AND CITY PLAN COMMISSION
Wednesday, July 11, 2001 6:00 p.m.

INFORMATIONAL PRESENTATION ON HIGHWAY 10
FROM MAPLE BLUFF ROAD TO MINNESOTA AVENUE

1. INFORMATIONAL PRESENTATION ON HIGHWAY 10 FROM MAPLE BLUFF ROAD TO MINNESOTA AVENUE

Chairman Wescott called the meeting to order and introduced Gary Metzer of WI-DOT.

Gary Metzer reviewed the background as to how we got to this point with the Citizens Advisory Committee.

Brian Smits, representing SEH, presented a preliminary design of Highway 10 starting at Minnesota Avenue and ending at Maple Bluff Road. City approvals are needed for the following:

- Ridge Road cul-de-sac
- Closing of Soo Marie Ave. south of Main St.
- Two-way Iverson Park entrance
- Texas Ave. driveway opening to Len Dudas lot
- Sprinkler grass medians

The committee/commissioners had the following comments/concerns:

- Detour planning during construction
- Closing Soo Marie Ave. south of Hwy. 10
- Not enough stacking distance Clark/Frontenac/Hwy. 10
- Right-in, right-out at Iverson Park
- Two-way entrance drive to Iverson Park
- Closing Ridge Road
- Right-in, right-out, at Girl Scout lodge driveway
- Dual lefts to Country Club and Country Club narrows to one lane
- Make speed limit consistent - all 25 m.p.h.

Directors Schrader, Gardner, and Van Alstine commented on the proposed design. We support the majority of recommendations. Staff has worked very well with SEH and DOT and resolved most issues. We still have concerns with the following:

1. We do not support the opening of a driveway between Dudas Motors and Texas Ave. The city dropped a proposed extension of Texas Ave. with Main St. We think the proposed connection is contrary to that action and would result in a "short cut" to Highway 10 and be detrimental to the area.

2. We do not support the cul-de-sac at Ridge Road. Staff may be able to accept a right-in-right-out connection at Ridge similar to suggested at Sunrise. Staff is also suggesting a pedestrian crossing marking at the intersection to accommodate a re-route of the Green Circle trail. Smits said that is already in the plan.

3. We do not support a 2-way drive into Iverson. We do not think the access road is wide enough and would not be very functional in light of the DOT recommendation that no left turn be allowed from the Iverson Park entrance west to the Main St.

4. DOT proposed to "improve lighting" in the Plover River Valley. We would like to see that lighting be kept reasonable and not result in over-lighting the area.

5. The turn lane at Hilltop may result in the bike path being squeezed too tightly between Highway 10 and the Hilltop deck structure. Smits said they have looked closer at the matter and have stated there would be 2 feet of space between the curb and bike path, 8 feet of bike path, and 2 feet of space to the deck structure.

6. Staff was pleased to learn tonight that DOT is looking at widening the culvert on Maple Bluff at the Target entrance. That narrowing of Maple Bluff is a danger to pedestrians/bikers. The Town of Hull has agreed to widen Old Highway 18 to accommodate pedestrians/bikers. This will become part of an overall system.
