Ald. Seiser moved, Ald. Moore seconded, for approval of the new Operator's/Bartender's license applications.
Ayes, all; nays, none. Motion carried.

Clerk Zdroik noted that Alcohol Beverage License applications dealing with changes in officers of the corporation
or limited liability corporation whose corporate name has not changed go through the same process as the other
applications. The Police Department does a background check on the new officers of the corporation. If the new
officers qualify for an alcohol beverage license, the City Clerk's office then issues a new license to reflect
the new officers of the corporation. No action is needed from the Public Protection Committee and the Common Council
on change of officers in a corporation or limited liability corporation for liquor license.

North, Stevens Point, WI, effective December 16, 2002, previously Ron & Bob's LLC.
Ald. Filipiak moved, Ald. Seiser seconded, to approve the transfer of the "Class B" Beer and Liquor license
application for CJ's of Stevens Point, Inc., 348 Second Street North, Stevens Point, WI, for CJ's Bar & Grill
at 348 Second Street North, Stevens Point, WI, effective December 16, 2002.
Ayes, all; nays, none. Motion carried.
2. Request from Scott Gulan, GUU's on Main, 1140 Main Street, Stevens Point, WI, to extend "Class B" licensed premise, to John Noel, Noel Group, 1145 Clark Street, Stevens Point, WI, at the airplane hangar located at the Stevens Point Municipal Airport, 4501 Highway 66, Stevens Point, WI.

Mayor Wescott informed the Public Protection Committee that the matter was resolved late this afternoon and that
there is no objection to the proposed request.
Ald. Seiser is concerned about the partying and alcohol consumption at the airport. She is also concerned about
how the amplified music and noise will affect the neighborhood.
Rich Smaglik, 5475 Elmwood Avenue, former chief pilot of Sentry Insurance and FBO commented that the Stevens Point
Municipal Airport at one time had been the site for the City's 4th of July celebration complete with beer tent,
carnival and fireworks. On the issues of parking and safety, Mr. Smaglik said the airport fly-in is attended by
approximately 4,000 spectators. There are a lot of cars and the airport personnel managed to direct the cars with
no trouble. The hangar has also been the site of the high school PROM recently. The chaperones could not have been
happier. It was easy to get in and out of there. Mr. Smaglik feels all concerns have been taken care of. The Police
Department has been advised about it and will make an appearance during the events.
On the issue of noise, Mr. Smaglik said the events will be held inside the building. There were no complaints received
when the hangar was used for the PROM. The building is completely closed and all noise goes to the east.
John Noel, 3209 Channel Drive, said one of the dreams they had when they built this facility was not just to put
an airplane in the hangar. It is a great facility built for the community. The facility has mechanicals so it can
be used by the community. He added that the Noel Group would like to do the event safely, comply with the licensing
and approval process, and do everything the way it should be done.
Ald. Phillips voiced his concern on traffic blocking other people from going to other airport facilities.
Mr. Smaglik said the City has gates that control vehicles. One entrance will be blocked off so people do not drive
beyond those barriers while making sure that emergency entrance/exit will be open.
Chairman Phillips asked the City Attorney about the City's liability?
City Attorney Molepske said the City does not have any liability and is not responsible for the issue of liquor
license. The City Attorney also feels nobody uses the airport at that time.
Ald. Sowieja asked if there are any concerns with FAA as a result of this.
Police Chief Carpenter said he is not aware of any as long as nobody goes in the fenced in area. If it happens,
the issue will be addressed.
Airport Manager Pinney voiced his disappointment for not being notified of the request. He feels a request like
this should have gone to the Airport Manager also. He said the liability insurance is maintained by Sentry. He
suggests closing the airport from the start of the events to the closing of the events. He will research the request
to see if it is a legitimate reason to close the airport. He does not want to be blind sided.
City Attorney Molepske stated the problem can be worked out including the lease as it relates to the use of the
hangar for airport use only. He suggested giving notice to pilots if the airport was closed.
Chief Carpenter said from the Police Department's standpoint, it supports the Airport Manager.
This request should have been worked out in advance with the Airport Manager so airport traffic
will not be interrupted by social events. That is not the intent of the airport and this will create more work
for the Airport Manager.
Ald.. Seiser moved, Ald.. Moore seconded, to approve the request of Scott Gulan, of GUU's on Main, 1140 Main Street,
Stevens Point, WI, as outlined above.
Ayes, all; nays, none. Motion carried.
3. Recommendation on Inspection
Report.
Ald.. Moore moved, Ald.. Filipiak seconded, to accept the October 2002 Inspection Report and place it on file.
Director Gardner reported that the Total Valuation to Date of $34,104,643.84 is the second highest in the last
four years. There were about sixty orders issued in the City within the last month. The Director said the Inspectors
work with many other people who cooperate so no citations are issued to them. The Inspection Department would like
to see compliance instead of giving citations.
