2. Salute to the flag and Mayor's opening remarks.

Mayor Wescott noted in two weeks, school will be back in session.

Mayor Wescott reminded everyone the Primary Election is Tuesday, September 10, 2002. Absentee ballots for City of Stevens Point residents are available at the City Clerk's office.

Mayor Wescott invited the community to join the Stevens Point Police and Fire Departments in a special remembrance ceremony that will be held at 8:45 A.M. on September 11, 2002, at the Fire Station.


3. Approval of the minutes of the Regular Common Council meeting of July 15, 2002, and Special Common Council meeting of August 12, 2002.

Ald. Phillips moved, Ald. Barr seconded, for approval of the regular Common Council minutes of July 15, 2002, and the Special Common Council minutes of August 12, 2002.

Roll Call: Ayes all.
Nays none. Motion carried.

4. *Persons who wish to address the mayor and council on specific agenda items other than a "Public Hearing" must register their request at this time. Those who wish to address the Common Council during a "Public Hearing" are not required to identify themselves until the "Public Hearing" is declared open by the Mayor.

5. Public hearing - amending zoning ordinance which would classify 4016, 4024, and 4034 Kennedy Drive as "R-2" Single Family Zoning, was declared open by the Mayor.

As no one wished to speak, the Mayor declared the public hearing closed.


6. Ordinance on the above.

Ald. Molski moved, Ald. Sowieja seconded, for adoption of the ordinance.

Roll Call: Ayes: Ald. Sevenich, Walther, Filipiak, Seiser, Sowieja, Barr, Rackow, Molski, Nealis, Phillips, Moore.
Nays: None. Motion carried.

7. Public Protection Committee meeting of August 12, 2002.

Ald. Phillips moved, Ald. Moore seconded, for approval of the Public Protection Committee minutes of August 12, 2002.

Roll Call: Ayes all.
Nays none. Motion carried.


8. Board of Public Works meeting of August 12, 2002.

Ald. Nealis moved, Ald. Sowieja seconded, for approval of the Board of Public Works minutes of August 12, 2002.

Roll Call: Ayes: Ald. Moore, Phillips, Nealis, Molski, Rackow, Barr, Sowieja, Seiser, Filipiak, Walther, Sevenich.
Nays: None. Motion carried.


9. Public hearing - replacement of sanitary sewer laterals for properties fronting upon both sides of Reserve, Fremont and Chase Streets from Clark Street to Main Street, was declared open by the Mayor.

As no one wished to speak, the Mayor declared the public hearing closed.

Ald. Walther moved, Ald. Seiser seconded, for adoption of the final resolution.

11. Preliminary Resolution - bituminous surfacing on properties fronting upon both sides of an alley between Smith Street and Prentice Street from Franklin Street to Fourth Avenue.

Ald. Sevenich said currently, the alley is sand and gravel with a lot of potholes. The intention of this petition was to improve the alley so it would be safer and more accessible. The original petition had 10 out of the 17 property owners who signed the petition to blacktop the alley which is 59% in favor of the project. As of August 17, 2002, there were 12 out of the 17 property owners who signed the petition which is 71% in favor of the project. The property owners that signed the petition make up a total footage of 795.24 out of the 1154.28 total footage.

Ald. Sevenich moved, Ald. Molski seconded, for approval of the preliminary resolution.

Ald. Nealis stated after inspecting the alley, he feels this will be a good improvement to the alley.

Nays: None. Motion carried.

13. Special Board of Public Works meeting of August 19, 2002.

Clerk Zdroik read the minutes of the Special Board of Public Works meeting of August 19, 2002.

Ald. Walther moved, Ald. Seiser seconded, for approval of the Special Board of Public Works minutes of August 19, 2002.

Roll Call: Ayes: Ald. Moore, Phillips, Nealis, Molski, Rackow, Barr, Seiser, Filipiak, Walther, Sevenich.
Nays: None.
Ald. Sowieja abstained. Motion carried.


14. Finance Committee meeting of August 12, 2002.

Ald. Barr moved, Ald. Rackow seconded, for approval of the Finance Committee minutes of August 12, 2002.

Roll Call: Ayes: Ald. Sevenich, Walther, Filipiak, Seiser, Sowieja, Barr, Rackow, Molski, Nealis, Phillips, Moore.
Nays: None. Motion carried.

15. Personnel Committee meeting of August 12, 2002.

Ald. Rackow moved, Ald. Molski seconded, for approval of the Personnel Committee minutes of August 12, 2002.

Roll Call: Ayes: Ald. Sevenich, Walther, Filipiak, Seiser, Sowieja, Barr, Rackow, Molski, Nealis, Phillips, Moore.
Nays: None. Motion carried.

16. Board of Park Commissioners meeting of August 7, 2002.

Ald. Sevenich moved, Ald. Filipiak seconded, for approval of the Board of Park Commissioners minutes of August 7, 2002.

Roll Call: Ayes: Ald. Moore, Phillips, Nealis, Molski, Rackow, Barr, Sowieja, Seiser, Filipiak, Walther, Sevenich.
Nays: None. Motion carried.

17. Board of Water and Sewage Commissioners meeting of August 13, 2002.

Ald. Molski moved, Ald. Seiser seconded, for approval of the Board of Water and Sewage Commissioners minutes of August 13, 2002.

Roll Call: Ayes: Ald. Sevenich, Walther, Filipiak, Seiser, Sowieja, Barr, Rackow, Molski, Nealis, Phillips, Moore.
Nays: None. Motion carried.

18. Ordinance - amending Subsection (5) of Section 3.35, Board of Water and Sewage Commissioners compensation.

Ald. Rackow moved, Ald. Phillips seconded, for adoption of the ordinance.

Ald. Sowieja would like the history on the past compensation for the Board of Water and Sewage Commissioners.

Director Disher stated the last time the compensation of the commissioners increased was in 1993. The Secretary received $450 per year and the President received $400 per year. The President now does more work than the Secretary so it was decided the President should receive the larger amount. The President would now receive $600 per year. Each Commissioner would receive $500 per year.

Roll Call: Ayes: Ald. Moore, Phillips, Nealis, Molski, Rackow, Barr, Sowieja, Seiser, Filipiak, Walther, Sevenich.
Nays: None. Motion carried.

19. Reports:

Ald. Walther moved, Ald. Filipiak seconded, to accept the reports and place them on file.

Roll Call: Ayes all.
Nays none. Motion carried.
