Police Captain Daubert said this request was tabled last month because the Police Department would like to further
study the parade route and work out other issues with the parade sponsors. The Traffic Coordinator is looking at
it now.
Ald. Sevenich moved, Ald. Walther seconded, to approve the parade request for the Zor and Tripoli Shrines on Saturday,
June 30, 2001, starting at 4:00 P.M.
Ayes, all; nays, none. Motion carried.

Brakes (Jake Brakes) in the City of Stevens Point.
Ald. Moore moved, Ald. Sevenich seconded, to postpone action on this request until next month’s meeting.
Ayes, all; nays, none. Motion carried.
4. Snow/Ice Removal Appeal - 609 Bukolt Avenue.
The appellant, Sean Houlihan was present at the meeting. He said he shoveled whenever it snowed and put down salt
throughout the winter.
Pictures of the sidewalk condition for 601 and 609 Bukolt Avenue were shown to the committee members.
Community Development Director Gardner stated the Inspection Department normally takes before and after pictures
of the sidewalk. The picture for 609 Bukolt did not turn out. He said both the inspectors received complaints on
that block and both sidewalks were in bad condition.
Inspector Curless memo stated that following a complaint received on March 6, 2001, Inspector Benzmiller and himself
inspected the sidewalk at 609 Bukolt Avenue. Both the inspectors found the sidewalk to be ice covered and slippery.
The inspectors then ordered the snow/ice removal contractor to sand the icy sidewalk.
Mr. Houlihan thinks the condition of the sidewalk at 601 Bukolt Avenue is in worse condition than his. He said
he was not sure if the contractor just did his sidewalk because the contractor was already at 601 Bukolt.
Chairman Phillips said the contractor would not have sanded the sidewalk if it was not necessary.
Ald. Molski said it is a lot easier when there are pictures. The pictures actually show the condition of the sidewalks
at that time.
Ald. Sevenich moved, Ald. Phillips seconded, to deny the snow/ice removal appeal for 609 Bukolt Avenue.
Chairman Phillips said it is the responsibility of the homeowner to shovel and sand the sidewalk when it is needed.
Mr. Houlihan said he has lived in the City for many years and he did everything the best he could.
Ald. Seiser asked if there is no proof, shouldn’t we go by what the property owner said that he is trying to keep
up with the shoveling and salting of his sidewalk?
Chairman Phillips said the memo from Inspector Curless stated that they found the sidewalk to be ice covered and
slippery so they ordered the snow/ice removal contractor to sand the icy sidewalk.
Ald. Rackow said this matter, just like grass/weed cutting and parking on the lawn, are matters that city inspectors
check when there is a complaint. Some streets get more traffic than others and a lot more people see it. Bukolt
Avenue has a fair amount of traffic and gets seen by more people and therefore gets more complaints, the alderman
said.
Ald. Molski said it is unfortunate that salt does not work on the ice sometimes in some weather conditions. She
said the City hires these inspectors and we have to back them up. She did not think the inspectors will issue an
order if it is not needed.
Ald. Sevenich said the inspectors are very fair.
Ald. Moore said the inspectors received complaints but did not have a specific address. Since the inspectors were
using a polaroid camera, they could have taken another picture when the first picture did not turn out. The alderman
did not think it is fair to just show pictures taken after the fact.
Ayes: Sevenich, Molski, Phillips.
Nays: Moore, Walther. Motion carried.
5. Stevens Point Police Department Report.
Captain Daubert informed the Committee about the Police Department’s meeting with the manager of Bruiser’s regarding
fake ID cards and how together they could better deal with these fake ID cards. This is not just for Bruiser’s.
This is also happening in other establishments. In the past, these establishments were confiscating these fake
ID cards themselves and nothing would become of it. The repeaters would again show up with another fake ID card.
The Police Department advised these establishments to give the Police Department a call and give a description
of the person with a fake ID card. The Police Department will then investigate and see if an arrest and conviction
can be made.
Since the meeting, the Police Department has made a couple of arrests already.
6. Inspection Report.
Ald. Molski moved, Ald. Moore seconded, to accept the Inspection Report and place it on file.
Ayes, all; nays, none. Motion carried.
