City Plan Commission Minutes
Monday, January 5, 2004 - 4:00 P.M.
PRESENT: Chairman Mayor Wescott; Karen Aldinger; Lois Feldman; Ann Shannon; Mike Phillips; Bud Flood; and Fred Steffen

1. APPROVAL OF THE MINUTES OF THE DECEMBER 1,
2003 PLAN COMMISSION MEETING
Ann Shannon commended the secretary on the minutes from a very difficult meeting.
Bud Flood moved, seconded by Ann Shannon, to approve the minutes of the December 1, 2003 meeting. Ayes all; Nays
none; Motion carried.
2. REZONING - 1101 KOCH STREET - FROM "
M 2" HEAVY INDUSTRIAL TO "R-3" SINGLE FAMILY ZONING
Chairman Wescott reviewed the attached memo and noted staff recommends approval of the request and is also interested
in rezoning the remainder of the block east of Water Street. He supports contacting the rest of the block (approximately
5 houses) about rezoning also.
Mike Phillips questioned if the other property owners do not want to rezone and we just rezone this one property,
wouldn't that be spot zoning?
John Gardner responded many of the surrounding properties are zoned residential, so there is residential in the
area and you can argue that it wouldn't be spot zoning because there is existing residential in the area.
Chairman Wescott noted the memo indicates as a practical matter, the land cannot easily be developed under the
current zoning due to the size of the lot.
Bud Flood moved, seconded by Chairman Wescott, to recommend approval of rezoning 1101 Koch Street from "M
2" Heavy Industrial Zoning to "R-3" Single Family Zoning, and request staff initiate a neighborhood
contact about rezoning the remainder of the block.
Ayes all; Nays none; Motion carried.
