Funeral arrangements for ex-Mayor Scott Schultz were discussed.
Approval of Minutes
Commissioner Fandre moved, seconded by Commissioner Meyer, to approve the minutes of the April 10, 2001 meeting.
Ayes, all; nays, none. Motion carried.
Confirmation of Bills
Commissioner Fandre moved, seconded by Commissioner Meyer, to approve the confirmation of the April 2001 bills.
Ayes, all; nays, none. Motion carried.
Fire Chief’s Report
Fire Chief Barnes reported:
Monthly statistical reports were discussed.
Operational and capital budgets were reviewed.
The Chief briefed the Commission on the federal grant to replace 615 and firefighting turnout gear.
Replacement 605 has arrived.
The Department is looking at purchasing a treadmill.
The Chief had a highly productive meeting with Lt. Kudronowicz, Captain Dowling, a Police Department Dispatcher
and Mike Spencer in which the following topics were discussed:
reducing the amount of routine radio traffic.
increasing dispatches awareness of the Fire Department’s activities at fires.
redesigning emergency phone alerting system for walk-up citizens and between buildings.
streamlining call back system for fires.
Portage County’s fire districting study has discontinued their efforts.
The Chief will be assisting the Marshfield Fire Department on May 29th, 2001 for a promotional evaluation.
The Chief requested the reassignment of a used police staff vehicle to the Fire Department. This will be their
only pool vehicle for staff functions.
The Chief will request the upgrade of Mrs. Whalen’s position to full-time.
The Chief is writing articles for the city newsletter.
A new phone system is being installed at both stations starting Thursday, May 17, 2001.
Personnel reconditioned the skid pump on 605 in anticipation of the new truck. This cost $86.79 in materials.
A pine tree in front of station 1 will be removed.
The Fire Department received two boxes of stuffed toy animals from Mr. John Cieslinski to distribute to the public
during calls.
There was a fire at 918 Michigan Avenue on April 27th.
There was a residential fire at 717 Walker Street on April 26th.
Two separate duckling rescues took place on May 13th and May 15th.
May 15th is National Law Enforcement Day. Flags at the Fire Department will be at half-mast on this day.
On May 19th there will be a heart walk at Schmeeckle Reserve.
On June 3rd there will be a fly-in air show at the Airport. The Department will have a fire engine, an ambulance
and the smoke house at this event.
On June 5th through 7th the 36th annual Wisconsin Arson seminar will take place in Stevens Point.
June 7th is the law enforcement torch run for Special Olympics.
Crazy days will be held July 10th and 11th.
July 27th is the Spud City Mash-ionals car show cruise.
In the months of August and September the Fire Department will participate in the filming of "Healthy Living"
for St. Michael’s Hospital. Topics of discussion will include CO detectors, smoke detectors, EDITH, smoke house
and sprinkler trailer.
The Chief briefed the Commission regarding a pain management study which would be conducted by a neutral party.
The study would cost $3,000. St. Michael’s Hospital is willing to contribute $1,500. Commissioner Judy will forward
a letter to Mayor Wescott conveying the importance of the study and asking for support from the City.
Commissioner Boylan moved, seconded by Commissioner Fandre, to approve the Fire Chief’s report for April 2001.

City Contractual Rate of Pay for Police Officer
Services
Commissioner Taylor moved, seconded by Commissioner Boylan, to approve the contractual rate of pay for police officer
services as presented.
Ayes, all; nays, none. Motion carried.
Police Chief’s Report
Chief Carpenter reported:
Monthly statistical report was discussed.
Operational and capital budgets were reviewed.
On May 12th forty-nine applicants took the entry level exam for the position of police officer. The test results
will be received in approximately two weeks. The Department will proceed to the next step of the recruitment process
thereafter.
On May 14th the Chief and Records Administrator Helen Lee appeared before the Accreditation Board. The Board voted
unanimously that the Stevens Point Police Department be law enforcement accredited. The Department will be recognized
for the accomplishment by the Attorney General at the A.G’s Conference on May 24, 2001 in Milwaukee.
Commissioner Fandre moved, seconded by Commissioner Taylor, to approve the Police Chief’s report for April 2001.

Election of Commission Officers
Commissioner Fandre moved, seconded by Commissioner Meyer, to nominate Commissioner Judy as president.

Review, with possible action, regarding recodification
of the Administrative Procedures of the Police and Fire Commission
Commissioners were asked to review the current Administrative Procedures and submit any changes. This will be an
agenda item at the next meeting.
