PUBLIC PROTECTION COMMITTEE
Monday, July 9, 2001 - 6:00 P. M.
City Water Department - 300 Bliss Avenue


Present: Chairman Phillips, Alderpersons Sevenich, Walther, Seiser, Sowieja

Also Present: Mayor Wescott, City Attorney Molepske, Comptroller-Treasurer Schlice, Clerk Zdroik, Directors Disher, Gardner, Schrader, Van Alstine; Alderpersons Filipiak, Barr, Rackow, Molski, Nealis, Moore; Police Captain Dowling, Mayoral Assistant Molepske, Paul Chronis (Journal), Gene Kemmeter (Portage County Gazette), Scott Krueger (WIZD)

1. License list.

Ald. Seiser moved, Ald. Walther seconded, for approval of the new operator’s/bartender’s (provisional) license, renewal operator’s/bartender’s license, manager’s license, renewal of "Class B" combination license, temporary Class "B"/ "Class B" retailer’s license.

Ayes, all; nays, none. Motion carried.

2. Truck cruise - Trucking Buddies Club - Saturday, August 11, 2001.

Police Captain Dowling said the Police Department does not anticipate any problem with this event. As has been in the past, the club members are being asked to provide the necessary volunteers to staff the intersections. Orientation and orange vests will be provided by the Police Department.

Ald. Sowieja moved, Ald. Sevenich seconded, to approve the cruise route for the Trucking Buddies Club on Saturday, August 11, 2001, starting at 6:30 P.M.

Ayes, all; nays, none. Motion carried.

3. Request to close a portion of Reserve Street from Portage Street to Briggs Street -
UW-SP Centertainment Productions pizza tasting contest on Tuesday, September 11, 2001, from 5:00 P.M. to 8:00 P.M.

This annual event has been held in front of the University Center the last few years. That portion of Reserve Street will be barricaded by the University to accommodate hundreds of students enjoying the pizza tasting contest.

Tara Meise, Issues and Ideas Coordinator, UW-SP Centertainment Productions asked that the starting time be changed from 5:00 P.M. to 12:00 noon and will go until 8:00 P.M.

Ald. Seiser moved, Ald. Sevenich seconded, to approve the request to block off a portion of Reserve Street between Portage Street and Briggs Street in front of the University Center for the UW-SP Annual Pizza Tasting Contest on Tuesday, September 11, 2001, from 12:00 noon to 8:00 P.M.

Clerk Zdroik noted that since there is a different person doing this request every year, it is probably a good idea to remind the event organizers about the contingencies in approving this request: (a) the City is requesting that there be no non-removable structures placed on that portion of Reserve Street to be closed, in case of emergency, and (b) that there be no alcoholic beverages served in the area.

4. Request to serve beer - Goerke Field - Spud Bowl - Saturday, September 15, 2001, from 4:00 P.M. until 7:00 P.M.

Captain Dowling stated this event has been held in the past several years and there were no problems.

Ald. Sevenich moved, Ald. Walther seconded, to approve the request to serve beer at Goerke Field for the annual Spud Bowl event on Saturday, September 15, 2001, from 4:00 P.M. until 7:00 P.M.

Ayes, all; nays, none. Motion carried.

5. Request to extend premises:

A. Hilltop Pub & Grill Restaurant - Monday, August 6, 2001, Anniversary
Celebration.

This is an annual event that involves the serving of food and drinks during their anniversary celebration. It is also the owner’s intent to hire a band to play during the event.

Ald. Sevenich asked if the motel operators next door were made aware of the celebration.

Mike Mitchell, owner of the Hilltop Pub & Grill Restaurant said he has not informed the motel operators of the event. He went on to say that his establishment has a good relationship with the motel and he sees no problem getting a signed statement from the motel operators indicating their approval of this celebration.

Ald. Seiser feels there is no need for that letter from the motel operators.

Chairman Phillips would like to hear from the Mitchells before the Common Council meeting on Monday, July 16, 2001.

B. Partner’s Pub - Saturday, October 6, 2001, UW-SP Homecoming.

Captain Dowling stated this request is similar to the one presented last year. It is a clean operation and the Police Department recommends approval of the extension of the licensed premises for Partner’s Pub.

Ald. Walther moved, Ald. Sowieja seconded, for approval of the requests to extend the licensed premises for Hilltop Pub and Grill Restaurant on Monday, August 6, 2001, with the event ending promptly at 11:00 P.M., and to approve the request to extend the licensed premises for Partner’s Pub for Saturday, October 6, 2001, from 11:00 A.M. to 7:00 P.M. for the UW-SP Homecoming.

Ayes, all; nays, none. Motion carried.

6. Request to close a portion of Pine Street between Brawley Street and Wisconsin Street on Saturday, August 4, 2001, for a block party.

Ald. Nealis stated this request came from one of his constituents. This is a friendly neighborhood party and he sees no problem closing that portion of Pine Street between Brawley Street and Wisconsin Street. The Alderman is asking that the residents in that block be notified and that barricades be provided by the Streets Department for the event.

Ald. Seiser moved, Ald. Sowieja seconded, to approve the request to close a portion of Pine Street between Brawley Street and Wisconsin Street on Saturday, August 4, 2001, for a block party from 5:00 P.M. to 8:00 P.M.

Ayes, all; nays, none. Motion carried.

7. Ordinance - amending Section 9 - Enforcement of Parking Ticket Citations.

Ald. Walther moved, Ald. Seiser seconded, to postpone this agenda item until the August 13, 2001, Public Protection meeting.

Ayes, all; nays, none. Motion carried.

8. Ordinance - Bond Schedule - Prohibited Use of Compression Brakes.

Captain Dowling noted this is consistent with all the fines concerning noise ordinance in the City.

Chairman Phillips asked what the total fine is for the violation of the prohibited use of compression brakes.

Captain Dowling said $40.00 plus court costs which will total approximately $138.20.

Ald. Sevenich moved, Ald. Walther seconded, for the approval of the ordinance.

Ayes, all; nays, none. Motion carried.

9. Inspection Report.

Ald. Sevenich moved, Ald. Sowieja seconded, to accept the June 2001 Inspection Report and place it on file.

Ayes, all; nays, none. Motion carried.
