2. Salute to the flag and Mayor's opening remarks.

Mayor Wescott reported that Ald. Nealis' brother had passed away suddenly today. The Mayor asked that everyone take a moment of silence and to keep Ald. Nealis and his family in our thoughts.

3. Approval of the minutes of the Regular Common Council meeting of October 21, 2002.
Ald. Phillips moved, Ald. Moore seconded, for approval of the regular Common Council minutes of October 21, 2002.

Roll Call: Ayes all.
Nays none. Motion carried.

5. Transportation Commission meeting of October 15, 2002.

Ald. Walther moved, Ald. Rackow seconded, for approval of the Transportation Commission minutes of October 15, 2002.

Ald. Walther pointed out the increase in the ridership and revenue on the Quarterly Report.

Ald. Seiser commented on the request from Chancellor George reference the university using bus passes and is hopeful in the future something can be worked out with the university.

6. Finance Committee meeting of November 11, 2002.

Ald. Barr moved, Ald. Molski seconded, for approval of the Finance Committee minutes of November 11, 2002.

Roll Call: Ayes: Ald. Moore, Phillips, Molski, Rackow, Barr, Sowieja, Seiser, Filipiak, Walther, Sevenich.
Nays: None. Motion carried.

7. Presentation on Transportation Development Plan - Mr. Ed Abrams of Abrams-Cherwony & Associates.

Ald. Walther introduced Mr. Ed Abrams of Abrams-Cherwony & Associates.

Mr. Abrams gave a brief presentation on what a TDP is and what his firm will be doing in Stevens Point. Mr. Abrams stated his firm is based in Philadelphia since 1981. The members of Abrams-Cherwony & Associates will ride the buses and survey the riders. Walk-in public meetings will be conducted where community members can talk about the transit service. Information on the community will be gathered. The firm members will meet with the community leaders as well. This will be a study that the whole community will be informed about. The study results will be completed by June, 2003. It will be a five-year program of improvements.

Ald. Seiser asked if the scope of study stops the city limits or if the study will go beyond the city limits?

Mr. Abrams stated the study will cover the whole regional area.

8. Plan Commission meeting of November 4, 2002.

Ald. Rackow moved, Ald. Sowieja seconded, for approval of the Plan Commission minutes of November 4, 2002.

Roll Call: Ayes all.
Nays none. Motion carried.

9. Public hearing - request of Wisconsin Public Service Corporation to construct a utility structure at the southwest corner of Wilshire Drive at I-39, as a Conditional Use, was declared open by the Mayor.

As no one wished to speak, the Mayor declared the public hearing closed.

10. Resolution on the above.

Ald. Sowieja moved, Ald. Barr seconded, for adoption of the resolution.

Roll Call: Ayes: Ald. Moore, Phillips, Molski, Rackow, Barr, Sowieja, Seiser, Filipiak, Walther, Sevenich.
Nays: None. Motion carried.

11. Public hearing - amending Section 23.02(4)(d)1.1 of the Wireless Communication Towers Ordinance, was declared open by the Mayor.

As no one wished to speak, the Mayor declared the public hearing closed.

13. Resolution - request of Nick Corgiat, 167 Division Street North, to construct and operate a car wash, as a Conditional Use.

Mike Kunesh, 3400 N. Durkee Street, briefly reviewed the noise and acoustic issues that were discussed last month. Mr. Kunesh pointed out the fact in the Police Chief's memo that this intersection is less frustrating than the southern-most intersection, probably due to the fact it does not serve a large parking area. There were no reportable vehicle crash reports during the years 2000, 2001 and 2002. The projected amount of vehicles per day from the car wash is 100 to 125 vehicles which is only one vehicle every 7.5 minutes at this intersection. Mr. Kunesh stated the developer is a reputable businessman who understands the value of serving and keeping a customer.

Andrew Schroepfer, 159 Division Street North, stated traffic is horrendous at this intersection. The noise from the car wash will echo between the buildings and disturb the hotel guests.

Ron Zimmerman, Director of Schmeeckle Reserve, is concerned if incidental overflow from the car wash will flow into the Schmeeckle Reserve.

Ald. Moore moved, Ald. Seiser seconded, to deny the resolution - request of Nick Corgiat, 167 Division Street North, to construct and operate a car wash as a conditional use.

Ald. Sowieja's opinion is the car wash is probably the best use for a commercial lot of this size. The alderman suggested placing a condition that the owner make sure the driveway is properly salted and sanded.

14. Public Protection Committee meeting of November 11, 2002.

Ald. Phillips moved, Ald. Filipiak seconded, for approval of the Public Protection Committee minutes of November 11, 2002.

Roll Call: Ayes all.
Nays none. Motion carried.

15. Personnel Committee meeting of November 11, 2002.

Ald. Rackow moved, Ald. Molski seconded, for approval of the Personnel Committee minutes of November 11, 2002.

Roll Call: Ayes: Ald. Moore, Phillips, Molski, Rackow, Barr, Sowieja, Seiser, Filipiak, Walther, Sevenich.
Nays: None. Motion carried.

16. Ordinance - Mayor's Salary.

Ald. Rackow moved, Ald. Barr seconded, that the ordinance concerning the salary for the office of Mayor be amended to read as follows:
Commencing April 22, 2003 - $58,513.74 (Increased by 1.5%)
Commencing April 20, 2004 - $59,391.45 (Increased by 1.5%)
Commencing April 19, 2005 - $60,579.28 (Increased by 2%)
Commencing April 18, 2006 - $62,396.66 (Increased by 3%)

Ald. Filipiak liked the original recommendation of 0% increase for the year 2004. It is a nice statement that our leader of the community say with the budget crunch, the Mayor will hold steady on the amount of his salary.

Ald. Molski agrees with the amended increases for the office of Mayor.

17. Board of Public Works meeting of November 11, 2002.

Ald. Sowieja moved, Ald. Seiser seconded, for approval of the Board of Public Works minutes of November 11, 2002, with item #3 pulled for further discussion.

Roll Call: Ayes: Ald. Moore, Phillips, Molski, Rackow, Barr, Sowieja, Seiser, Filipiak, Walther, Sevenich.
Nays: None. Motion carried.

Ald. Sowieja moved, Ald. Seiser seconded, to amend the motion from the Board of Public Works to also permit antlered deer to be harvested in the 10th District Bow Hunting area.

Ald. Sowieja said the reason he is making this motion is the fact that just because you are hunting antlered deer does not mean these deer will move out of the area. Any deer eliminated in the City will be beneficial due to the fact taxpayer dollars will not be spent on trying to decrease the deer population in the City.

Ald. Rackow noted Director Van Alstine's report stated the first year the City allowed antlered deer to be harvested, there were too many hunters for the small area. The hunters ended up chasing the deer into the residential areas.

Ald. Phillips moved, Ald. Moore seconded, to approve item #3 - 10th District Bow Hunting as stated in the Board of Public Works minutes of November 11, 2002.

Roll Call: Ayes all.
Nays none. Motion carried.

18. Ordinance - Traffic:

Ald. Sowieja moved, Ald. Sevenich seconded, for adoption of the traffic ordinance.

Roll Call: Ayes: Ald. Moore, Phillips, Molski, Rackow, Barr, Sowieja, Seiser, Filipiak, Walther, Sevenich.
Nays: None. Motion carried.

19. Reports:

Comptroller-Treasurer's report - September 2002.
Police and Fire Commission meeting of November 12, 2002.

Ald. Molski moved, Ald. Seiser seconded, to accept the reports and place them on file with the exception of item #3(f) of the Police and Fire Commission minutes of November 12, 2002.

Roll Call: Ayes all.
Nays none. Motion carried.

Ald. Molski believes any changes to benefits or salaries should come before the Personnel Committee and then to the Council. The alderperson does not believe the Police and Fire Commission has the authority to act on benefits and salaries without the Personnel Committee's input.

City Attorney Molepske said that is correct, it is a personnel matter. The City sets the salary and provides the benefit program.

Ald. Molski moved, Ald. Phillips seconded, to return item #3(f) of the Police and Fire Commission minutes of November 12, 2002, to the December Personnel Committee meeting.

Roll Call: Ayes: Ald. Sevenich, Walther, Filipiak, Seiser, Sowieja, Barr, Rackow, Molski, Phillips, Moore.
Nays: None. Motion carried.

20. Persons who wish to address the mayor and council for up to three (3) minutes on non-agenda item.

Bonnie Beverstock, 425 Bukolt Avenue, is a member of a group of concerned citizens of Stevens Point opposing the war with Iraq. Stevens Point is a wonderful place to live, work and raise our children. Some communities have passed resolutions in support of peaceful and diplomatic methods of solving problems in the Middle East.

Eric McGinley, 2216A Division Street, also addressed his concerns on the world situation and our role as Americans.
