Adjourn into Closed Session
Commissioner Meyer moved, seconded by Commissioner Taylor, to adjourn into closed session pursuant to sec. 19.85(1)(e),
Wis. Stats. for a discussion of labor contract negotiations and an update regarding a grievance within the Fire
Department.
Ayes: Commissioners Judy, Meyer and Taylor.
Nays: None. Motion Carried.
Reconvene into Open Session
Commissioner Taylor moved, seconded by Commissioner Meyer, to reconvene into open session.

Approval of Minutes
Commissioner Meyer moved, seconded by Commissioner Taylor, to approve the minutes of the February 8, 2001 meeting.
Ayes, all; nays, none. Motion carried.
Confirmation of Bills
Commissioner Taylor moved, seconded by Commissioner Meyer, to approve the confirmation of the January and February
2001 bills.
Ayes, all; nays, none. Motion carried.
Fire Chief’s Report
Fire Chief Barnes reported:
Monthly statistical reports were discussed.
Operational and capital budgets were reviewed.
Deputy Chief Koback and Lorna Whalen are currently at the National Fire Academy and will return on March 17th.
Replacement of ceiling tiles at the Fire Department is continuing. The troops are in the process of painting the
supportive metal strips between the ceiling tiles. The Chief is impressed by their self-motivation.
The Chief briefed the Commission on the Fire Bill Grant.
Chief Barnes wrote a letter to President Bush to protest the Federal Government’s withdrawal of grant money for
fire department projects in fiscal year 2002.
The Department has worked on the site plan for the Noel Group hanger at the Stevens Point Airport.
At the April commission meeting the Chief plans to request permission to begin the promotional process for Deputy
Chief.
Commissioner Meyer moved, seconded by Commissioner Taylor, to approve the Fire Chief’s report for February 2001.

Discussion, with possible action, regarding
COPS program Police School Liaison and Dispatcher Grant Expirations and request to make the three positions permanent.
The Chief briefed the Commission in regard to the expiration of the police school liaison and civilian dispatcher
federal grants. The City has an obligation to continue the positions. Discussion followed.
Commissioner Meyer moved, seconded by Commissioner Taylor, to support the recommendations of Chief Carpenter that
the City act to support both the PSL and civilian dispatcher positions and directed the Chief to present the recommendations
to the Common Council for approval.

Police Chief’s Report
Chief Carpenter reported:
Monthly statistical reports for January and February were discussed.
Operational and capital budgets for January and February were reviewed.
On March 28th three WILEAG accreditation assessors will conduct a mock interview at the Police Department.
The Chief briefed the Commission on a COPS technology grant which has become available. With approval by Mayor
Wescott, and the Commission, the Chief will proceed to apply for a grant which would be used to purchase the infrastructure
and necessary squad car equipment for a mobile data computer network.
Governor McCallum signed a proclamation with the Milwaukee County Sheriff in regard to racial profiling. This week
the Chief is attending a training conference and he will be involved in discussions regarding racial profiling.
The Chief will ensure that the Department takes the appropriate action to comply with the Governor’s executive
order on racial profiling.
The Chief will be on vacation from March 19th through March 23rd.
Commissioner Meyer moved, seconded by Commissioner Taylor, to approve the Police Chief’s report for February 2001.

Commissioner Meyer moved, seconded by Commissioner Taylor, to adjourn into closed session pursuant to sec. 19.85(1)(c),
Wis. Stats. for consideration of promotion to the rank of Probationary Sergeant within the Police Department.

Police Sergeant effective March 13th 2001.
