Officer Tom Zenner was presented a plaque for his exemplary service as a drug officer for the City of Stevens Point Police Department from January 2000 to September 2002.

Approval of Minutes

Commissioner Fandre moved, seconded by Commissioner Taylor, to approve the minutes of the September 10, 2002 and October 8, 2002 meetings.

Confirmation of Bills

Commissioner Taylor moved, seconded by Commissioner Boylan, to approve the confirmation of the September 2002 bills.

Donation - Police and Fire Departments

Commissioner Boylan moved, seconded by Commissioner Fandre, to approve the donation of 100 teddy bears from Land's End which will be distributed to small children by police and fire personnel to aid in crisis intervention. The teddy bears have a wholesale value of $2,900.00.

Request, with discussion and action, by Chief Carpenter to approve the carryover of one week's vacation from 2002 to 2003 as per employment agreement

Commissioner Taylor moved, seconded by Commissioner Boylan, to approve the carryover of one week's vacation from 2002 to 2003 as per the Chief's employment contract.

Police Chief's Report

Chief Carpenter reported:

• Monthly statistical reports were reviewed.
• Operational and capital budgets were reviewed.
• For the month of September 2002 the Department incurred $6,956.00 in overtime for directed patrol in the downtown area on Thursday, Friday and Saturday nights. A brief discussion was held regarding downtown issues.
• Interviews were held for the police chaplain program. Eight interviewees will participate. The Chief plans to officially introduce the program at the December 2002 meeting.
• The Chief briefed the Commission regarding the Ford Crown Victoria squad cars and reports of car fires as a result of high speed rear end collisions where the suspension or frame penetrated the gas tank. Ford has designed a kit which protects the gas tank.
• Officers Moss and Blader have been released from active military duty and are back on full duty status with the Department.
• The Department received a Law Enforcement Block Grant in the amount of $6,055.00. The grant may be used toward the mobile data computer system.

Fire Chief's Report

Chief Barnes reported:

• Monthly statistical reports were reviewed.
• Operational and capital budgets were reviewed.
• The new EMS medical reporting software is being implemented in the Department. Deputy Chief Jay Gordon will give a demonstration of this software at the November meeting.
• The last candidate on the firefighter eligibility list has assumed his duties. A new hiring process has begun. Qualified applicants are scheduled to take the candidate physical aptitude test on October 29, 2002.
• ISO inspected the Fire Department on October 4, 2002. The Chief will provide the results of the inspection when he receives them.
• The front doors of station one are being raised to accommodate the quint fire truck.
• The quint fire truck is in Shawano for warranty work.
• The Fire Department placed burning regulations on their website.
• Fire Prevention Week went well.
• The "Keep the Wreath Green" program will now reflect a county-wide response.
• Dr. Michael Curtis is the new Medical Director. He is considering training and implementation of field thrombolytic treatments for stroke patients. This is cutting edge.

Commissioner Fandre moved, seconded by Commissioner Boylan, to approve the Fire Chief's report for September 2002.

Item No. 9(a): Promotion to Captain - Fire Department

Commissioner Boylan moved, seconded by Commissioner Taylor, to table the captain's promotion since proper procedures were not followed in the promotional process. Chief Barnes will submit a written recommendation to the Commission. The candidate recommended will provide the Fire Chief with a written summary of qualifications and demonstrated leadership abilities. The recommended candidate will appear in person before the Commission to be interviewed at the November 12th Commission meeting.

Item No. 9(b): Promotion to Motor Pump Operator - Fire Department

Commissioner Taylor moved, seconded by Commissioner Fandre, to table this item as there is no vacancy until a person is promoted to Captain.

Item No. 9(c): Discussion, with possible action, regarding Fire Department union grievance regarding City of Stevens Point Administrative Policy 2.12, Employment Terminations.
