Presentation by Russell Consulting regarding Police Department Strategic Planning Initiative

Jeff and Linda Russell of Russell Consulting presented materials regarding Russell Consulting’s background and experience in strategic planning. Examples of past strategic plans were provided for review by the Commission.

Approval of Minutes

Commissioner Taylor moved, seconded by Commissioner Boylan, to approve the minutes of the October 9th 2001 meeting.

Confirmation of Bills

Commissioner Boylan moved, seconded by Commissioner Taylor, to approve the confirmation of the October 2001 bills.

Ayes, all; nays, none. Motion carried.

Review, with possible action, regarding recodification of Sections 1 through 3.03 of the Administrative Procedures of the Police and Fire Commission

Commissioner Taylor moved, seconded by Commissioner Fandre, to approve Sections 1 through 3.03 of the Administrative Procedures of the Police and Fire Commission with a minor change regarding department training of the Policies.

Ayes, all; nays, none. Motion carried.

Fire Chief’s Report

Chief Barnes reported:

• Monthly statistical reports were discussed.
• Operational and capital budgets were reviewed.
• The Chief briefed the Commission on the status of the turnout gear grant and future federal grants.
• At this time, the Department received 20 qualified applicants. The firefighter physical ability test is scheduled for January 29, 2002.
• The Fire Department participated in "Celebrity Baggers" at County Market on October 13th, 2001. Revenues totaled approximately $4,000 from this event.
• Renovations at the Fire Department are continuing.
• To date there has not been a date set by ISO to do their update.
• A firefighter will be off of work until January 1, 2002 due to a knee injury.
• A firefighter that has been off on sick leave will not return to work.

Commissioner Fandre moved, seconded by Commissioner Boylan, to approve the Fire Chief’s report for October, 2001.

Review recruitment time line for police officer eligibility list

Chief Carpenter briefed the Commission on the recruitment time line.

Police Chief’s Report

Chief Carpenter reported:

• Monthly statistical report was discussed.
• Operational and capital budgets were reviewed.
• The Chief briefed the Commission on Sgt. Lang’s resignation and a conditional offer of employment made to the last remaining applicant on the current eligibility list.
• Chief Carpenter briefed the Commission on the two police officers currently ordered to active duty with the military.
• The 2002 Ford Crown Victoria police squads have been ordered. Ordering before November 30th, 2001 resulted in a $500.00 savings for each of the six squads. Anticipated arrival is in March, 2002.

Commissioner Boylan moved, seconded by Commissioner Taylor, to approve the Police Chief’s report for October, 2001.
