Approval of Minutes

Commissioner Fandre moved, seconded by Commissioner Meyer, to approve the minutes of the February 12, 2002 meeting.

Commissioner Fandre moved, seconded by Commissioner Boylan, to approve the confirmation of the February 2002 bills.

Review, with possible action, regarding recodification of Sections 6.03 and 6.04 of the Administrative Procedures of the Police and Fire Commission

Fire Chief's Report

Chief Barnes reported:

• Monthly statistical reports were discussed.
• Operational and capital budgets were reviewed.
• The new skid pump is in. The old skid pump has been sold.
• The Chief briefed the Commission on the entry-level firefighter recruitment process. Eight candidates will continue in the process.
• The new turnout gear is in.
• The Chief briefed the Commission on the FEMA grant application for 2003.

Commissioner Fandre moved, seconded by Commissioner Meyer, to approve the Fire Chief's report for February 2002.

Police Chief's Report

Chief Carpenter reported:

• Monthly statistical reports were discussed.
• Operational and capital budgets were reviewed.
• Supplemental applications were sent to 21 police applicants. The deadline for supplemental information is March 15, 2002 and ten have been received to date.
• Six 2002 patrol squads have been delivered to Scaffidi Motors and will be stored there until deployed. The Department is working with the city garage to extend the useful life span of the existing patrol squads as long as possible to enhance the fleet replacement practices.
• The year 2002 police liability insurance premium savings for the city as a result of the Police Department being an accredited police agency is $2,341.00.
• The Chief briefed the Commission regarding a $19.00 shortage resulting from a miscount of money recovered when a burglary suspect was arrested in August of 2001. The Department recorded the cash count in excess of the actual money recovered. The victim was receipted for $230.00 when in fact only $211.00 was recovered. The error was discovered when property was returned to the victim.
• The Department is applying for a federal grant for $12,000 over a period of four years for replacement of body armor. If received, this grant will save approximately $2,500 per year from the police operational budget.
• The Department's strategic planning process was discussed.
• Recruit Officer Jessica Trochinski is now on solo patrol. Recruit Officer Joseph Kramer is in his 8th week of the 14 week field training process.

Commissioner Boylan moved, seconded by Commissioner Fandre, to approve the Police Chief's report for February 2002.

Commissioner Meyer moved, seconded by Commissioner Fandre, to adjourn into closed session pursuant to secs. 19.85(1)(b), (c) and (f), Wis. Stats. for the following:

a. recommendation for promotion to Deputy Chief (Fire Dept.)
b. recommendation for promotion to Motor Pump Operator (Fire. Dept.)
c. update on two (2) Fire Department grievances.
