
the police officer hiring eligibility list and recruitment, and manpower shortage due to military activation orders
for two sworn personnel
Commissioner Meyer moved, seconded by Commissioner Boylan, to start a new recruitment process to establish an eligibility
list that would supplement the existing eligibility list.
Ayes, all; nays, none. Motion carried.
Review, with possible action, strategic planning
initiative for Police Department.
Chief Carpenter will contact Russell Consulting and attempt to schedule the Service to make a presentation at the
regular November 13, 2001, Commission meeting.
Review, with possible action, regarding recodification
of the Administrative Procedures of the Police and Fire Commission
Tabled until the November 13th meeting.
Adjourn into closed session
Commissioner Meyer moved, seconded by Commissioner Fandre, to adjourn into closed session pursuant to secs. 19.85(1)(b)
and (f), Wis. Stats. to consider, with possible action, a grievance regarding assignment of acting sergeants within
the Police Department.

grievance and to articulate the reasons for denial.
