Adjourn into CLOSED SESSION (approximately 5:30 p.m.) pursuant to Wis. Stats. secs. 19.85(1)(b), (c) and (f) for the following:

a. Discussion, with possible action, regarding Fire Department union grievance regarding City of Stevens Point Administrative Policy 2.12, Employment Terminations.
b. Police Department personnel matter.
c. Recommendation of probationary police sergeant to regular status.

Reconvene into OPEN SESSION (approximately 5:45 p.m.) for possible action on items 9(a), 9(b) and 9(c).

Approval of Minutes

Commissioner Fandre moved, seconded by Commissioner Taylor, to approve the minutes of the August 13, 2002 meeting.

Commissioner Boylan moved, seconded by Commissioner Fandre, to approve the confirmation of the August 2002 bills.

Review of Operational Budget - Fire Department

Commissioner Meyer moved, seconded by Commissioner Taylor, to support the Fire Department's proposed 2003 operational budget requests as presented.

Ayes, all; nays, none. Motion carried.

Police Chief's Report

Chief Carpenter reported:

Monthly statistical reports were reviewed.

Operational and capital budgets were reviewed.

The Department hosted an open records training session presented by R.A. Doran & Associates on August 27 & 28, 2002 at the Police Department. Forty-three law enforcement personnel from around the state attended. A special thank you for the efforts of Records Administrator Helen Lee as six police personnel were able to attend the training at no cost to the Department. Tuition is normally $245.00 per person.


On September 24, 25 and 26 sworn employees of the Department will participate in EVOC training at the Stevens Point Municipal Airport. All 58 Department employees will participate in CPR recertification and defibrillator refresher training which will be held at MSTC.

The Department posted the police school liaison assignment at P. J. Jacobs Junior High School. The deadline for qualified applicants is September 13, 2002. The newly assigned PSL will replace Officer Mike Bink in January. The school administration, parent advisors and students will interview eligible candidates.
In the near future the Department will post a job assignment for the position of drug enforcement officer. Currently Officer Zenner serves in this position and he is scheduled to rotate to another assignment. Officer Zenner has done an outstanding job working within the county and undercover in the MEG operation.

Land's End is working with both Chiefs to donate teddy bears which will be distributed to small children by police and fire personnel to aide in crisis intervention.

The Department worked with the Multi-jurisdictional Drug Enforcement Group to monitor and contain a RAVE party which was hosted by Skipps Bowling Alley on Saturday, September 7. A RAVE is a dance where tecno music is played by DJs. The events are typically advertised as alcohol free. However, usual behavior by attendees includes the use of controlled substances such as ecstasy (the dance drug) followed by the smoking of marijuana to bring the individual back down to a controllable state of mind. Drug enforcement personnel made more than 15 arrests for the possession of several different controlled substances. All enforcement actions took place outside of Skipp's proper. Attendees ranged in age from 15 to 22 years of age and were from various cities throughout Wisconsin as well as Minnesota. Police are aware and concerned of another RAVE which is being planned for October.


Commissioner Taylor moved, seconded by Commissioner Boylan, to approve the Police Chief's report for August 2002.

Donations - Fire Department

Commissioner Taylor moved, seconded by Commissioner Boylan, to approve
the following donations:

The donation of a console from Gamber Johnson in the amount of $269.00 for Chief Barnes' vehicle.

A weight machine from the YMCA.

Ayes, all; nays, none. Motion carried.

Fire Chief's Report

Chief Barnes reported:

Monthly statistical reports were reviewed.

Operational and capital budgets were reviewed.

New EMS medical reporting software is scheduled to arrive at the end of September.

The remaining person on the current firefighter eligibility list is scheduled to take his physical examination on September 17, 2002.

Applications for the 2002/2003 firefighter hiring process were due August 16, 2002. The Department received seven qualified applicants and twelve that will require further investigation to determine their eligibility.

The Chief received the results of the Captain's written promotional exam. A recommendation will be made at the October meeting.

A brief discussion was held regarding the overtime budget.

A short discussion was held regarding ambulance calls to assist in the lifting of non-injured persons. This issue is being addressed by the EMS director through the EMS Association.

The Chief has been appointed to the Element Work Group, Utilities and Public Facilities, of the Portage County Comprehensive Planning Steering Committees.

The Chief has been accepted and is enrolled in the Portage County Leadership Institute.


Commissioner Fandre moved, seconded by Commissioner Meyer, to approve the Fire Chief's report for August 2002.

Adjourn into closed session (5:00 p.m.)

Commissioner Meyer moved, seconded by Commissioner Fandre, to adjourn into closed session pursuant to Wis. Stats. secs. 19.85(1)(b), (c) and (f) for the following:

Item No. 9(a): Fire Department union grievance regarding City of Stevens Point Administrative Policy 2.12, Employment Terminations

Commissioner Boylan moved, seconded by Commissioner Taylor, to recalculate the pay status of a retired fire department employee to ensure payment of 7.5 hours on June 29 is accounted for. There will also be a recalculation of holiday bonus days.

Ayes, all; nays, none. Motion carried.

Item No. 10(b): Police Department Personnel Matter

Commissioner Taylor moved, seconded by Commissioner Meyer, that the Police Department personnel matter has been reviewed and the issue is closed.

Ayes, all; nays, none. Motion carried.

Item No. 10(c): Recommendation of Probationary Police Sergeant to regular status

Commissioner Boylan moved, seconded by Commissioner Meyer, to approve Sgt. Brian DeDomines to regular sergeant status upon the completion of his probationary period.

Ayes, all; nays, none. Motion carried.
