Approval of Minutes
Commissioner Fandre moved, seconded by Commissioner Boylan, to approve the minutes of the August 15th 2001 meeting.
Ayes, all; nays, none. Motion carried.
Confirmation of Bills
Commissioner Fandre moved, seconded by Commissioner Taylor, to approve the confirmation of the August 2001 bills.
Ayes, all; nays, none. Motion carried.
Discussion, with possible action, regarding
Mutual Aid Agreement with State DNR
Commissioner Taylor moved, seconded by Fandre, to approve the Mutual Aid Agreement as presented.
Ayes, all; nays, none. Motion carried.
Donations
Commissioner Boylan moved, seconded by Commissioner Fandre, to approve the following:
$9,794.00 from Sentry Insurance to equip and train a high angle rescue team.
Six (6) used tires from Steenberg Homes for the Smoke House.
Ayes, all; nays, none. Motion carried.
Fire Chief’s Report
Chief Barnes reported:
Monthly statistical reports were discussed.
Operational and capital budgets were reviewed.
The Chief received verbal confirmation the SPFD will receive a federal grant in the amount of $41,050.00 to replace
personal protective equipment (also known as turn out gear).
The request to increase the Confidential Secretary’s hours from three-quarter time to full-time was supported by
the Mayor and also by the Personnel Committee at its meeting on Monday, September 10th.
The Department passed the annual State Department of Commerce 2% dues inspection.
The Department passed the annual UST/AST state inspection.
Commissioner Fandre moved, seconded by Commissioner Boylan, to approve the Fire Chief’s report for August 2001.

Police Chief’s Report
Chief Carpenter reported:
Monthly statistical report was discussed.
Operational and capital budgets were reviewed.
Members of the Management Team met with Mr. Jeff Russell of Russell Consultants on Monday, September 10th 2001
regarding P.D. strategic planning. Mr. Russell is interested in providing the Department with a proposal and an
estimate of costs to provide this service. The Chief will keep the Commission briefed.
Within the past several weeks the city conducted meetings with downtown business owners. During the course of these
meetings several issues were presented to the Chief through Mayor Wescott and Alderperson Sevenich. A topic discussed
was vandalism, which includes broken glass located on business premises, skateboard damage and graffiti on buildings.
The Police Department conducted a survey of the downtown areas to note vandalism or graffiti on any building. Building
owners will be contacted to problem solve these issues.
Pacelli Panacea was a success. There was a major parking problem. The P.D. issued 196 parking tickets. 154 of these
tickets were on complaints issued on private property.
At its Monday meeting the Personnel Committee supported funding the Federal Grant limited term employee police
dispatcher position to permanent status.
At its Monday meeting the Public Protection Committee addressed deer harvest issues within the City. The Chief
recommended that law enforcement not be involved in any harvest process.
Commissioner Fandre moved, seconded by Commissioner Taylor, to approve the Police Chief’s report for August 2001.

Commissioner Taylor moved, seconded by Commissioner Fandre, to adjourn into closed session pursuant to secs. 19.85(1)(c),
Wis. Stats. for police officer candidate interviews.

Commissioner Fandre moved, seconded by Commissioner Taylor, to establish an eligibility list for the position of
police officer to include both candidates who were interviewed this date and that the Chief of Police proceed to
hire one candidate to fill the existing vacancy.
