Approval of Minutes

Commissioner Taylor moved, seconded by Commissioner Meyer, to approve the minutes of the April 9th and 18th, 2002 meetings.

Ayes, all; nays, none. Motion carried.

Confirmation of Bills

Commissioner Meyer moved, seconded by Commissioner Taylor, to approve the confirmation of the April 2002 bills.

Ayes, all; nays, none. Motion carried.

Discussion, with possible action, regarding city contractual rate of pay for police officer services

Commissioner Fandre moved, seconded by Commissioner Meyer, to approve the contractual rate of pay as presented.

Ayes, all; nays, none. Motion carried.

Police Chief's Report

Chief Carpenter reported:

• Monthly statistical reports were reviewed.
• Operational and capital budgets were reviewed.
• The Chief briefed the Commission on the police officer recruitment time line. Backgrounds investigations are currently being conducted. The Chief will advise the Commission at the regular June meeting regarding the scheduling of applicant interviews before the Commission.
• The Department is in the process of developing a police chaplain program.
• Special Olympics will take place June 6th through June 8th. The Torch Run and parade will be held on June 6th.
• The Chief distributed a News Release dated May 14, 2002 which addresses the thefts of Coracidin and Dramamine, which are over-the-counter drugs. There is concern that area youth are abusing the use of these drugs and police want public awareness.

Commissioner Boylan moved, seconded by Commissioner Fandre, to approve the Police Chief's report for April 2002.

Fire Chief's Report

Chief Barnes reported:

• Monthly statistical reports were discussed.
• Operational and capital budgets were reviewed.
• A short discussion was held regarding the results of the Emergency Medical Services Survey.
• The Fire Department has new hydrant wrenches in their response vehicles which assist fire personnel to open fire hydrants easier.
• The Fire Department is in the process of purchasing radio headphones with intercom capability to be used when operating the Ice Angel.
• The false alarm, dumpster fire and lack of cooperation by dorm residents at the UWSP residential halls has been effectively addressed by the University administration.

Commissioner Fandre moved, seconded by Commissioner Meyer, to approve the Fire Chief's report for April 2002.

Commissioner Meyer moved, seconded by Commissioner Fandre, to adjourn into closed session pursuant to secs. 19.85(1)(b), (c) and (e), Wis. Stats. for the following:

b. Discussion of Ambulance Contract.
c. Update on pending Firefighter/EMT-Paramedic applicants.
