Adjourn into closed session (approximately 5:30 p.m.) pursuant to section 19.85 (1)(b),
(c) and (f), Wis. Stats. for the following:
(a) Promotion to Captain - Fire Department
(b) Promotion to Motor Pump Operator - Fire Department
(c) Discussion, with possible action, regarding Fire Department union grievance regarding City of Stevens Point
Administrative Policy 2.12, Employment Terminations.
Reconvene into OPEN SESSION (approximately 5:45 p.m.) for possible action on items 9(a),
9(b) and 9(c).

Officer Tom Zenner was presented a plaque for his exemplary service as a drug officer for the City of Stevens Point
Police Department from January 2000 to September 2002.
Approval of Minutes
Commissioner Fandre moved, seconded by Commissioner Taylor, to approve the minutes of the September 10, 2002 and
October 8, 2002 meetings.
Ayes, all; nays, none. Motion carried.
Confirmation of Bills
Commissioner Taylor moved, seconded by Commissioner Boylan, to approve the confirmation of the September 2002 bills.
Ayes, all; nays, none. Motion carried.
Donation - Police and Fire
Departments
Commissioner Boylan moved, seconded by Commissioner Fandre, to approve the donation of 100 teddy bears from Land's
End which will be distributed to small children by police and fire personnel to aid in crisis intervention. The
teddy bears have a wholesale value of $2,900.00.
Ayes, all; nays, none. Motion carried.
Request, with discussion
and action, by Chief Carpenter to approve the carryover of one week's vacation from 2002 to 2003 as per employment
agreement
Commissioner Taylor moved, seconded by Commissioner Boylan, to approve the carryover of one week's vacation from
2002 to 2003 as per the Chief's employment contract.
Ayes, all; nays, none. Motion carried.
Police Chief's Report

Item No. 9(a): Promotion to Captain - Fire Department
Commissioner Boylan moved, seconded by Commissioner Taylor, to table the captain's promotion since proper procedures
were not followed in the promotional process. Chief Barnes will submit a written recommendation to the Commission.
The candidate recommended will provide the Fire Chief with a written summary of qualifications and demonstrated
leadership abilities. The recommended candidate will appear in person before the Commission to be interviewed at
the November 12th Commission meeting.
Ayes, all; nays, none. Motion carried.
Item No. 9(b): Promotion to Motor Pump Operator - Fire Department
Commissioner Taylor moved, seconded by Commissioner Fandre, to table this item as there is no vacancy until a person
is promoted to Captain.
Ayes, all; nays, none. Motion carried.
Item No. 9(c): Discussion, with possible action, regarding Fire Department union grievance regarding City of Stevens
Point Administrative Policy 2.12, Employment Terminations.
No action was taken.
