Ald. Seiser moved, Ald. Sevenich seconded, for approval of the new Operator= s/Bartender= s license applications.
Ayes, all; nays, none. Motion carried.
B. Recommended rejections - Operator= s (Bartender= s) License.
Victoria Olszewski - was present.
Ms. Olszewski stated that she read the guidelines for applying for an operator= s license but may have overlooked some parts of it. She added that it was not stated clearly and she did not understand the questions fully.
Some concerns were aired by some alderpersons on the use of the guidelines for filling out the Operator/Manager= s License Application being used by the Clerk= s office and the Police Department. This was followed by a very long discussion on the use of the guidelines. Similar discussion came before the Public Protection Committee last June when four operator/bartender= s license applicants were recommended for denial.
Police Captain Daubert said Ms. Olszewski was given a chance to talk about the non-disclosure of convictions. The Captain said a telephone message was left on September 19, 2002, for Ms. Olszewski to call the Police Department. She did not return the call.
On September 30, 2002, Ms. Olszewski was informed in writing by the City Clerk= s office that the Police Department recommended denial of her application for an operator/bartender= license and that she has a right to come before the Public Protection Committee to appeal the recommendation.
Ald. Seiser moved, Ald. Filipiak seconded, to approve the Operator/Bartender= s license application for Victoria Olszewski.
Cindy Davis, owner of Rocky Rocco, said Ms. Olszewski has been an employee of Rocky Rocco for the last three years. She considers Ms. Olszewski to be a very responsible employee, a shift manager who shows exemplary leadership. Ms. Davis feels this would be too strong of a mark against her. She added that she is proud to have her as an employee.
Ayes: Ald. Seiser, Filipiak.
Nays: Chairman Phillips, Ald. Sevenich.
The vote was tied. Motion failed.
Sarah A. Wherritt - did not appear.
Chairman Phillips moved, Ald. Sevenich seconded, to deny the operator= s (bartender= s) license application for Sarah R. Wherritt.
Ayes: Chairman Phillips, Ald.Sevenich.
Nays: Ald. Seiser, Filipiak.
The vote was tied. Motion failed.
C. Taxicab Driver= s License.
Ald. Filipiak moved, Ald. Seiser seconded, for approval of the taxicab driver= s license application for Leonard E. Perlak.
Ayes, all; nays, none. Motion carried.
D. Transfer of A Class B@ Beer and Liquor license - Jeri A. Kopecko, 630 Ben= s Lane, Stevens Point, WI, for Route 66 Tap & Grill, 3726 North Point Drive, Stevens Point, WI, effective October 22, 2002, previously issued to Holly Ann Plaza.
A question about the issuance of a liquor license to a non-existent premises came up. Clerk Zdroik informed the Committee that an alcohol beverage license is not A tied@ to a particular location. The license is issued to a particular person and it is the person who holds the license and not the place.
On the question of the number of unused alcohol beverage license in the City, Clerk Zdroik said the only way the City will have control of the situation is if the City adopts an ordinance specifying how long an alcohol beverage license holder, who does not have a premise, can hold the license before it reverts back to the City.
Ald. Filipiak moved, Ald. Seiser seconded, to approve the transfer of the A Class B@ Beer and Liquor license application for Jeri A. Kopecko, 630 Ben= s Lane, Stevens Point, WI, for Route 66 Tap & Grill, 3726 North Point Drive, Stevens Point, WI, effective October 22, 2002.

Ald. Seiser moved, Ald. Filipiak seconded, to approve the request to hold the 14th Annual Community Christmas Parade on Thursday, November 21, 2002, beginning at 5:30 P.M.
A concern about parked cars on Main Street on the day of the Christmas Parade was brought up.
Mayor Wescott said it was a pretty successful parade last year. He walked the entire route of the parade and did not see parked cars on Main Street.
Jean Glennon, CenterPoint MarketPlace, one of the event organizers, suggested having the barricades up by 4:00 P.M. or 4:30 P.M. on the day of the Christmas parade.
Ald. Sevenich asked that the parents be mindful of their children during the parade for their safety. She added that it will be helpful if the event organizers can get people from Mid-State Technical College= s Police Science Department to provide security along the parade route.

3. Recommendation on Inspection Report.
Ald. Sevenich moved, Ald. Seiser seconded, to accept the September 2002 Inspection Report and place it on file.
