Approval of Minutes
Commissioner Fandre moved, seconded by Commissioner Taylor, to approve the minutes of the May 15, 2001 meeting.
Ayes, all; nays, none. Motion carried.
Confirmation of Bills
Commissioner Boylan moved, seconded by Commissioner Fandre, to approve the confirmation of the May 2001 bills.
Ayes, all; nays, none. Motion carried.
Fire Chief’s Report
Fire Chief Barnes reported:
Monthly statistical reports were discussed.
Operational and capital budgets were reviewed.
The Chief briefed the Commission on the federal grant to replace 615 and firefighting turnout gear.
The Chief thanked the Commission and Mayor Wescott for funding the pain management study.
Investigating a method of administering new entry level physical ability exam.
The Chief is preparing the examination process for Deputy Fire Chief.
A bicycle paramedic program for special events is in the evaluation process.
The Ice Angel will be returning to Minnesota for an evaluation and engine oil leak repair.
The June 3rd fly-in air show was a success. An unofficial estimate of 2000 attendees.
On June 5th the Chief and Captain Dowling acted as color guard and welcoming committee for the 36th Annual Wisconsin
Arson seminar at the Holiday Inn. An estimated 350 people attended.
On June 7th the Fire Department raised a flag for the Special Olympic opening ceremonies.
Executive staff will be developing a manning plan for predicted dangerous weather events.
The Department is developing a recommendation to establish a city ordinance to address fire lanes.
The Chief has applied to the Portage County Leadership Institute.
The operational budget is due to the City Treasurer’s office by July 31st. The Chief will address this subject
next month.
Riverfront Rendezvous will be held from June 29th through July 1st.
Crazy Days will be July 10th and 11th.
July 27th is the Spud City Mash-ionals car show cruise.
In the months of August and September the Fire Department will participate in the filming of "Healthy Living"
for St. Michael’s Hospital. Topics of discussion will include CO detectors, smoke detectors, EDITH, smoke house
and sprinkler trailer.
Commissioner Boylan moved, seconded by Commissioner Fandre, to approve the Fire Chief’s report for May 2001.

Police Chief’s Report
Chief Carpenter reported:
Monthly statistical report was discussed.
Operational and capital budgets were reviewed.
Calls for police service were high during the month of May.
Bicycle contacts are not as high as the Chief would like to see considering the need for safety awareness. Enforcement
initiative is being addressed.
The Chief distributed an updated organizational chart dated June 4th, 2001.
Sgt. Ron Carlson attended "Kids Police Baseball Card Day" on June 3rd at Miller Park in Milwaukee.
Captain Dowling recently graduated from the Portage County Leadership Institute. Records Administrator Helen Lee
and Captain Linda Daubert graduated from the program previously. Lt. Kevin Ruder is scheduled to participate in
the next session.
The Chief displayed the WILEAG Accreditation plaque which will be displayed in the Department.
Six of twenty-eight police officer recruitment applicants have returned the required supplemental application packet.
Interviews at the Department level will be conducted during the week of July 9th by Captain Daubert, Lt. Kudronowicz
and Sgt. Carlson.
The Chief updated the Commission regarding the very successful junior high school police liaison program. The Federal
COPS grant expires on June 30th 2002. Under the current grant the School Board and the City cost share the required
25% hard match. When the grant expires federal funding will end, therefore if the community desires to continue
the program, necessary funds will have to be budgeted. The School Board passed a motion, on a vote of 7 to 1, to
cost share the program with the City Police Department, by splitting the cost for wages and fringe benefits for
two officers equally during the period July 1, 2002 through June 30, 2003. The School Board’s Personnel Committee
will contact Chief Carpenter in the future to discuss funding beyond June 30, 2003.
Commissioner Fandre moved, seconded by Commissioner Taylor, to approve the Police Chief’s report for May 2001.
