Approval of Minutes

Commissioner Taylor moved, seconded by Commissioner Meyer, to approve the minutes of the January 15, 2002 meeting.

Confirmation of Bills

Commissioner Taylor moved, seconded by Commissioner Fandre, to approve the confirmation of the January 2002 bills.

Ayes, all; nays, none. Motion carried.

Review, with possible action, regarding recodification of Sections 5.04 through 6.02 of the Administrative Procedures of the Police and Fire Commission

Commissioner Taylor moved, seconded by Commissioner Fandre, to approve Sections 5.04 through 6.02 of the Administrative Procedures of the Police and Fire Commission as presented with a few minor word and format changes.

Ayes, all; nays, none. Motion carried.

Medical Retirement

Motor Pump Operator Glenn Dobbe will retire due to medical reasons effective February 28, 2002.

Fire Chief's Report

Chief Barnes reported:

• Monthly statistical reports were discussed.
• Operational and capital budgets were reviewed.
• Lead Paramedic Scott Rifleman reported on the current pain study.
• The Chief briefed the Commission regarding the State Natural Resources grant.
• Firefighter applicants are scheduled to interview with the Deputy Chiefs on February 19, 2002. 13 applicants remain qualified to participate in the interviews.
• The five fire department employees who applied for the Deputy Chief position will interview with Chief Barnes and Fire Liaison Boylan on Friday, February 15, 2002.
• The Chief briefed the Commission on the FEMA grant application for 2003.

Commissioner Fandre moved, seconded by Commissioner Meyer, to approve the Fire Chief=s report for January 2002.

Donation - Police Department

Commissioner Taylor moved, seconded by Commissioner Myer, to accept a $20.00 donation to the CounterAct Program from Robert and Catherine Rogers.

Ayes, all; nays, none. Motion Carried.

Police Chief's Report

Chief Carpenter reported:

• Monthly statistical reports were discussed.
• Operational and capital budgets were reviewed.
• The Department received 29 applications for the police officer recruitment process. The WCCTS police officer exam was administered on February 9, 2002. The next step in the recruitment process is the completion of the supplemental application.
• The City is currently in the process of having new computers installed throughout all city departments.
• Child Passenger Safety Week is February 10 - 17, 2002. The program encourages motorists to ensure children are in car seats and using safety restraints properly.
• A brief update was given regarding Police Department strategic planning.

Commissioner Taylor moved, seconded by Commissioner Fandre, to approve the Police Chief's report for January 2002.

Adjourn into closed session

Commissioner Meyer moved, seconded by Commissioner Fandre, to adjourn into closed session pursuant to secs. 19.85(1)(b) and (f), Wis. Stats. to discuss a Fire Department grievance.
