President Judy called the meeting to order at 4:31 p.m. President Judy requested that the agenda be amended to
hold closed session immediately following roll call. Hearing no objections, following roll call closed session
was held.
Adjourn into closed session pursuant sec.
19.85(1)(e), Wis. Stats., for a discussion regarding Fire Department labor contract negotiations.

Approval of Minutes
Commissioner Fandre moved, seconded by Commissioner Meyer, to approve the minutes of the June 12, 2001 meeting.

Confirmation of Bills
Commissioner Boylan moved, seconded by Commissioner Fandre, to approve the confirmation of the June 2001 Police
Department bills.
Ayes, all; nays, none. Motion carried.
Discussion regarding Police Department and
Fire Department capital improvement budget requests for 2002 and beyond
A review and short discussion was held regarding capital improvement budget requests submitted to the Comptroller
by the Police and Fire Departments.
Fire Chief’s Report
Fire Chief Barnes reported:
Monthly statistical reports were discussed.
Operational and capital budgets were reviewed.
The Chief briefed the Commission on the federal grant to replace 615 and firefighting turnout gear.
The Ice Angel will be returning to Minnesota for an evaluation and engine oil leak repair.
A request to increase Mrs. Whalen’s hours to full-time was submitted to Mayor Wescott.
The new brush truck is being outfitted in Plover and will soon be ready for use.
The bicycle paramedic program utilized at Riverfront Rendezvous was a huge success.
The operational budget format will change.
The Chief met with the Fire Chief from LaCrosse regarding the entry level firefighting exam process. The LaCrosse
FD is willing to assist the Stevens Point FD at a cost of approximately $2,000. This amount would be for overtime
of their personnel to train SPFD personnel in the use of the equipment. Applicants will be trained and tested six
weeks after training. A preliminary pool of qualified applicants will then be established.
Deputy Chief Koback is still off on workers compensation.
Motor Pump Operator Glenn Dobbe is potentially on extended sick leave.
Commissioner Boylan moved, seconded by Commissioner Meyer, to approve the Fire Chief’s report for June 2001.

Police Chief’s Report
Chief Carpenter reported:
Monthly statistical report was discussed.
Operational and capital budgets were reviewed.
The 2001 time line for police officer recruitment was discussed. Twenty-three applicants were notified to participate
in first round interviews this week.
Sgt. Kurt Helminiak resigned effective July 5, 2001.
Habush, Habush, Davis & Rottier donated 200 child bicycle safety helmets. The helmets were distributed at Crazy
Days.
Commissioner Fandre moved, seconded by Commissioner Meyer, to approve the Police Chief’s report for June 2001.
