Approval of Minutes

Commissioner Fandre moved, seconded by Commissioner Meyer, to approve the minutes of the March 12, 2002 meeting.

Ayes, all; nays, none. Motion carried.

Confirmation of Bills

Commissioner Taylor moved, seconded by Commissioner Boylan, to approve the confirmation of the March 2002 bills.

Ayes, all; nays, none. Motion carried.

Review, with possible action, regarding recodification of Sections 6.03 and 6.04 of the Administrative Procedures of the Police and Fire Commission

Commissioner Boylan moved, seconded by Commissioner Taylor, to approve Sections 6.03 and 6.04 of the Administrative Procedures of the Police and Fire Commission as presented.

Ayes, all; nays, none. Motion carried.


Fire Chief's Report

Chief Barnes reported:

• Monthly statistical reports were discussed.
• Operational and capital budgets were reviewed.
• The Chief briefed the Commission on the entry-level firefighter recruitment process. Six candidates remain on the eligibility list.
• The appropriate paperwork has been submitted for the 2003 FEMA grant for aircraft rescue and fire fighting training (ARFF).
• During contract negotiations in 1999 all incentive pay was rolled into the base pay of union personnel. Incentive pay for management personnel was inadvertently excluded and action is being taken to correct this oversight.
• April 15 - 19, 2002 is tornado awareness week.
• Chief Barnes commended Lt. Kudronowicz for his help with background investigations of firefighter/EMT-Paramedic applicants.

Commissioner Fandre moved, seconded by Commissioner Meyer, to approve the Fire Chief's report for March 2002.

Police Chief's Report

Chief Carpenter reported:

• Monthly statistical reports were discussed.
• Operational and capital budgets were reviewed.
• The Department received a $3,000 grant for bicycle patrol.
• Police officer applicant interviews were held April 2nd, 3rd and 5th. Seven candidates will continue in the process. Background investigations are currently being conducted.
• The Chief briefed the Commission on Senate Bill 38 which was signed into law by Governor Scott McCallum. Senate Bill 38 enhances the safety of school children and crossing guards.

Commissioner Boylan moved, seconded by Commissioner Fandre, to approve the Police Chief's report for March 2002.

Adjourn into closed session

Commissioner Meyer moved, seconded by Commissioner Fandre, to adjourn into closed session pursuant to secs. 19.85(1)(b), (c) and (f), Wis. Stats. for the following:

a. Fire Department personnel matter.
b. Firefighter/EMT-Paramedic interviews.
