Approval of Minutes

Commissioner Boylan moved, seconded by Commissioner Fandre, to approve the minutes of the December 11th, 2001 meeting.

Ayes, all; nays, none. Motion carried.

Confirmation of Bills

Commissioner Taylor moved, seconded by Commissioner Fandre, to approve the confirmation of the December 2001 bills.

Ayes, all; nays, none. Motion carried.

Review, with possible action, regarding recodification of Sections 4.02 through 5.03 of the Administrative Procedures of the Police and Fire Commission

Commissioner Taylor moved, seconded by Commissioner Boylan, to approve Sections 4.02 through 5.03 of the Administrative Procedures of the Police and Fire Commission.

Ayes, all; nays, none. Motion carried.

Fire Chief’s Report

Chief Barnes reported:

Monthly statistical reports were discussed.
The Chief distributed year end ambulance response times.
Operational and capital budgets were reviewed.
The Chief received written confirmation of a State Natural Resources grant in the amount of $5,893.00 for a brush fire pump and hand tools.
Candidate physical ability testing is going well. 18 candidates are scheduled to participate in the firefighter physical ability test scheduled for January 29, 2002.
The Deputy Fire Chief vacancy was posted and five fire department employees have applied for the position.
The Chief briefed the Commission on the FEMA grant for 2003.
Bureau Chief Crandell is the Acting Fire Chief for the Village of Park Ridge.
The new extrication equipment is in and on 604.
MPO Glenn Dobbe has unofficially announced his retirement effective February 28th 2002.
A 2002 work plan has been submitted to Mayor Wescott and copies were distributed to the Police and Fire Commission members.

Commissioner Fandre moved, seconded by Commissioner Boylan, to approve the Fire Chief’s report for December, 2001.

Ayes, all; nays, none. Motion Carried.

Police Chief’s Report

Chief Carpenter reported:

Monthly statistical reports were discussed.
Operational and capital budgets were reviewed.
The Department received 29 applications for the police officer recruitment process. WCCTS police officer exam is scheduled for February 9, 2002.
A brief update was given regarding Police Department strategic planning. An eight member Steering Committee will meet with Russell Consulting on January 17th 2002 to begin the strategic planning process.
Crash Free week is January 13 through 19, 2002.
The Police Department will be working with Superintendent Emery Babcock for a police response to violence in a school building. The scenario will be based on adult violence, not student violence. The Departments and school emergency response plans will be tested. Mor information will be released at a later date.
The Chief will be attending training on January 23 and 24, 2002 and February 5 through 8, 2002.
Officer Jessica Trochinski is in her final week of the FTO process and is doing very well.
Officer Kramer is in his first week of the FTO process.

Commissioner Boylan moved, seconded by Commissioner Meyer, to approve the Police Chief’s report for December, 2001.

Ayes, all; nays, none. Motion carried.

Adjourn into closed session

Commissioner Meyer moved, seconded by Commissioner Fandre, to adjourn into closed session pursuant to secs. 19.85(1)(b), (c) and (f), Wis. Stats. for a discussion regarding the annual performance evaluation of the Fire Chief.
