Board of Water and Sewage Commissioners
Friday, June 7, 2002
12:00 P.M.

PRESENT: Paul Adamski, Eugene Tubbs, Dave Eckholm, and Ed Bancker.

ALSO PRESENT: Greg Disher, Kim Halverson, Don Ceplina, and Jaime Zdroik.

EXCUSED ABSENCE: Ann Shannon

I. ADMINISTRATION

1. Approval of minutes of the May 10, 2002 meeting.

Motion made by Eugene Tubbs, seconded by Ed Bancker to approve the minutes of the May 10, 2002 meeting.

Ayes all. Nays none. Motion carried.

II. ACCOUNTING

2. Consideration of claims for the Water and Sewage Treatment Utilities.

Paul Adamski presented the statement of claims for the Water Utility for May. The balance on hand after the May 10, 2002 meeting was $653,006.43; the bank deposits since then were $301,676.48. Checks issued since the May 10, 2002 meeting numbered 36499 through 36542 were in the amount of $200,068.67. Checks numbered 36543 through 36561 for $17,495.64 were presented for action on June 7, 2002. The net balance on hand June 7, 2002 was $737,118.60.

Motion made by Dave Eckholm, seconded by Ed Bancker to approve the water utility claims as audited and read.

Ayes all. Nays none. Motion carried.

Paul Adamski also presented the statement of claims for the Sewage Treatment Utility for May. The balance on hand after the May 10, 2002 meeting was $654,145.33; the bank deposits since then were $169,789.54. Checks issued since the May 10, 2002 meeting numbered 22428 through 22458 were in the amount of $101,952.15. Checks numbered 22459 through 22478 for $25,614.04 were presented for action on June 7, 2002. The net balance on hand June 7, 2002 was $696,368.68.

Motion made by Dave Eckholm, seconded by Eugene Tubbs to approve the sewage utility claims as audited and read.

Ayes all. Nays none. Motion carried.

III. WATER OPERATIONS

3. Report on water distribution operations.

The report was distributed.

A total of 21 valves were operated in May 2002.

A total of 0 business properties have been checked for backflow preventors in May 2002 for a total of 152 in 2002.

4. Report on water supply operation.

Our pumpage in May was 225,982,000 gallons, an increase of 37,203,000 gallons of water from May 2001.

IV. SEWAGE TREATMENT OPERATIONS

The annual EPA inspection of the Wastewater Treatment Plant report was included in the packet. The Commissioner's congratulated Don Ceplina on being commended for his work by Joe Behlen of the Department of Natural Resources in the inspection report. The inspection report stated that our wastewater treatment plant was in substantial compliance with our WPDES discharge report. It also stated that the EPA inspection format requires that they rate the facility's self-monitoring program and this year our system rated a "5" the highest rating allowed by the EPA system.

5. Report on sewage treatment operations.

B.O.D. (5.90 ppm), Phosphorus (0.96 ppm) and Suspended Solid (6.29 ppm), limits were met for the month of April 2002.

B.O.D. (5.37 ppm), Phosphorus (0.85 ppm) and Suspended Solid (4.43 ppm), limits were met for the month of May 2002.

Don stated that the BOD loading was over the 8100 lb. design limit for the month of April and that will generate some points on the CMAR.

Greg talked to Chuck Kell, from the Village of Whiting yesterday. Greg stated that they are looking into regionalization of the wastewater treatment plant with either Stevens Point or Plover.
