1. License list.
Ald. Sevenich moved, Ald. Sowieja seconded, for
approval of the new operator/bartender's licenses, with the deletion of #12 on the list. The applicant was listed
twice on the list.
Ayes, all; nays, none. Motion carried.
Recommended Rejection
Sean Patrick Almonte was present. Mr. Almonte said the reason for not listing his convictions is he was not sure
of the dates. He admits it is his own mistake and he is asking that the Public Protection Committee reconsider
his application.
Ald. Sevenich moved, Ald. Walther seconded, to deny the operator's (bartender's) license application for Sean Patrick
Almonte and that Mr. Almonte reapply in six months.
Ayes, all; nays, none. Motion carried.
Eric E. Swanson appeared before the Committee. He stated the convictions were for underage drinking. He listed
one conviction that happened in Colorado and admitted failing to list the other convictions. He said he is a responsible
person and has caused no trouble at his place of employment and has learned a lot from his employer. He said he
is very sorry for what he has done.
Ald. Seiser noted that if the Committee goes by the operator/manager's license application guidelines, Mr. Swanson
would not be eligible to reapply until December 2002.
Ald. Sevenich moved, Ald. Sowieja seconded, for denial of the operator's (bartender's) license application for
Eric E. Swanson, and due to the severity of the convictions, Mr. Swanson may reapply after one year of the last
conviction.
Ayes, all; nays, none. Motion carried.
2. Recommendation on:
a) Ordinance - Application fee for Teen
Club - Section 12.14.
Police Chief Carpenter explained the $25.00 annual fee will cover the cost of sending a police officer to inspect
the premise. The application is then brought back to the Police Department for its administrative review.
Ald. Seiser asked if the $25.00 annual fee is sufficient. She feels it is low and that the City should go for $50.00
annual fee instead.
Clerk Zdroik said the $25.00 annual fee is the recommendation that came from the Police Department and the City
Attorney agreed to the recommendation.
Chief Carpenter stated after talking to the Police Department Management team, the team agreed that the $25.00
fee will cover the cost. Since the ordinance on allowing underage on premise has a sunset date of February 28,
2003, a review of the application fee can be done at that time.
Ald. Sowieja moved, Ald. Seiser seconded, to approve the proposed ordinance regarding application fee for Teen
Club.
Ayes, all; nays, none. Motion carried.
b) Ordinance - Teen Club Violation - Section 24.45
On the Teen Club Violation. Chief Carpenter said the forfeiture is $100.00 plus assessments and court cost which
will amount to close to $200.00.
Ald. Walther moved, Ald. Sevenich seconded, for approval of the proposed ordinance on the Teen Club Violation.
Ayes, all; nays, none. Motion carried.
3. A. Request to close a
portion of Water Street between Francis Street and Matilda Street:
a) Point Spring Festival of Beers - Saturday, May 4, 2002, from 11:00 A.M. to 6:00 P.M.
b) Brews, Brats and Bands - Friday, August 16, 2002, from 6:00 P.M. to 11:00 P.M. and Saturday, August 17, 2002,
from 11:00 A.M. to 11:00 P.M.
B. Request to extend Class "B" Beer premises to cover the above events.
Chief Carpenter informed the event organizer that due to budget constraints, the Police Department will not be
able to furnish traffic control or security for the event.
Art Oksuita, Director of Operations, Stevens Point Brewery, said the request to close a portion of Water Street
is for the safety of the attendees who go back and forth to the buildings. Mr. Oksuita added that it has been the
company's policy to hire off-duty police officers for these events.
Ald. Sevenich moved, Ald. Sowieja seconded, to approve the request to close a portion of Water Street between Francis
Street and Matilda Street, for Point Spring Festival of Beers for Saturday, May 4, 2002, from 11:00 A.M. to 6:00
P.M. and Brews, Brats and Bands for Friday, August 16, 2002, from 6:00 P.M. to 11:00 P.M. and Saturday, August
17, 2002, from 11:00 A.M. to 11:00 P.M. to include the extension of Class "B" Beer premises to cover
both events.
Ayes, all; nays, none. Motion carried.
4. Request to close a portion
of Prentice Street North, from Scholfield Avenue to North
Point Drive, from 8:00 A.M. Monday, June 17, 2002, to 6:00 P.M. Tuesday, June 18, 2002 - Wisconsin School Bus Association.
Ald. Sevenich moved, Ald. Seiser seconded, for approval of the request to close a portion of Prentice Street North,
from Scholfield Avenue to North Point Drive, from 8:00 A.M. on Monday, June 17, 2002, to 6:00 P.M. Tuesday, June
18, 2002.
Ayes, all; nays, none. Motion carried.
5. Trivia parade request,
Friday, April 19, 2002, starting at 4:00 P.M.
Chief Carpenter reported there were no problems the previous years. Again, the Chief is asking the event organizers
to provide manpower at intersections of the parade route and that they contact the Police Department who will provide
the orange vests and orientation.
Ald. Walther moved Ald. Sowieja seconded, to approve the Trivia Parade request for Friday, April 19, 2002, starting
at 4:00 P.M.
Ayes, all; nays, none. Motion carried.
6. Fourth of July parade
request starting at 11:00 A.M. - Association of Downtown
Businesses.
The Chief of Police is again requesting that the event organizers seek volunteers to work with the Police Department
to man the intersections for this parade.
Ann Kulinski, President, Association of Downtown Businesses, said the Association will be checking with Mid-State
Technical College to see if they can get some students to help with the parade.
Ald. Sevenich stated the parade will help stimulate downtown businesses and will serve as a kick-off for the 4th
of July celebration in the City of Stevens Point. The Riverfront Rendezvous celebration will be held on July 4,
5, 6, and 7, 2002.
Ald. Sevenich moved, Ald. Seiser seconded, for approval of the Fourth of July parade request starting at 11:00
A.M.
Ayes, all; nays, none. Motion carried.
7. Recommendation on Inspection
Report.
Ald. Sevenich moved, Ald. Walther seconded, to accept the February 2002 Inspection Report and place it on file.
Ayes, all; nays, none. Motion carried.
