1. License list.
Ald. Walther moved, Ald. Sowieja seconded, for approval of the new operator’s/bartender’s (provisional) license,
renewal operator’s/bartender’s license, manager’s license, temporary Class "B"/"Class B" retailer’s
license except the recommended rejection of operator license application.
Ayes, all; nays, none. Motion carried.
Recommended Rejection
Ald. Seiser does not feel a conviction over two years old is a good enough reason to reject Sarah A. Niday’s operator
license application.
Police Captain Dowling would not oppose if the committee should determine to issue the operator license for Sarah
A. Niday.
Chairman Phillips reviewed the list of requirements an applicant must meet before an operator/bartender or manager
license is approved.
Ald. Seiser supports approving Sarah’s operator license application since the violation was over two years ago.
Ald. Sevenich does not support the approval of Sarah’s operator license. The main reason why the list of requirements
was established was to be consistent when denying license applications.
Ald. Walther agrees with Ald. Sevenich.
Ald. Walther moved, Ald Sevenich seconded, to deny the application for operator’s/bartender’s license for Sarah
A. Niday.
Ald. Filipiak thinks the requirement of only six months for an OWI conviction is not a sufficient length of time.
Chairman Phillips stated all operator/bartender and manager license applicants read the list of requirements before
applying for the license.
Ald. Nealis believes alcohol and marijuana convictions should have the same number of years before the applicant
would be approved for a license.
Sarah A. Niday - arrived late.
Sarah Niday said she is trying to straighten her life out. Ms. Niday has a two-year old child and depends on the
operator license for her job which is her only source of income.
Ald. Sowieja said based on the situation, we need to be compassionate.
Ald. Seiser feels it is important for an applicant who has been rejected to appear before the committee. The alderperson
thanked Sarah for attending the Public Protection meeting.
Roll Call: Ayes: Chairman Phillips, Ald. Walther, Sevenich.
Nays: Ald. Sowieja, Seiser.

starting at 10:00 A.M.

Director Gardner stated July was an exceptional month for development in the City.
Chairman Phillips asked if an Inspector is out on a call and observes another violation at a different location,
will the Inspector also report that violation?
Director Gardner said, yes. The Director gave an example of a situation that occurred earlier this year.
Ald. Sevenich moved, Ald. Walther seconded, to accept the July 2001 Inspection Report and place it on file.
