PERSONNEL COMMITTEE
Monday, May 13, 2002 - 7:10 P.M.
City Water Department - 300 Bliss Avenue


Present: Chairman Rackow, Alderpersons Seiser, Sowieja, Moore

Excused: Ald. Molski

Also Present: Mayor Wescott, C/T Schlice, Clerk Zdroik, Directors Disher, Gardner, Schrader, Van Alstine; Alderpersons Sevenich, Walther, Filipiak, Barr, Nealis, Phillips; Fire Chief Barnes, Police Captain Dowling, Personnel Specialist Jakusz, Portage County Personnel Director Freiberg, Gene Kemmeter (Gazette)

Chairman Rackow thanked Alderpersons Sevenich and Filipiak for their service to the Personnel Committee the previous year and welcomed new members of the Committee, Alderpersons Sowieja and Molski. These changes occurred as a result of the reorganization of the Council Committees on April 16, 2002.

Update on Employee Suggestion Program.

The Committee met on April 17, 2002. A copy of the minutes of that meeting is attached. There are a number of suggestions that are still under consideration and action by the Committee may come at a later date. Over $1,000.00 was awarded as a result of action taken by the Committee on April 17, 2002.


2. Request to refill vacancies in the Water Department (GIS Specialist and Waste Water Superintendent.)

In a memo addressed to Mayor Wescott, Director of Water and Waste Water Disher is requesting to refill the GIS Specialist and the Superintendent of Waste Water positions.

The GIS Specialist, a member of the Bakery, Confectionery, Tobacco Workers and Grain Millers International Union, plans to pursue other opportunities. The Superintendent of Waste Water is retiring after thirty-five years of service with the City of Stevens Point.

Mayor Wescott approved refilling these positions and they are in the 2002 budget.

Ald. Seiser moved, Ald. Moore seconded, for approval of the request to refill the vacancies of GIS Specialist and Waster Water Superintendent in the Water Department.

Ayes, all; nays, none. Motion carried.


3. Discussion and possible action on Internet and E-Mail policy.

Personnel Specialist Jakusz informed the Committee that the Internet and E-Mail policy was drafted by Mayoral Assistant Molepske. She added that the policy was given to City staff for their review and suggestions. The suggestions that came from the City Staff were incorporated into the document. The policy was also reviewed by Mayor Wescott and City Attorney Molepske.

Mayor Wescott applauds the efforts of Mayoral Assistant Molepske and Personnel Specialist Jakusz in the formulation of this policy.

Ald. Seiser moved, Ald. Sowieja seconded, to recommend approval of the Internet and E-mail policy, as presented.

Ayes, all; nays, none. Motion carried.


4. Adjourn into closed session (approximately 7:20 P.M.) pursuant to Wisconsin Statute 19.85(1)(e) for an update on bargaining.

Ald. Seiser moved, Ald. Moore seconded, to adjourn into closed session.

Roll Call: Ayes: Chairman Rackow, Alderpersons Seiser, Sowieja, Moore.
Nays: None. Motion carried.
