Ald. Filipiak moved, Ald. Seiser seconded, for approval
of the new Operator's/Bartender's (provisional) license, Renewal Operator's/Bartender's license and the Transfer
of Class "B" Beer license for Joseph T. Elia, 216B West Street, Stevens Point, for Joe Mama's, 1324 Second
Street, Stevens Point, effective 8/20/02.
Ayes, all; nays, none. Motion carried.
Ald. Seiser moved, Ald. Moore seconded, to approve the Class "B"/"Class B" Retailer's License
for Portage County Business Council's Volunteer Recognition Picnic, at Iverson Park on Tuesday, August 13, 2002,
from 4:00 P.M. to 8:00 P.M.
Ayes, all; nays, none. Motion carried.
Ald. Sevenich moved, Ald. Seiser seconded, to approve a one-day extension of liquor license premises to include
the back parking lot for The Keg, 200 Isadore Street, on Saturday, September 7, 2002, from 12:00 noon to 10:00
P.M.
Allen Ward, 200 Isadore Street, the event organizer, said that in talking to Police Captain Dowling on the phone,
the Captain had suggested the use of a double 6-foot high fence with separation between the two fences which will
be done. The Captain was also concerned with the noise that might aggravate patrons of the neighboring Point Motel.
Mr. Ward informed the Committee that he intends to end the outdoor music by 9:30 P.M. and stop serving alcohol
at 9:15 P.M. The outdoor event will be for those 21 years and over. A table will be set up outside where IDs will
be checked. The trailers coming from Premium Brands and Pepsi Cola will be located inside the fenced-in area.

Chris M. Groholski was present. He said he is here tonight in response to the letter that he received notifying
him of the denial of his renewal application for an operator's/bartender's license. He is here to plead his case
and ask for the Committee's consideration. He said his first application listed the same information and he was
approved.
Clerk Zdroik informed the Committee that Mr. Groholski only listed an OWI conviction in his original application.
Chairman Phillips in response to Mr. Groholski's question, said that apparently when the police checked his previous
application, the conviction slipped through the cracks.
Mr. Groholski went on to say that he works as the day shift cook with 95% of his hours are spent in the kitchen.
Occasionally he will help out in the bar area when he is needed. He said he has spent 15 years in the business
and it is very important that he gets his operator/bartender's license.
Ald. Seiser said it is her understanding that according to our policies, if an applicant has a conviction within
a year, that will be the reason not to renew. In this case the conviction was not within the past year.
Captain Dowling said there are reasons why this renewal application is rejected. First, the OWI was listed on the
original application but not on the renewal application. The drug possession conviction of May 2001 was listed
on the renewal application. One of the guidelines set by the Committee is that the applicant does not have a possession
of a controlled substance or drug paraphernalia conviction within the past 3 years. Captain Dowling, after talking
to Mr. Groholski's probation officer, reported that the probation officer is adamantly opposed to the issuance
of an operator/bartender's license because of the drug possession conviction.
Ald. Moore moved, Ald. Sevenich seconded, to deny Chris M. Groholski's renewal application for an operator's/bartender's
license.
Ayes, all; nays, none. Motion carried.
Ald. Sevenich moved, Ald. Filipiak seconded, for denial of Julie Marie Ziga's application for an operator's/bartender's
license.
Ms. Ziga was not present at the meeting.

2. Request for a change in
parking - Pacelli Panacea, Friday, September 6, 2002, through Sunday, September 8, 2002.
Ald. Moore moved, Ald. Sevenich seconded, to grant the request for a change in parking for Pacelli Panacea for
Friday, September 6, 2002, through Sunday, September 8, 2002.
The request is for a "no parking" sign at the main entrance of Pacelli on Maria Drive for shuttle bus
loading and unloading, a new service that is being provided this year. Shuttle service will run from 4:00 P.M.
to 11:00 P.M. on Friday and Saturday and 10:00 A.M. to 8:00 P.M. on Sunday. The shuttles will leave the City parking
lot north of Bank One near the Wisconsin River and go to the main entrance of Pacelli High School on Maria Drive
and back.
Captain Dowling said the Police Department is very pleased to see Pacelli addressing the neighborhood concerns.

3. Request to serve beer

the request to serve beer for the 16th Annual Spud Bowl at Goerke Football Field, on Saturday, September 7, 2002,
from 3:00 P.M. until 7:00 P.M.
Ayes, all; nays, none. Motion carried.
4. Request to keep two rabbits
as pets - 1935 Division Street.
Ald. Moore moved, Ald. Filipiak seconded, to table
action on this request.
Ald. Seiser voiced her concern about this request. She does not feel such requests have to come before the Public
Protection Committee.
Mayoral Assistant Molepske said he agrees with Ald. Seiser.
Chairman Phillips feels the Inspection Department should enforce the ordinance relating to keeping exotic animals
in the City.
Ayes, all; nays, none. Motion carried.
5. Recommendation on Inspection
Report.
Ald. Moore moved, Ald. Filipiak seconded, to accept
the July 2002 Inspection Report and place it on file.
Ayes, all; nays, none. Motion carried.
